OpenTofu v1.13.0 is the first release with official packages for Windows ARM64 (also called aarch64). That makes the OpenTofu command-line interface available natively on ARM64 Windows, but it does not guarantee that every provider plugin your configuration needs supports the same platform. Install and verify the CLI, check each required provider version, then initialize and operate the project with a reproducible dependency lock file and a deliberate state-storage plan.
Install and verify OpenTofu on Windows ARM64
The official Windows installation guide documents both winget and Scoop. These are supported installation routes, not a guarantee that a package manager will select a particular architecture. After installation, check the installed CLI version with tofu -version. The current documentation landing page identifies its version as OpenTofu 1.13.x; the v1.13.0 announcement is dated September 29, 2026. See the OpenTofu v1.13.0 release announcement and official Windows installation instructions for the current details.

Install with winget
- Open PowerShell and run
winget install --exact --id=OpenTofu.Tofu. - Run
tofu -versionand confirm the installed version. - If winget installation has issues, check that
%LOCALAPPDATA%MicrosoftWinGetLinksis on yourPATH.
Install with Scoop
- Open PowerShell and run
scoop bucket add main. - Run
scoop install main/opentofu. - Run
tofu -versionto verify the CLI.
The version command confirms which OpenTofu CLI is available in your shell; do not treat it as proof that every provider required by your project has a Windows ARM64 package.

Check provider compatibility separately
OpenTofu is the CLI; providers are separately distributed plugins that implement resource types and data sources. Provider maintainers set their own platform policies. During initialization, a configuration can fail if a required provider version does not publish a Windows ARM64 package. The v1.13.0 announcement says major cloud provider packages commonly include Windows ARM64, while some third-party providers may not support it or may require a newer release. Verify the specific provider and version your configuration requires rather than relying on a general compatibility claim. The release announcement describes the CLI change; the provider requirements documentation explains how projects declare provider dependencies.

Declare and constrain requirements
Provider requirements belong in the required_providers block within the top-level terraform block. In production, specify suitable version constraints so initialization does not unexpectedly select a newer provider release that has not been validated for your project or platform. Review the provider’s release packages or documentation for the exact version you plan to use.
Commit the dependency lock file
Commit .terraform.lock.hcl to version control. It records the selected provider versions and package checksums, helping teammates and automation use consistent dependencies. A lock file does not create an ARM64 package where a provider has not published one; platform availability still needs to be checked.

Initialize the working directory before planning
Run tofu init from the configuration directory before planning or applying. Initialization prepares the working directory, installs providers and modules, and connects to the selected backend. It is also where an unsupported provider package may become apparent.
- Open PowerShell in the directory containing the OpenTofu configuration.
- Run
tofu initand resolve any provider, module, or backend errors it reports. - Run
tofu planand review the proposed changes before choosing whether to apply them. - Run
tofu applyonly after reviewing the plan and confirming the intended changes.
Re-run tofu init after changing provider requirements or version constraints, module sources, or backend configuration. For the documented behavior, see the init command reference.

Lock provider packages for each team platform
When a project is used on more than one platform, record checksums for the provider packages needed on those platforms. The tofu providers lock command accepts repeated -platform=OS_ARCH arguments; include the Windows ARM64 target as windows_arm64 and add any other platforms your developers or automation use.
tofu providers lock -platform=windows_arm64 -platform=linux_amd64
This example targets Windows ARM64 and Linux AMD64; replace or extend the targets to match the project. Test the command against the actual provider set. It can only lock packages that providers have made available for those targets. Commit the resulting lock-file changes and review them with the same care as other dependency updates. See the providers lock command reference.

Choose state storage for the way you work
Without a backend block, OpenTofu uses the local backend and stores state in a local file. A remote backend can make state accessible to multiple users, but capabilities vary by backend, and state locking is optional rather than universal. Choose based on who must work with the same state, the backend’s locking behavior, and how your team will back up and recover state. The backend documentation describes backend configuration; consult the documentation for your chosen backend to confirm its specific behavior.
| Choice | Useful when | Check before adopting |
|---|---|---|
| Local state | A single working copy is managing the configuration. | Plan how state files are protected, backed up, and recovered; a file in a working directory is not automatically shared with teammates. |
| Remote backend | Multiple users or automation need access to shared state. | Confirm the backend’s access controls, backup and recovery process, and whether it supports locking with behavior suited to your concurrency needs. |
Keep state and credentials protected
State can contain sensitive values. OpenTofu warns that backend values supplied with -backend-config or hard-coded in configuration can be captured in local .terraform metadata and saved plan files. Prefer environment variables or the credential sources conventionally used by the backend, and protect local .terraform data. Avoid committing state, saved plans, or backend metadata to repositories accessible to people who should not see those values. Read the backend configuration guidance before choosing how to supply credentials.

Upgrade caveat for WinRM provisioners
If you are upgrading a configuration that uses remote-exec or file provisioners with a connection block set to type = "winrm", account for a separate v1.13.0 change: OpenTofu removed WinRM support for those provisioners, and existing WinRM connection blocks are rejected. The project recommends migrating to OpenSSH for Windows. This is a configuration migration issue, not a limitation specific to Windows ARM64. See the v1.13.0 release announcement.
