- Check your build. The recipe is documented in Java 26.4 Snapshot 3 and Bedrock Preview 26.60.29. Bedrock lists it under Experimental Features.
- Use Ice Balls as the brewing ingredient. Both official changelogs identify Ice Balls as the ingredient for brewing a Potion of Freezing.
- Follow the recipe shown in your build. The changelogs do not specify the brewing-stand slot sequence or bottle input. If the ingredient placement is unclear, use the in-game recipe display for that build rather than assuming a slot order.

What the Freezing effect does
In the Java snapshot description, affected players shake and eventually take damage while gradually freezing as if they were in Powdered Snow. Leather Armor protects against freezing in the same way it does in Powdered Snow, but it does not prevent the effect from being applied or remove it. Mobs take additional damage while affected; mobs vulnerable to freezing receive a five-times damage multiplier, according to that snapshot.
