How to Make a Family Emergency Plan for Crowded Events

A practical family plan for crowded events: choose safe meeting points, share contact backups, orient to exits and follow official directions if separated.

Before entering a crowded event, agree on two safe meeting places, how to contact one another, and what each child or dependent should do if separated. At the venue, identify exits and official help points. If an emergency begins, follow staff and public-safety directions first—never send someone toward the incident to reunite.

Before you go: agree on a simple plan

Explain the plan to everyone attending, in language they can remember. A crowded event can be planned or unplanned; Ready.gov uses “mass gatherings” for events where many people come together. The risks at large events can include crowd surges, medical emergencies, fires, violence, and other security threats, so make the plan practical without trying to predict every scenario. Ready.gov’s mass-gathering guidance and FEMA’s large-scale-event exercise materials outline these concerns.

Choose two meeting places

Pick a primary meeting point and an alternate before you enter. Make each place easy for your family to recognize, and choose locations away from likely hazard areas. A named venue landmark may be easier to remember than a vague instruction such as “outside.” Check that the choices fit venue directions; staff may close an area or direct people elsewhere.

Decide which location to use if the primary point is inaccessible. The alternate is not permission to ignore an evacuation route or move toward danger: if official instructions send people away from either point, follow those instructions and use current venue information to adjust.

Set up contact options

Make sure each responsible adult has the others’ phone numbers, and choose a trusted contact who lives outside the immediate area. If local calls or messages are disrupted, family members may be able to relay updates through that person. Agree on a backup if phones have no service or run out of battery, such as going to the agreed meeting point when it is safe and following official updates.

For children, decide how they can reach a responsible adult and whom they should approach if separated. A power bank can help keep a phone charged, but it is optional and does not replace shared numbers, a meeting plan, or venue instructions. Ready.gov includes alternative phone charging among its outage-preparedness guidance: Ready.gov’s power outage guidance.

Assign responsibilities and adapt for individual needs

Name the adult responsible for each child or dependent rather than assuming everyone knows who is watching whom. Tailor the plan to each person’s age, mobility, communication needs, and medical needs. Give children a short, age-appropriate instruction: if they cannot find their adult, seek help from an identifiable venue employee or official and follow the agreed directions. Practice calmly beforehand; avoid complicated steps they are unlikely to remember.

When you arrive: orient everyone

Briefly point out exits, official information or help points, and the primary and backup meeting places. Make sure children know what venue staff or official help personnel look like when identifiable, and remind them not to leave with an unfamiliar person unless following an official direction or a pre-agreed arrangement. Event layouts and available services vary, so rely on the venue’s current information rather than assuming another event’s setup applies.

If someone is separated: use the plan, not the incident site

If there is no active emergency, use the agreed contact route and meeting point. If the primary point is closed or no longer safe, use the alternate only if it remains consistent with venue directions. A person who is separated should ask venue staff or an official for help rather than searching through a crowd or entering restricted areas.

If an emergency is underway, everyone should move away from danger and follow staff and public-safety instructions. Do not send anyone back into a hazardous area or toward the incident to find another family member. FEMA reunification training advises against gathering at an incident site: reunification there can impede response and investigation and expose families to media and onlookers. Use a safe backup location and follow official updates instead. FEMA’s reunification tips describe this planning principle.

Keep venue-specific instructions in charge

Family plans support—not replace—the event’s safety arrangements. Follow current instructions from venue staff and public-safety officials, including changes to exits, meeting locations, or access. A National Park Service guide, for example, covers National Mall event layouts, first-aid and reunification tents, water, and emergency access; those details are specific to that location and should not be assumed at other venues.
