You can spend less on groceries without narrowing meals to a few cheap foods: plan around what you already have, compare unit prices, choose fresh, frozen, or canned produce to suit each meal, and prevent food from going to waste. USDA guidance supports healthy eating at many cost levels; the best choices still depend on local prices, storage, time, and what your household will eat.
Start with a short inventory, then plan meals
Before making a shopping list, check the refrigerator, freezer, and pantry. Note what needs using soon, what staples are on hand, and what meals your household likes. A plan that uses those ingredients can help avoid buying duplicates and make it easier to use perishable foods before they spoil.

Sketch meals and snacks for the coming week around your schedule and likely leftovers. Keep some meals flexible: a grain bowl, soup, or pasta can use whichever vegetables or protein foods are practical and well-priced that week. Make a list organized by store section, then check local flyers or store offers for items already on the plan. Loyalty offers may help when they apply to foods you would buy anyway.
Compare the real cost, not just the package price
Use the shelf unit price—often shown per ounce, pound, or another standard measure—to compare similar products and package sizes. A larger container or lower sticker price is not automatically the better deal. Prices vary by store and location, so compare the options where you shop.

Consider how much of the package you will actually use. A bulk purchase only saves money if it can be stored safely and used before it spoils or loses quality. When comparing options, weigh:
- Unit price and usable quantity
- How long the food will keep and whether you have room to store it
- Preparation time and the needs of the meal
- Nutrition-label details such as sodium, added sugars, and sauces
- Whether people in your household will eat it
Choose fresh, frozen, and canned produce strategically
All three forms can help add fruits and vegetables to meals. Fresh produce can suit meals you expect to make soon; frozen and canned choices can keep longer and provide convenient options for later. Frozen vegetables without added sauces or butter are as good for you as fresh vegetables and may cost less, according to USDA guidance. That does not mean every packaged product is nutritionally identical to every fresh option, so check the label and choose based on the specific food and meal.

When available, look for canned fruit packed in water or 100% juice and vegetables labeled low-sodium or no-salt-added. For frozen vegetables, check for added sauces or butter. Compare the price, storage life, preparation effort, and household preference rather than assuming one form is always cheapest or best.

Dried or canned beans and whole grains can form practical bases for varied meals and store well. Pair them with vegetables and other foods from the main food groups rather than treating one inexpensive ingredient as a substitute for a balanced diet. For example, cooked grains and beans left from one meal can be combined with vegetables for another; the exact combination can change with what is available and appealing.

Buy larger quantities of staples only when you can store them safely and expect to use them. Dried beans are one shelf-stable option, but local grocery prices, package size, and the time you have for preparation all matter.
Make leftovers and perishables part of the plan
Plan to use the most perishable fresh foods first, and reserve longer-lasting frozen or shelf-stable ingredients for later meals. If you have usable extra food, freezing it may help avoid waste when appropriate for that item. Give leftovers a planned destination—such as adding cooked grains or beans to a later meal—rather than leaving them as an afterthought.

Use USDA food-plan figures as context, not a bill estimate
USDA publishes modeled food plans and updates their costs monthly for inflation. In its July 2026 table, the U.S. average Thrifty Food Plan cost for females aged 20–50 is listed as $58.60 per week and $253.90 per month. These figures describe a modeled market basket of foods and beverages for healthy meals and snacks prepared at home, not a promise of what any particular household will spend. Actual costs depend on household size, age and sex composition, dietary needs, local prices, and shopping choices; Alaska and Hawaii have regional adjustments.

USDA says the Thrifty Food Plan was last updated in 2021. The agency’s food-plans page says a 2021 law requires the next reevaluation no earlier than October 1, 2027, with future reevaluations held cost-neutral. That timing describes the policy for reevaluations; it is not a forecast of grocery prices. USDA’s broader point is: “As such, a healthy diet can be achieved at many cost levels, including on a limited budget.”
A repeatable shopping checklist
- Check the pantry, refrigerator, and freezer; mark ingredients that should be used soon.
- Plan meals and snacks around those foods, household preferences, time, and likely leftovers.
- Write a list by store section and check local offers for planned items.
- Compare unit prices and usable amounts for similar products.
- Choose a practical mix of fresh foods for near-term meals and frozen or shelf-stable options for later.
- Use perishable foods first and assign leftovers a place in another meal.
