Keep those operating measures, but pair them with evidence of business impact, service quality, capability ownership, talent health, and resilience. For each measure, define a baseline, accountable owner, review interval, and calculation before using it to judge performance.
Start with the GCC’s mandate, not a universal KPI list
A GCC may own a product or process, share responsibility with a business unit, or enable work performed elsewhere. Its scorecard should reflect that distinction. A measure of revenue influenced may suit a center that contributes to product growth; end-to-end ownership, deployment speed, or service continuity may better fit another center’s charter.

Survey findings indicate why the mandate matters, but they are not performance targets. In BCG’s 2024 GCC Survey, as reported in its 2025 playbook, 80% of respondents to the relevant question tracked cost reduction, 72% tracked process digitization and automation, and 71% tracked business revenue or sales growth. BCG says the figures were calculated from 102 responses to that question. Its playbook describes a shift from SLA- and transaction-only monitoring toward outcome-based KPIs linked to business outcomes. Read BCG’s GCC playbook.

#1 Best Overall
Translate the charter into a small set of measures the center can influence. For each, record whether the GCC owns, co-owns, or enables the outcome; who in the business is accountable; and what evidence will count as progress. This prevents a center from being credited for enterprise-wide results it did not cause.
Build a balanced scorecard around five dimensions
The following is a practical framework, not a universally validated or prescribed GCC scorecard. Select measures that match the charter and data available, and pair efficiency with quality and risk indicators.
| Dimension | Possible measures | What to define |
|---|---|---|
| Business impact | Revenue or sales growth influenced; cost avoided against a credible alternative; speed-to-market; customer or business outcomes | How the GCC contributed, which alternative or baseline is used, and what evidence supports attribution. |
| Operational quality | Cycle time; first-time-right rate or defect rate; SLA attainment; customer experience; continuity | Scope, quality threshold, and how rework or customer impact is captured alongside speed and volume. |
| Capability and ownership | Share of products or processes owned end-to-end; time to deploy a capability; digitization or automation outcomes; innovations advanced to adoption | The difference between an idea, prototype, launched capability, and realized benefit. |
| Talent | Skill coverage in strategic roles; time to proficiency; internal mobility; retention in critical roles; leadership pipeline | Function and seniority breakdowns so an overall workforce figure does not conceal gaps in pivotal roles. |
| Resilience and risk | Service continuity; workforce or capacity readiness; control incidents; compliance measures; recovery performance | The specific event or risk measured and thresholds agreed with relevant enterprise owners. |
Do not count activity as impact. An automation project completed is an activity; reduced processing time or defects, sustained after deployment, is an outcome. Similarly, an innovation idea is not yet a business benefit until it is adopted and its effect can be assessed.

Pair leading signals with achieved results
Leading indicators help show whether the GCC is building the capacity to deliver future results. Examples include strategic skill coverage, time to proficiency, deployment readiness, and the pipeline of innovations being tested. Lagging indicators show what has already happened: realized adoption, quality, customer outcomes, revenue contribution, and cost avoidance.
Use both types without presenting a leading signal as a realized result. A growing skills pipeline may be encouraging, but it does not establish that a product launched faster or a customer outcome improved. Choose review intervals that fit the measure: operational quality may need frequent monitoring, while capability adoption or business impact may take longer to emerge.
Set definitions, baselines, and ownership before comparing results
- Document the charter. List the enterprise outcomes the GCC owns, co-owns, or enables, and assign a named business owner to each outcome.
- Write a metric definition. Specify the numerator and denominator where relevant, scope, data source, exclusions, and whether the measure represents activity, output, or outcome.
- Establish the baseline and comparison period. Record the starting point before claiming improvement. Compare like-for-like services or products where possible, and note changes in work mix, scope, workload, location, or business conditions.
- Set the review interval and decision use. Name who reviews the measure and how often, then connect it to a decision—such as fixing a quality issue, investing in skills, or expanding ownership.
- Keep operating context visible. Track headcount, cost, utilization, and SLA performance alongside outcomes so leaders can see delivery conditions without mistaking them for business value.
- Record attribution and assumptions. Report the GCC’s documented contribution and the assumptions used. Do not claim that the center alone caused an enterprise-wide result without evidence.
Read trade-offs instead of rewarding a single number
A faster process is not an unqualified improvement if defects or rework rise. Lower cost may come with weaker retention, continuity, or capability. A scorecard should make these tensions visible rather than allowing one favorable measure to obscure deterioration elsewhere.
Rank #4
If an organization compares multiple GCCs, functions, or operating models, use consistent definitions and compare impact, delivery quality, capability maturity, talent health, and resilience in the same time and business context. A single composite score can hide meaningful trade-offs; use one only when leadership has agreed on the weights and can explain what the ranking means. The dashboard should support decisions, not encourage teams to game a target.
Use external findings as context, not as a benchmark
Accenture Research’s January 2026 GCC India Pulse Survey summary reports that 67% identified talent retention or skill gaps as a limitation to becoming an innovation hub, while 66% were increasingly evaluated on speed-to-market and tangible business impact. These findings describe surveyed India GCC respondents; they do not establish expected performance for centers elsewhere. Read Accenture Research’s survey summary.

McKinsey’s analysis of 46 GCCs during the pandemic period highlighted resilience (capacity and workforce availability), continuity (including customer experience), and efficiency (productivity) as performance markers. This is historical disruption context, not a current benchmark. Read McKinsey’s analysis.
Neither survey percentages nor historical markers should be copied into a local scorecard as targets. They can inform which questions leaders ask; the GCC’s charter, baseline, and evidence should determine how its performance is judged.
