How to Measure the Performance of Outbound Support SMS

Measure outbound support SMS as a funnel, separating delivery receipts from replies and linked case outcomes. Use consistent denominators, report unknown statuses, and track consent and opt-outs.

Measure outbound support SMS as a funnel: track whether a message was accepted, handed off, delivered, answered, and followed by a defined support outcome. Keep message delivery separate from case resolution, report unknown delivery statuses rather than treating them as successes, and state the denominator and time window for every rate. There is no universal “good” delivery-rate target established for support SMS; compare your results with a consistent baseline for your own use case.

Measure the message journey and the support outcome separately

An outbound text can succeed at one stage and fail at the next. A provider may accept a message that never receives a final delivery receipt; a delivered text may get no reply; and a reply does not necessarily mean the customer’s issue was resolved. Use distinct stages so an operational delivery problem is not mistaken for a support success—or failure.

  1. Attempted: the sending system accepted the request for processing. Decide whether an attempt means an API request, an intended recipient-message, a unique recipient, or a support case. These are different counts.
  2. Sent or handed off: the provider reports that it sent the message or passed it to a downstream network partner. This does not prove the handset received it.
  3. Delivered: a delivery receipt or equivalent final status confirms delivery, where the channel and carrier provide one.
  4. Engaged: the customer replies. Classify replies where possible: useful support information, a request for more help, an opt-out, or another response.
  5. Resolved: the linked case meets a resolution condition you defined in advance. For a fuller outcome measure, also check repeat contact and case reopening during a stated follow-up period.

Twilio’s status-callback documentation describes tracking outbound message status changes, while its messaging analytics separate delivery, errors, and response types. Provider status labels have specific meanings: Twilio documents “sent” as acceptance by the downstream network partner, not confirmation that the handset received the text.

Define the metrics before calculating them

For every metric, record the numerator, denominator, measurement window, exclusions, and whether it counts messages, recipients, or cases. Make retry and duplicate handling explicit. A single intended contact can generate multiple message records if the system retries.

Metric Calculation What it tells you
Attempt rate Successfully created outbound message records ÷ intended recipient-message attempts Whether the system created messages for the contacts it was meant to reach. Specify how retries and duplicates affect both counts.
Confirmed delivery rate Messages with a delivered receipt ÷ messages eligible for a final delivery status Delivery among messages for which a final status can be assessed. Report status coverage and unknown or pending messages separately.
Failure rate Failed or undelivered attempts ÷ eligible attempts How often eligible attempts failed. Group reasons into actionable categories such as invalid destination, unreachable handset, filtering, or configuration issue.
Meaningful response rate Delivered messages receiving a support-related reply within the declared window ÷ delivered messages for which inbound replies can be observed Whether customers are providing useful support responses. Also show meaningful replies as a share of all attempts so delivery failures remain visible.
Opt-out rate Recipients opting out during the measurement window ÷ either recipients exposed or delivered messages in that window A customer-preference and compliance signal. Choose one denominator and use it consistently.
Help-request rate HELP or equivalent requests ÷ recipients reached Whether customers may need clearer instructions or an explanation of the message’s purpose.
Case resolution rate Eligible cases with an outbound text that meet the predefined resolution condition within a fixed window ÷ eligible cases with an outbound text Whether the support interaction reached the outcome you defined. Pair it with repeat-contact or reopen measures.
Cost per resolved case Messaging and relevant service cost ÷ cases resolved under the declared attribution method Cost associated with resolved cases under your chosen attribution rules. It is not, on its own, an ROI calculation.

Measure time to send, handoff, delivery receipt, and customer response as separate intervals. Time spent in a provider’s queue is not end-to-end handset delivery time. For case-level measures, state whether other channels contributed; do not attribute an outcome to SMS alone when the customer also received material support by phone, email, or chat.

Build a reliable measurement process

  1. Define the unit of analysis. Decide whether each dashboard view counts message records, unique recipients, or support cases. Keep message-level and case-level figures separate rather than combining them into one rate.
  2. Set the event definitions and time windows. Document what counts as an attempt, a final delivery status, a meaningful reply, and a resolved case. Choose response and resolution windows that match the use case, then apply them consistently.
  3. Connect messages to support records. Store a support-case ID and a suitable recipient identifier with each outbound message and inbound reply. Reconcile provider callbacks with those records, and restrict access to personal data appropriately.
  4. Preserve every status. Record attempted, sent or handed off, delivered, undelivered, failed, pending, and unknown as distinct outcomes where available. Do not turn “sent” into “delivered” or quietly remove messages that lack final status.
  5. Classify replies and outcomes. Separate useful support replies, requests for more help, opt-outs, and other replies. Link the exchange to the case and assess resolution, repeat contact, and reopening against the definitions set before results are reviewed.
  6. Segment and compare like with like. Examine results by support reason, urgency, customer journey stage, carrier, country, sender, send time, message template or version, and whether SMS followed another support interaction. If testing a change, vary one material factor at a time where feasible and preserve an appropriate comparison group.
  7. Annotate operational changes. Mark changes to templates, providers, registration, routing, and support workflows on the reporting timeline. A change in results after an update does not by itself establish that the update caused it.
  8. Publish the context with every chart. Show date range, sample size, denominator, delivery-status coverage, and whether the figure is message-level or case-level. Include retries and exclusions in the metric definition.

