Treat it as two separate projects: a rights-and-monetization plan and a continuously monitored live stream. A single broadcast longer than 12 hours may not be archived, and public-domain status alone does not guarantee YouTube monetization.
Plan the channel before you start streaming
Decide what viewers will get beyond a succession of old cartoons. You could present a curated archive, group films by era or theme, or make a commentary-led program with introductions and context. This editorial plan helps viewers understand why the films belong together and makes your own contribution visible. It does not guarantee approval for monetization.
Build a rights ledger before you assemble the playlist. Public-domain status can vary by country or region, and YouTube says there is no official master list of public-domain works. Keep evidence for your conclusion rather than relying on a label attached to a download.
Record the rights basis for every item
For each cartoon, keep a record with:
- Title, creator or studio if known, and available production or publication details.
- Where you obtained the specific copy you intend to stream.
- The audience jurisdiction or jurisdictions you are considering and the basis for concluding the work is public domain there.
- Evidence supporting that conclusion, such as reliable documentation you have retained.
- Separate notes on the soundtrack and on the particular scan, restoration, or recording.
The underlying animation and the copy you found online are not necessarily the same rights question. A restoration, soundtrack, or recording may have its own protection. Assess the actual version you will use; an uploader’s “public domain” label is not proof. YouTube cautions that copyright status can be complicated and varies by country or region. Even a documented lawful-use basis does not guarantee that you will avoid a copyright claim or strike.

Separate copyright clearance from monetization
There are two decisions to make, and passing one does not settle the other:
- Rights: Is this work—and the specific copy, soundtrack, and restoration you will use—available for your intended use in the relevant jurisdiction?
- YouTube monetization: Does the channel meet YouTube Partner Program requirements, including its channel-level reused-content review?
YouTube says a creator may monetize public-domain content if the creator can prove its status, subject to applicable scope, limitations, and permissions. Separately, YouTube’s reused-content policy concerns material repurposed without significant original commentary, substantive modifications, or added educational or entertainment value. The policy applies to the channel as a whole, not just one video. YouTube states: “Reused content is separate from YouTube’s Copyright enforcement, which means it’s not based on copyright, permission, or fair use.”

In practical terms, a public-domain cartoon can still be a weak basis for monetization if a channel mainly republishes minimally changed films. Add real editorial value—such as researched introductions, historical context, restoration notes, or a clearly explained theme—and make that contribution evident to viewers. No particular format or amount of commentary guarantees monetization approval. YouTube clarified its policy in July 2025 by renaming repetitious content as inauthentic content; it said the existing reused-content policy did not change. Check YouTube’s current monetization and copyright guidance before launch because platform policies and enforcement can change.
Check livestream eligibility and prepare your encoder
Before producing a schedule, confirm that your channel can livestream. YouTube’s stated requirements include channel verification and no live-streaming restriction in the previous 90 days. Use YouTube Studio’s Live Control Room to create an encoder stream. You will need its stream URL and stream key in the encoder that sends your program to YouTube.

- Verify eligibility. Confirm the channel is verified and has not had a live-streaming restriction in the preceding 90 days.
- Create an encoder stream. In YouTube Studio, open Live Control Room and create a stream for encoder software. Copy the server URL and stream key shown for that stream.
- Configure the encoder and playlist. Enter the URL and key in your chosen encoder and select the prepared cartoon program. Keep the stream key private; anyone with access to it may be able to send video to your stream.
- Match output to your source and encoder. Avoid treating an old cartoon as though it needs modern high-resolution output. Set resolution and frame rate to suit the source and the encoder’s supported output, and choose a stable bitrate that your connection can sustain. Follow the current YouTube encoder guidance for the specific output you select rather than guessing a universal bitrate or keyframe value; appropriate settings depend on that output and the encoder.
- Start sending a test signal. Start the encoder and inspect the preview in Live Control Room before making the program public. Check a representative segment for picture, audio, and motion, then confirm that the watch page is accessible.
- Publish an accurate description. Identify the program and cartoons, explain the curation, and describe the rights basis only as specifically as your records support. Do not claim that a work or recording is cleared unless you have documented grounds for that claim.
Operate it as a monitored 24/7 service
A 24/7 channel is not just a playlist you start once. The encoder, its connection, and the source program must keep working, and someone needs a way to detect and respond to problems. YouTube recommends testing the setup, previewing before going live, monitoring audio and video quality, and checking that local archive files are growing. Its live-streaming tips also recommend leaving 20% upload-bandwidth headroom. That is a recommendation for spare connection capacity, not an uptime guarantee.
- Test the complete playback path, including transitions between cartoons, sound levels, and the end of the playlist.
- Monitor stream health and check that the program is still reaching YouTube; do not assume a stream remains healthy just because the encoder was started.
- If you record locally, confirm that the recording is actually being written and that you have enough storage for the planned session.
- Keep a recovery plan for a dropped connection or stopped encoder, including access to the stream key and the steps needed to restart the feed.
Choose broadcast length with YouTube’s archive limit in mind
YouTube says streams shorter than 12 hours can be automatically archived, and warns that a stream exceeding 12 hours may not be captured at all. If a complete replay matters, plan broadcasts that end before 12 hours and retain a local recording backup. A YouTube archive is not a substitute for a backup you control.

Keep a local recording backup if you need a durable copy, and verify that it is intact and growing during the session. External storage such as an SSD is an optional practical way to add space; YouTube does not require a particular device or capacity.

Make the editorial contribution genuine rather than cosmetic. Explain why a group of films is being shown together, identify what is known about them, and distinguish documented facts from uncertainty. Keep the rights ledger even when the presentation is highly original: editorial work does not replace permission or public-domain verification.

Troubleshoot common launch and archive problems
- The channel cannot start a livestream: Check verification status and whether a live-streaming restriction has applied in the previous 90 days. Resolve eligibility before building a full schedule.
- Live Control Room has no preview: Confirm the encoder is running, the correct stream URL and key were entered, and the encoder is sending the intended feed. Keep the key private while checking it.
- The preview is unstable or the stream drops: Test the connection and encoder again, monitor stream health, and leave the recommended 20% upload-bandwidth headroom. Check the local recording as well as the YouTube feed.
- A replay is incomplete or missing: Check whether the broadcast exceeded 12 hours. YouTube warns that a stream over that duration may not be captured; use shorter sessions and a local backup if archive completeness matters.
- A public-domain label does not resolve a rights concern: Recheck the rights basis for the underlying work and separately review the soundtrack, scan, restoration, or recording in the specific copy. An online label is not documentation.
- The channel is not approved for monetization: Review the channel as a whole for reused material and make sure the original commentary, editing, educational context, or entertainment value is substantial and apparent. Copyright clearance and reused-content review are separate.
