How to Measure Service Mesh Performance Without Misreading Benchmarks

Service-mesh overhead depends on mode, features, workload, hardware, and measurement method. Compare end-to-end latency distributions, capacity, and resources against a matched no-mesh baseline.

There is no single number for how much latency a service mesh adds. The result changes with the mesh mode, enabled features, software version, hardware, topology, traffic pattern, concurrency, connection reuse, and where latency is measured. To judge the impact on your Kubernetes workload, compare a no-mesh baseline with the exact mesh configuration you plan to deploy, measuring end-to-end latency percentiles, throughput, and resource use at representative load.

How much latency does a service mesh add?

It depends on what is being measured and under which conditions. A proxy-internal timing does not necessarily capture the delay an application client experiences. For an application-level comparison, measure request latency from the client to the response, then report the distribution—not just an average—including P50, P90, and P99. Include higher percentiles if they matter to your service-level objective (SLO).

Keep offered load fixed when comparing latency: send the same request rate to the baseline and mesh-enabled versions. Also measure throughput and CPU and memory. Latency alone cannot tell you whether a configuration can sustain the required capacity or what resources it consumes to do so.

Source and date Reported result Scope and qualification
Istio, “Best Practices: Benchmarking Service Mesh Performance,” 2019 (Istio 1.2 guidance) At 1,000 requests per second (RPS) across 16 connections, Istio added 3 ms at P50 and 10 ms at P99. A specific test with traffic crossing both client and server proxies; not a current or universal overhead figure.
Istio, 2024 ambient-versus-Cilium test on AKS Istio reported delivering 56% more queries at 20% lower tail latency. The same comparison reported Cilium CPU use was 30% lower. The test used 500 services with 100 pods each and specific features and tuning. The Cilium CPU figure excluded cores used to process encryption in the kernel.
Linkerd, “Linkerd vs Ambient Mesh: 2025 Benchmarks,” April 24, 2025 At 200 RPS in its North-South scenario, Linkerd reported sidecar-enabled Istio P99 latency was 22.83 ms higher than Linkerd, 19.9 ms higher than baseline, and 18.5 ms higher than ambient. These are results for that traffic direction, workload, and test setup. Linkerd says results depend on the mesh, application, and environment.
Linkerd, 2021 project comparison At the highest throughput evaluated, Linkerd reported one-eighth the data-plane CPU and one-ninth the data-plane memory, with 75% of Istio’s additional median latency and less than one-fifth of its additional maximum latency. Historical, version- and harness-specific project results; they do not establish a current general-purpose ranking.

Istio’s 2019 guidance notes that a mesh adds capabilities such as traffic policies, observability, and secure communication. Those capabilities and their configuration are part of the cost being evaluated: compare equivalent features rather than a feature-rich mesh against a stripped-down configuration.

Why mesh mode and connection behavior change the result

Compare the architecture you intend to run

Istio’s documentation distinguishes sidecars, ambient L4, and ambient with L7 waypoints. These are different data-plane configurations, so a result for one mode should not be treated as a result for another. Likewise, when comparing Istio, Linkerd, or Cilium, specify the exact version, installation profile, and enabled security, telemetry, and routing features.

Separate connection setup from steady-state requests

A new connection can incur setup or handshake work that does not recur on every request over a reused connection. Istio’s multicluster performance documentation attributes additional overhead to double encryption and reports separate measurements for initial and existing connections. If your workload frequently opens connections, measure that behavior separately; if it mostly reuses connections, report steady-state performance too.

Keep the measurement point consistent

Record whether latency is measured from the load-generating client or inside a proxy. Client-observed end-to-end latency includes the request path experienced by the application; proxy timings describe only the measured portion. Istio’s performance documentation cautions that different hardware produces different values, so include the node hardware and placement rather than relying on a number detached from its test environment.

How do you benchmark service mesh performance?

Use a no-mesh baseline and test each mesh configuration under equivalent conditions. Preserve the workload, topology, node hardware, client placement, traffic generator, offered load, and relevant feature set. Run tests across the throughput and concurrency range the application actually needs, not only at a single convenient point.

  1. Define the test case. Record the application or representative synthetic workload, request and response characteristics, topology, traffic direction, client location, hardware, mesh version and mode, and enabled features.
  2. Establish a no-mesh baseline. Run the same workload on the same topology and hardware without the mesh. Save latency percentiles, throughput, and CPU and memory measurements.
  3. Test each intended mesh configuration. Change the mesh configuration while holding the workload and environment constant. Include the security, telemetry, and L7 policy features you expect to use in production.
  4. Measure at fixed offered load and across relevant concurrency. For each run, capture end-to-end P50, P90, and P99 latency, throughput, and resource consumption. Test both fresh and reused connections if both occur in the application.
  5. Attribute resource use. Measure data-plane and control-plane CPU and memory separately, and state whether figures are per workload, pod, or node. Check whether the measurement includes work performed outside the proxy process, such as encryption processing in the kernel.
  6. Repeat and report the conditions. Include software versions, installation profile, hardware, topology, traffic mix, connection behavior, measurement point, and test settings with the results. A result without these details is difficult to apply to another cluster.

Istio’s performance documentation lists Fortio, a constant-throughput load-testing tool; Nighthawk, an Envoy-based load-testing tool; and Isotope, a synthetic application with configurable topology. Select a tool and workload that can reproduce the traffic behavior you need to evaluate.

Which is faster: Istio, Linkerd, or Cilium?

The available project-published comparisons do not establish one universally fastest option. The 2024 Istio ambient-versus-Cilium test and Linkerd’s 2025 comparison measure different scenarios, while the 2021 Linkerd comparison is historical. Their results cannot be combined into a common ranking because versions, hardware, workload, topology, features, and measurement methods differ.