Interpret delivery statuses without overstating success

Provider status terms are not interchangeable. A “sent” status may mean a downstream network partner accepted the message; delivery confirmation may arrive later, and some messages may remain without a final update. Keep delivered, undelivered, failed, pending, and unknown outcomes distinct, and report the share of records with a final status. A high confirmed delivery rate can be misleading if status coverage is low or if the denominator excludes difficult-to-deliver destinations.

Twilio’s analytics can break down delivery and errors and filter by carrier, country, sender or number, messaging service, and time. These cuts can help locate patterns, but they do not establish the cause. Check destination quality, configuration changes, and external carrier events before drawing conclusions from a segment difference.

Judge support performance with case outcomes

A reply is engagement, not proof of resolution. A customer may reply because the instructions were unclear, because the issue remains open, or to opt out. Define resolution before looking at the results so the team does not shift the goalposts after seeing performance.

  • Track whether the case met its stated resolution condition within the chosen window.
  • Check whether the customer contacted support again or the case reopened during a defined follow-up period.
  • Interpret case results alongside other channels used in the interaction.
  • Compare comparable groups and periods; changes in case mix or other support operations can alter results independently of SMS.

Shopify recommends monitoring delivery rate, failed deliveries, and opt-out rate, and notes that rising opt-outs may point to changes needed in content, frequency, or consent acquisition. Those indicators help diagnose the messaging operation; they do not replace support-outcome measures.

Set a realistic baseline, not a borrowed target

The reviewed vendor documentation does not establish a general industry “good” delivery rate for outbound support SMS. Twilio says it does not publish an official delivery-rate figure because results vary with message quality and use case; its help documentation also notes that contact-list quality and message type affect delivery and that 100% delivery is unrealistic. Establish an internal baseline for a defined period, with its sample size and status coverage, and compare similar message types and populations.

Do not import open-rate or response-rate figures from SMS marketing and present them as support benchmarks. For latency, Twilio’s current health-score documentation sets an under-10-minute best-practice benchmark for its “Notification & Customer Care” category. That is a Twilio-specific benchmark, not a universal service standard. Set operational expectations to fit the support use case and the customer’s likely expectation.

Keep consent and opt-outs in the performance model

Performance reporting must operate within consent, opt-out, and destination-specific requirements. AWS guidance for transactional messages says disclosures should identify the brand and message purpose; it distinguishes an optional phone field from a required phone field, for which it recommends a separate SMS consent checkbox. Salesforce’s short-code reference describes explicit consent and handling STOP, END, CANCEL, UNSUBSCRIBE, and QUIT, including sending no additional messages after cancellation. Twilio’s US A2P 10DLC onboarding materials describe express-consent requirements and separating marketing from transactional consent. These are examples of program-specific guidance, not universal legal advice.

Requirements vary by jurisdiction, number type, carrier policy, and message purpose. Identify applicable rules and record-retention requirements before rollout. The Australian Competition and Consumer Commission published A2P SMS record-keeping rules on 6 July 2026; that date describes a regulatory publication, not a performance benchmark. Track complaints and opt-outs as guardrails, and do not optimize response volume by messaging people without the required consent or after they have opted out.

What an operating dashboard should show

Dashboard area Include
Volume Intended contacts, submitted messages, retries, and unique support cases.
Delivery Delivered, undelivered, failed, pending or unknown, final-status coverage, and grouped error reasons.
Engagement Meaningful replies, help requests, opt-outs, and no observable reply, all with a declared response window.
Support outcome Case resolution, repeat contact, reopen rate, and time to resolution at the case level.
Timeliness Trigger-to-submit, submit-to-handoff, handoff-to-delivery receipt where available, and trigger-to-customer reply.
Segments Support reason, priority, carrier, country, sender, template, and time period.
Guardrails Consent coverage, suppression-list handling, complaints, and unusual delivery or opt-out changes.

Use the dashboard to answer two different questions: are messages moving through the delivery pipeline as expected, and are the linked support cases reaching the intended outcome? Keeping those views distinct makes it easier to diagnose problems without mistaking transport success for customer-service success.

Frequently Asked Questions

Why can a customer receive a text when its status is not “delivered”?

Provider status updates depend on the messaging route and carrier feedback available for that destination. A missing final receipt is an unknown outcome in your reporting, not confirmation of either successful or failed handset delivery. Investigate the provider’s status definitions and callback records before changing the classification.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should a customer’s reply count if it is an opt-out?

Count it as an inbound response for engagement accounting, but classify it separately from a meaningful support reply. Keep opt-outs visible as a customer-preference and compliance measure rather than allowing them to inflate the support-response figure.

Can I claim SMS improved resolution if the rate rose after launch?

A simple before-and-after increase does not establish that SMS caused the change. Case mix, staffing, workflow changes, and other channels may also have shifted. Use comparable cohorts and, where feasible, a suitable comparison group before making a causal claim.

What should I do when delivery-status coverage changes?

Show coverage alongside the delivery rate and investigate the affected destinations, carriers, routes, or provider status behavior. A change in which messages receive final receipts can change the reported rate even if the underlying customer experience has not changed in the same way.
