How to Make Online Meetings More Accessible

A practical guide to accessible online meetings: plan accommodations, share usable files, test captions and controls, and make participation easier for everyone.

Accessible online meetings take more than turning on captions. Plan for three things together: a platform people can operate, content people can access, and meeting habits that let everyone follow and participate. Ask attendees about access needs in advance, share accessible materials, and test the setup before people join.

What makes an online meeting accessible?

W3C’s Accessibility of Remote Meetings Group Note, published July 22, 2022, describes three connected elements: the meeting platform, the content shared, and the awareness and actions of hosts and participants. A platform feature checklist alone cannot guarantee that every attendee can take part.

Use the relevant WCAG criteria as practical baselines, not as a substitute for checking how a particular platform works with an attendee’s assistive technology. WCAG 2.2 Success Criterion 1.2.4, “Captions (Live),” is Level AA and calls for captions for live audio content in synchronized media. Criterion 2.1.1, “Keyboard,” is Level A and requires functionality to be operable through a keyboard interface. Neither criterion is a population statistic or, by itself, a complete measure of meeting access.

What should I ask and send before an online meeting?

Ask about access arrangements

Ask invitees in advance what would help them participate and how they prefer to receive materials. Include options such as live captions, CART captions provided by a trained captioner, sign-language interpretation, and accessible copies of slides or documents. W3C recommends asking ahead because some participants may require manual captioning.

Send files attendees can use with their own tools

Share accessible copies of presentation materials before the meeting where possible. Attendees can then use their own screen readers, magnification, or other reading tools instead of relying on a shared screen as the only way to access information. Section508.gov’s presentation guidance advises providing accessible copies of documents shown and minimizing screen sharing because it may be inaccessible to people with vision disabilities.

Explain how to join and take part

Send concise instructions explaining how to join and how attendees can find captions, chat, hand-raising, and interpreter video. Offer a dial-in or other workable fallback when available. Controls and feature names differ among platforms, so make the directions specific to the meeting platform and check that key actions work with a keyboard and screen reader.

How do I make sure the platform is usable?

Before the meeting, check the core tasks attendees need to perform: joining, muting, turning the camera on or off, opening chat, raising a hand, and accessing shared content. Check keyboard operation and screen-reader announcements of important status changes. WCAG’s keyboard criterion is a baseline; actual usability depends on the platform and the attendee’s technology.

For Microsoft Teams specifically, Microsoft provides screen-reader instructions for joining a meeting. That guidance is an example for Teams, not a universal set of instructions for other services. Check the platform’s current help material and test with the assistive technology attendees will use.

How do I turn on captions or arrange CART?

Offer live captions and tell participants how to access them. Caption controls, user options, and availability vary by platform, so confirm the current steps for your meeting rather than assuming one service’s instructions apply elsewhere. Automatic captions can help, but do not promise they will be error-free.

When requested, consider CART captions, which are produced by a trained captioner rather than generated automatically. Microsoft documents both live captions and CART captions for Teams in its live captions guidance. The page describes Teams; it does not establish availability or controls for other platforms.

How should hosts and attendees handle audio and turn-taking?

  • At the start, explain how to take turns and how to ask for help or contribute by voice, chat, or hand-raising.
  • Ask people to speak one at a time, identify themselves before speaking, and mute when they are not talking. Overlapping speech is harder for listeners and captioners to follow.
  • Keep background noise down and use a microphone that provides clear audio. W3C recommends testing audio and video input quality and using high-quality microphones as part of media planning; a microphone does not replace captions, interpretation, accessible files, or usable controls.
  • Pause for questions and allow time for participants to use their chosen way to contribute.

Microsoft’s Teams guidance for deaf and hard-of-hearing attendees likewise recommends clear speaker changes and avoiding multiple people taking the floor at once. These are useful meeting practices, not Teams-only requirements.

How can I make slides, screen sharing, and interpretation easier to follow?

Do not make screen sharing the only route to important information. Share the underlying accessible file where possible, and describe meaningful visual information aloud. When changing slides, documents, or views, say what changed and identify the relevant content so listeners are not left to infer it from the screen.

If an interpreter is participating, keep their video visible and avoid blurring their background. Check that the meeting layout lets attendees see the interpreter alongside shared content when needed. Microsoft offers Teams guidance on interpreter video; layout options and controls may vary across platforms.

What should I test before people join?

  1. Audio and video: Check microphone input, camera, and any video that will be played. W3C’s media accessibility guidance recommends testing input quality and using high-quality microphones.
  2. Captions and interpretation: Confirm that captions are available and that participants can find them. If CART or sign-language interpretation is arranged, test the connection and visibility in the meeting layout.
  3. Controls and assistive technology: Test joining and core controls by keyboard, and check relevant screen-reader behavior. Where possible, test with the technology attendees will use.
  4. Materials and presentation: Open shared files, check that attendees can access them, and rehearse describing important visuals and changes on screen.
  5. Participant instructions: Make sure the directions you send match the platform’s current controls for captions, chat, hand-raising, and interpreter views.

What should I do after the meeting?

If you share a recording, provide accurate, time-synchronized captions. Share notes and follow-up materials in accessible formats, and tell attendees how to request corrections or additional access support. Microsoft’s guidance for deaf and hard-of-hearing meetings recommends captions that are accurate and synchronized with the recording.

How should I compare meeting platforms?

Compare platforms against the needs identified by attendees rather than assuming one product works for everyone. Check these capabilities in the actual version and setup you plan to use:

  • Keyboard access to joining, muting, camera controls, chat, hand-raising, and screen sharing.
  • Screen-reader support, including whether important meeting status changes are announced.
  • Availability and user control of live captions, and support for human CART captioning.
  • Whether interpreter video can remain visible and be positioned or resized independently alongside shared content.
  • Accessible ways to share slides and files, rather than screen sharing as the sole way to receive information.
  • Options to test audio and video and to give participants clear joining instructions.

Feature names, settings, and availability can change. Verify them with the platform provider and test the meeting setup rather than treating a product’s feature list as proof that a specific attendee can use it.

What does this guidance establish—and what does it not?

These practices are practical accessibility guidance, not a jurisdiction-by-jurisdiction legal analysis. WCAG 2.2 is a W3C standard; legal obligations for a particular employer, public body, event, or country require context-specific verification. The guidance cited here does not provide a named population statistic or outcome figure, so no percentage can be inferred from it.
