Manage each GSTIN as a separate compliance unit: keep its returns, payments, notices, reconciliations and input tax credit (ITC) records distinct, while checking cross-registration transactions and shared-service credit centrally. Before opening a GSTIN in another state or Union Territory, assess where your business operates and makes supplies under the applicable GST rules. An out-of-state customer alone does not settle the question.
Why each GSTIN needs its own controls
Under section 25 of the CGST Act, registration is organized by state or Union Territory, and separate registrations are treated as distinct persons. CBIC guidance says credit held under one state registration cannot simply be used to pay another registration’s liability. A shared PAN does not make the GSTINs interchangeable for compliance.

In practice, maintain a separate operational record for every GSTIN: registration status, outward-supply reporting, returns, payments, notices, reconciliations and credit balances. The Telangana Commercial Taxes Department’s third-edition registration handbook, dated November 2025, likewise describes registrations as independent for invoicing, returns and ITC management.
When is registration in other state required?
Start with the location and nature of the supplier’s activity and the rules that apply to the supply—not simply the customer’s address. CBIC’s FAQ gives examples distinguishing supplies made from an existing state from supplies made from another state. It also illustrates that having an inter-state customer does not, by itself, mean the supplier must register in that customer’s state if the supply is made from the supplier’s own state.

Those examples are not a universal ruling for every business arrangement. Map the facts for each state or UT before deciding:
- Whether you have an establishment, warehouse, project site, event operation or service team there.
- Which business location is making the supply and what the supply consists of.
- The applicable place-of-supply rules, statutory exceptions and current notifications.
- Whether a registration is already associated with the relevant activity and location.
CBIC’s FAQ uses the question “When is registration in other state required?” as a useful starting point, but apply the law to your own facts and verify current requirements before acting.
Build a GSTIN register before building the filing calendar
Keep one controlled register of all registrations linked to the business. Include the legal name and PAN, GSTIN, state or UT, principal and additional places of business, registration class, effective date, authorized signatory, filing frequency and current status. Record why each GSTIN exists and who owns its ongoing compliance.

Do not treat the register as a one-time setup sheet. Keep portal status and notices current, and retain evidence of changes. The GST Portal’s registration workflow displays registrations mapped to a PAN, which can help confirm the business’s registration footprint.
Apply through the official GST Portal
The GST Portal’s registration guide begins at Services → Registration → New Registration. The applicant selects a State/UT and district and enters the PAN-linked legal name and PAN, then completes OTP verification and the application’s business and place-of-business details.
- Confirm the need and registration class. Resolve the location and supply analysis first, and check whether any special registration class or specific evidence requirement applies.
- Open the new-registration workflow. On the GST Portal, go to Services → Registration → New Registration.
- Enter the state and identity details. Select the State/UT and district and provide the legal name and PAN details linked to the applicant.
- Verify and complete the application. Complete OTP verification and provide the requested business and place-of-business information and evidence.
- Monitor the application and resulting registration. Track its status and update your GSTIN register when the registration takes effect or the application requires attention.
Portal screens, evidence requirements and procedures can change. Use the current GST Portal instructions and check applicable rules before submitting.

Run a separate calendar and ledger control for each GSTIN
Assign each GSTIN a filing owner and backup, a review checkpoint, and a place to store proof of filing and payment. Include return obligations, payment checks, notice monitoring and internal close dates in the control calendar. Filing frequency and obligations depend on the taxpayer category and applicable period, so do not use one universal due-date list for every registration.

Check each GSTIN’s current filing profile, applicable rules and portal notices for the period.
The portal describes online preparation, an offline tool and third-party ASP applications through GSPs as ways to prepare GSTR-1. Whichever workflow you use, retain a GSTIN-specific record of what was prepared, reviewed, filed and paid.

Reconcile the records before filing
Use a consistent close process for each GSTIN and retain supporting evidence by registration and period. These are practical internal controls, not a claim that official guidance prescribes one universal reconciliation format.
- Match the sales register to outward-supply reporting.
- Check invoices and credit or debit notes against accounting records.
- Compare purchase documents and available portal data with the ITC claimed.
- Reconcile tax liability with payments and the relevant GSTIN’s records.
- Match inter-GSTIN transactions to corresponding records at both the supplying and receiving registrations.
- Document exceptions, corrections, reviewer approval and proof of filing.
Review transactions between your own GSTINs
Separate registrations are distinct persons, so transfers and services between them need tax review even when they sit under the same PAN. The November 2025 Telangana registration handbook explains that supplies between distinct persons may be taxable without consideration, including stock transfers.

Inventory movements are not the only transactions to examine. Include shared staff or service arrangements, management support and other cross-registration activity in the review. For each transaction, determine the applicable valuation, invoicing, place-of-supply and recipient-ITC treatment from the facts and current law; do not assume that an internal charge or a no-charge transfer has no GST consequence.

Allocate common input-service credit appropriately
Identify third-party service invoices received centrally—such as advertising, audit or consulting—and determine which distinct registrations use the service. CBIC guidance says common input services directly used by distinct persons across states should be appropriately invoiced or distributed using the Input Service Distributor (ISD) mechanism. The handbook describes ISD registration as separate and the mechanism as applying to common input services, not goods.
Before credit is processed, confirm the current statutory implementation and allocation method for the service and recipients. Keep the supplier invoice, the basis for identifying recipient registrations, the allocation calculation and the resulting records together so the distribution can be checked by GSTIN and period.
Choose a multi-GSTIN process or software by control coverage
A centralized finance team, state-level compliance owners or a software-assisted workflow can all be workable models. Compare how each handles the controls rather than assuming a product will decide whether a registration is legally required.

Recheck return profiles and portal notices for each period, and verify current forms, notifications and deadlines on the GST Portal. CBIC FAQs provide useful examples, while the Act, current rules and notifications govern the outcome for a specific case.
