In Windows 11, open Settings > Personalization > Colors and set Choose your mode to Dark. Choose Custom instead if you want separate choices for Windows surfaces and apps. File Explorer and many newer Windows interfaces will follow that preference, but dark mode is not a universal repainting switch: some Control Panel applets, system dialogs, and third-party applications may remain light because they do not support the Windows color setting or provide their own theme control.
The supported way to turn on dark mode
Windows 11’s supported dark-mode control is in the Settings app, not in Control Panel and not in a display setting. The setting applies the Windows color preference to components that support it. It does not rewrite the colors of every window installed on the computer.

- Open Settings. You can select it from Start or press Windows key + I.
- Select Personalization in the left sidebar.
- Open Colors.
- Find Choose your mode.
- Select Dark to use dark mode for both supported Windows surfaces and supported applications.
- Select Custom if you want separate choices for Windows mode and app mode, then choose the dark or light option for each category shown.
The change normally applies immediately. Open File Explorer and the particular Control Panel applet or dialog you care about to check the result rather than assuming that every interface changed. If a window was already open, close it and launch it again so you are testing a newly created window.
Dark versus Custom mode
These two choices are useful for different purposes. Dark is the broad, one-choice setting. Custom is a split configuration that lets you keep one category light while making the other dark.

| Mode | What you choose | When it makes sense |
|---|---|---|
| Dark | A dark Windows color mode and dark app color mode wherever those components support the setting. | You want the simplest, broadest dark appearance. |
| Custom | Separate choices for Windows mode and app mode. | You want, for example, dark Windows surfaces but light applications, or the reverse. |
Custom is useful when you want dark File Explorer and other Windows chrome but prefer a light document application, or when an application is easier to read in light mode. It is not a compatibility mode for legacy software; choosing Custom cannot add dark-mode support to an app that lacks it.
Microsoft’s Windows color guidance applies to Windows 11 and Windows 10. It also warns that “Some applications allow you to set dark or light mode individually, separate from the Windows color mode. Additionally, not all applications support dark mode.” That limitation is the key to understanding why one window can be dark while another remains white after the same setting is enabled.
Before you judge the result
Dark mode changes color treatment, not the function or layout of Windows. Your files, folder structure, navigation controls, and commands do not move. For a clean test, change the mode, close the affected window, and open it again. Then test the specific operation you use every day, such as opening a folder, copying a file, or displaying a properties page.

A program may have a Light, Dark, or System option in its settings. If it is set to Light, it can stay light even when Windows is dark. If it is set to System, it may follow Windows; if it has no dark implementation, it may ignore the preference altogether.
What File Explorer should do
File Explorer is one of the Windows components designed to follow the system color preference. After you select Dark, close and reopen any existing Explorer windows and check a normal folder, the navigation pane, the address bar, and the command area. Supported Explorer surfaces should use the dark palette while retaining the same file-management controls.
Explorer’s auxiliary interfaces have changed over time. Microsoft has documented dark treatment for more than the main folder window, including copy, move, and delete dialogs; progress bars; chart views; skip, override, and file-selection confirmation dialogs; and several confirmation and error dialogs. Those notes describe particular Windows builds and updates, so the exact set visible on a PC depends on its installed release and servicing level.
That means two Windows 11 computers can look different even when both are set to Dark. A newer build may contain a dark version of a file-operation prompt that an older build still renders in light colors. A dialog can also be implemented separately from the main Explorer window, so matching behavior is not guaranteed.

If Explorer still opens a light window
- Return to Settings > Personalization > Colors and confirm that the selected mode is still Dark or that both Custom selections are set as intended.
- Close all Explorer windows and open a new one. A window that was already open can retain its earlier visual state until it is recreated.
- Check another folder and an Explorer dialog. A single light dialog does not prove that the main Explorer theme failed; it may be an older or unsupported component.
- Install available Windows updates, then test again. Microsoft has expanded Explorer’s dark treatment through specific releases rather than through one permanent switch that guarantees identical behavior on every build.
- Record the exact window that stays light. “File Explorer is light” is less useful than identifying whether the problem is the folder view, a copy prompt, a properties page, or a confirmation message.
Why Control Panel may remain light
Control Panel is a collection of older applets and dialogs, not one modern application with a single theme engine. The Windows color preference can reach some system surfaces, but it does not promise that every legacy applet will repaint. An applet that stays light may simply lack dark-mode support.
Test the exact applet you use, such as a hardware, networking, account, or administrative page. If its main page remains white while File Explorer is dark, that is consistent with Microsoft’s warning that not all applications support dark mode. There is no supported Settings option that forces every legacy Control Panel page to adopt a dark palette.
Control Panel may also launch a mixture of windows. Its main applet, a secondary property sheet, and a confirmation dialog can be separate components with different support. Do not infer that every page will match merely because one Control Panel screen changed color.
Do not confuse a light applet with a broken setting
A useful check is to open a modern Windows surface and a legacy applet side by side. If modern surfaces follow the selected mode and only the older applet remains light, the system preference is working; the applet is the limiting factor. If no supported Windows surface changes, recheck the mode selection and install updates before drawing that conclusion.

