In Google’s Phone app, call the first person, tap Add call, call the second person, then tap Call merge once they answer. The controls and conference-calling support can vary by phone and carrier.

When the second call connects, tap Call merge to join the calls into one conference call.

These labels describe Google’s Phone app; a manufacturer’s dialer or another calling app may use different controls. See Google’s Phone app help for its call controls.
What to do if Call merge is missing
First check whether your carrier supports conference calling on your line. Google says that calling features can depend on both the carrier and the device, and its help page does not provide a carrier-by-carrier support list or a universal set of troubleshooting steps. If conference calling is supported, check the help information for the calling app installed on your phone; its button names and call flow may differ.

Google’s guidance does not specify a universal maximum number of conference-call participants. Ask your carrier what limit applies to your service.

A connected Bluetooth headset can be selected as the call’s audio device, but it is optional and does not enable call merging. The Phone app also has controls for muting, holding, and switching between calls.

Video calls, video conference calls, and RTT calls are alternatives only where the carrier and device support them; they are not guaranteed on every Android phone.
