A cloud region setting alone may not cover logs, backups, global services, processing, or support access.
Define what “within the region” means for your workload
Start with the requirement itself, not a provider’s region selector. The boundary might be one country or a named group of countries; the rule may apply to particular data classes, systems, or contractual commitments. Decide whether it governs only stored customer content or also processing, service metadata, logs, backups, telemetry, disaster recovery, and support operations.
Record these decisions in testable terms. For example: “Customer records and their backups must be stored and processed in the approved geography; support access requires authorization; diagnostic logs must remain in an approved location.” The actual criteria should come from the applicable law, contract, or internal policy—not from the word “sensitive” by itself.
Requirements vary by jurisdiction and classification. UK Government Digital Service guidance published on 5 February 2025 says that government data classified OFFICIAL, including SENSITIVE, can be stored and processed overseas when satisfactory legal, data-protection, and security practices are in place; it also says there is no universal UK physical-location requirement for that classification. That is UK public-sector guidance, not a general rule for other jurisdictions, classifications, or contracts.

Map every service and data flow
Build an inventory that follows data from collection through use, backup, restoration, and deletion. Include cloud infrastructure and SaaS, as well as identity, security, analytics, AI, integrations, and operational tooling. A selected region is only one part of this map: services can be regional, multi-region, or global, and global services may use regional deployments alongside global replication.
For each system, record:
- Data and purpose: what customer content, metadata, logs, or derived data it handles, and why.
- Location behavior: where data is stored and processed, whether the service replicates it, and which settings or terms control those locations.
- Connected flows: where data goes when sent to another service, exported, analyzed, or used by an application integration.
- Recovery and operations: backup and restore locations, support access paths, and where incident artifacts or diagnostic data are kept.
- Commitments and limits: the provider’s applicable location commitment, what it covers, and any exclusions or tenant, subscription, or service-availability conditions.
Check the documentation and terms for each service rather than inferring behavior from a product family or its default deployment. Provider guidance distinguishes regional from non-regional services; SaaS tenant geography, product terms, and service availability can also affect the location commitment. If a service does not make the required behavior clear, treat that as an unresolved design decision rather than assuming it meets the boundary.

Include copies, logs, and recovery paths
Primary storage is not the whole data path. A system can keep its main database in an approved geography while sending copies or operational data elsewhere. Trace these paths explicitly:
- Backups and replicas: check backup vault locations, geo-redundant replication, snapshots, and disaster-recovery targets. A recovery region is compatible with the requirement only if it falls within the approved boundary or has an explicitly approved exception.
- Logs and monitoring: locate workspaces, diagnostic exports, telemetry, alerts, and incident records. They can contain sensitive values even when they are not intended to be authoritative records.
- AI workloads: include model deployment type, inference processing, prompts and prompt history, vector stores, and retrieval or training data. Verify the locations of supporting storage and logging services as well as the model endpoint.
- Support and administration: distinguish where data is stored from where personnel may access it. Review the provider’s support approval mechanisms and operational access controls against the requirement.
- Restoration and deletion: confirm that restore workflows do not copy data to an unapproved location, and understand how long retained copies remain and how deletion is handled.
Microsoft’s sovereign-cloud implementation guidance recommends using regional or DataZone deployments where geography-bound processing is required, pinning supporting stores and logs to approved regions, and keeping data-flow and configuration evidence. Those recommendations still require service-by-service verification for the workload in question.

Enforce approved placement—and check existing resources
Use centralized organization policies, approved-region allowlists, deployment guardrails, and infrastructure as code wherever the relevant services support them. Define permitted locations once and apply them consistently to the teams and environments that create resources. Review what each control actually governs: a location policy may not cover every service, data type, or operation.
- Choose approved locations: document allowed countries or cloud geographies and the services that may use them.
- Apply preventive controls: configure organization-level policies and deployment templates to deny or flag unapproved placements where supported.
- Inspect existing resources: inventory current deployments and compare their locations and replication settings with the requirement. Do not assume a newly configured policy moves or constrains resources created earlier.
- Review replication separately: set backup, failover, and cross-region replication targets deliberately. A multi-region design can be valid if every location remains within the approved boundary.
- Test the controls: attempt a prohibited deployment in a controlled setting and verify it is denied or surfaced for review. Test backup, restore, and monitoring paths as well.
For example, Google’s Backup and DR location constraint is checked when new resources are created and does not retroactively affect existing vaults. That limitation illustrates why policy configuration must be paired with an inventory and remediation of pre-existing resources.

Use encryption and access safeguards for the risks they address
Encrypt data in transit and at rest, restrict access through tightly scoped identity and permissions, and consider customer-managed keys where they fit the workload. These measures can reduce who can read or use data; they do not by themselves establish where it was stored, processed, replicated, or accessed.
For data that must be protected while in use, assess confidential computing where the service and approved geography support it. For especially sensitive workloads, external or split-key arrangements may be worth evaluating, but account for recovery, availability, and operational dependencies. Availability can change: Microsoft’s referenced guidance describes external key management as preview, so confirm its current status before relying on it.

Balance the boundary with resilience and service needs
Restricting deployment choices can affect service availability, latency, cost, and recovery options. Compare realistic designs against the full requirement rather than assuming either that single-region deployment is always sufficient or that multi-region replication always violates residency.

| Operational access | How support access is approved, which personnel controls apply, and whether key custody is relevant to the threat model. |
| Service fit | Availability in approved locations, latency for users and systems, and the cost and operational impact of restricted choices. |
| Assurance | Whether settings, provider commitments, policy results, and exceptions can be evidenced and reviewed. |
AWS guidance discusses multi-region designs in which both primary and recovery regions remain within an approved jurisdiction. That can support resilience without crossing the boundary, where suitable regions and services are available. UK government multi-region guidance also notes potential resilience, capacity, innovation, or cost benefits from overseas regions; that is a dated policy statement, not a rule for every organization.
Keep evidence and monitor for drift
Residency is an ongoing configuration and governance concern, not a one-time region selection. Retain the requirement interpretation, data classification, service inventory, data-flow diagram, location and replication settings, relevant service commitments, policy results, backup and restore locations, access records, and approved exceptions.
Schedule periodic reviews and monitor configuration changes that could alter placement or replication. Recheck service terms and location behavior when products, tenant arrangements, or deployments change. Make the evidence useful to both operators and auditors: it should show what the boundary is, how controls enforce it, and how you know the controls still work.