“System dialog” covers several generations of Windows interface. Newer dialogs implemented with dark-mode-aware components can follow the Windows preference. Older confirmation boxes, property pages, setup screens, and Control Panel dialogs may not. The result is therefore component-specific rather than universal.
Microsoft’s release documentation specifically mentions broader dark handling in File Explorer for file-operation dialogs, progress and chart views, skip or override prompts, file-selection confirmations, and multiple confirmation and error messages. It does not establish that every dialog in Windows 11 is dark, nor that changing a registry value can add support to an unthemed legacy window.
How to evaluate a dialog you need
- Set the supported mode in Settings.
- Launch the operation that displays the dialog, rather than judging only from the desktop or folder window.
- Record the Windows edition, build, and installed updates if the dialog is important to your workflow.
- Compare the behavior after updating. A dialog added or corrected in a newer release may not exist in an older build.
This approach distinguishes a missing feature from a temporary rendering problem and avoids promising a result that Microsoft has not documented for that component.

Build and update qualifications
Dark-mode behavior in Explorer has received incremental changes, and Microsoft’s notes are tied to particular releases. Two dates are especially relevant when diagnosing current behavior:
| Microsoft reference | Scope described | How to interpret it |
|---|---|---|
| Windows Insider Blog, October 6, 2025 | Windows 11 Insider Preview build 26120.6772 in the Beta Channel. | An Insider build is a preview channel, so its behavior should not be assumed on every retail installation. |
| KB5070311 preview notes, December 1, 2025 | File Explorer dark-mode improvements for OS builds 26200.7309 and 26100.7309, plus a known white-flash issue. | The notes describe those builds and update context, not a timeless guarantee for all Windows 11 versions. |
| KB5072033 | Microsoft said this update addresses the documented white flash in File Explorer dark mode. | Use the installed update history and build number to determine whether the fix applies to your PC. |
To see your build, press Windows key + R, type winver, and press Enter. In Settings, select Windows Update > Update history to review installed quality updates. These checks matter because preview-channel changes and update-specific fixes can arrive at different times for different Windows installations.
Do not use the Insider Blog entry as proof that a retail computer has the same implementation. Likewise, the KB5070311 preview notes describe the builds and servicing context named there. Your edition, update channel, and installed cumulative updates determine what you actually see.
The File Explorer white-flash issue
Microsoft documented a brief white flash in File Explorer dark mode after KB5070311 and stated that KB5072033 addresses it. Treat this as a dated, update-specific issue, not as proof that dark mode is inherently unstable or that every current Windows 11 PC will show it.
If Explorer flashes white briefly:
- Run
winverand note the OS build. - Open Settings > Windows Update > Update history and check whether the relevant update is installed.
- Select Check for updates and install offered cumulative updates according to your organization’s normal maintenance policy.
- Restart Windows after servicing completes, then open a new Explorer window and test again.
If the flash persists on a build that predates the stated fix, the behavior may be expected for that version. If it persists after the applicable update, capture the build and update history when seeking support; those details are more useful than simply reporting that “dark mode is broken.”
Per-application dark settings
Windows mode and application mode are related but not identical. Some applications expose their own light, dark, or system-default setting. Such an application can override the Windows preference, follow it only when set to “system,” or ignore it entirely.
When one app does not match the rest of Windows, look in that app’s own settings for a theme, appearance, color, or mode control. Do not assume that changing the Windows setting will replace an application’s independent choice. Conversely, do not assume that an app-level dark setting can recolor Control Panel applets or Windows dialogs outside that app.

This distinction is especially important when troubleshooting mixed results. A dark Explorer window beside a light third-party utility does not indicate a Windows failure. It may simply mean the utility has its own theme policy or has not implemented a dark appearance.

Microsoft’s registry reference identifies two values under:
What’s actually slowing this PC down?

HKCUSoftwareMicrosoftWindowsCurrentVersionThemesPersonalize
AppsUseLightThemeindicates the light or dark color mode used by applications.SystemUsesLightThemeindicates the light or dark color mode used by Windows surfaces.
These values explain how Windows records the two sides of the Dark and Custom choices. The reference does not say that manually editing them can force unsupported Control Panel applets or legacy dialogs to become dark. A registry edit can also create an unintended configuration or complicate troubleshooting, so the Settings interface is the appropriate reader-facing method. Use the registry documentation to understand the state, not as a guaranteed workaround for missing component support.
If you inspect those values for diagnostic purposes, compare them with the choices shown in Settings rather than treating them as a promise about a particular window. The values describe app and Windows color modes; they do not certify that every individual component consumes either value.
Contrast themes and color filters are different features
Windows also offers contrast themes and color filters in its accessibility settings. They solve different problems from ordinary dark mode. Contrast themes are designed to improve the distinction between interface elements, while color filters alter how colors are displayed. Neither should be presented as a universal dark-mode switch for old Control Panel applets.

A practical troubleshooting checklist
- Only some apps are light: check each app’s appearance setting; it may control its own theme or lack dark-mode support.
- File Explorer is dark but Control Panel is light: this is expected for unsupported legacy applets; Windows does not promise universal recoloring.
- Explorer dialogs differ from the main window: check the Windows build and updates because dialog coverage has expanded by release.
- A brief white flash appears: compare the installed build with Microsoft’s KB5070311 and KB5072033 notes and update accordingly.
- Nothing changes after selecting Dark: confirm the selection under Settings > Personalization > Colors, close and reopen the affected app, and install pending Windows updates.
- You are considering a registry edit: remember that the documented values describe app and Windows mode; they do not guarantee support in an individual legacy component.
- Colors look unusually high-contrast or inverted: check whether a contrast theme or color filter is enabled; those are separate accessibility features.
- You need to report a problem: include the exact component, Windows edition and build from
winver, and relevant entries from Update history.
What result to expect
The reliable expectation is a dark Windows color preference applied wherever Windows 11 and the individual application provide support. File Explorer’s main interface and an increasing set of its file-operation dialogs can use dark mode, subject to the installed build. Control Panel and older system dialogs are mixed: some may follow the preference, while others remain light because they were not built to consume it. Third-party applications can add another independent theme choice.
Set the mode through Settings, verify the exact windows you use, and use the build and update information when a documented Explorer issue or feature difference is involved. That gives you the supported dark-mode configuration without treating an unsupported legacy dialog as a setting you can force.
Frequently Asked Questions
Will Windows 11 dark mode make every Control Panel page black?
No. Control Panel contains older applets and dialogs, and Microsoft says not all applications support dark mode. Some pages may remain light even while File Explorer and newer Windows surfaces are dark.
Recommended Free Tools
What is the difference between Dark and Custom in Windows 11?
Dark applies dark Windows and app modes wherever supported. Custom lets you choose Windows mode and app mode separately, such as dark Windows surfaces with light applications.
Why is File Explorer dark but a copy or confirmation dialog still white?
Dialog support is component- and build-dependent. Microsoft has expanded dark treatment for several Explorer dialogs over specific releases, so check your Windows build and installed updates.
How do I check whether the File Explorer white-flash fix applies?
Run winver to record the build, then review Settings > Windows Update > Update history. Microsoft tied the documented issue to KB5070311 and said KB5072033 addresses it.
Can I force legacy dialogs into dark mode by editing the registry?
Microsoft documents AppsUseLightTheme and SystemUsesLightTheme as indicators of app and Windows color modes, but does not say that editing them can recolor unsupported legacy components. Use Settings instead of treating registry edits as a guaranteed fix.

Are contrast themes or color filters the same as dark mode?
No. They are separate accessibility features. Contrast themes change interface contrast and color filters alter displayed colors; neither is a universal dark-mode switch for old Control Panel applets.
The Bottom Line
Use Settings > Personalization > Colors and choose Dark, or choose Custom for separate Windows and app choices. File Explorer supports many dark surfaces, including more dialogs on newer builds, but legacy Control Panel pages and older system dialogs may remain light. Check the exact Windows build and updates—especially when diagnosing the KB5070311 white flash—and do not rely on registry edits to add support that a component does not have.
