How to Keep Remote Work Secure and Meet Your Compliance Obligations

Remote-work compliance depends on your organization’s actual obligations and system scope. Learn how to secure access, devices, networks, staff, and vendor connections—and keep evidence that controls operate.

Handle remote-work security compliance as a risk-based control program, not a universal checklist. First establish which laws, standards, contracts, and internal rules apply; then secure the people, devices, connections, and information in scope, and keep evidence that the controls operate. NIST’s telework guidance is a useful security reference, but it is not a legal certification or a substitute for determining your organization’s obligations.

Why does remote work change the security picture?

Remote work moves access beyond environments the organization directly manages. Employees, contractors, vendors, their devices, and the networks they use may connect from homes or other locations with different physical safeguards and less organizational oversight. NIST SP 800-46 Rev. 2 identifies concerns including weak physical security, unsecured networks, infected devices, and exposing internal resources to external hosts.

The practical challenge is not simply that staff are off-site. It is that the organization must make its security requirements work across a broader range of devices, locations, connections, and users—and be able to show that they do.

Which rules and systems are actually in scope?

Start with an inventory rather than assuming that one standard or checklist covers every remote worker. Record what information remote users can reach, which systems hold or process it, who has access, and the locations and connection methods involved. Include employees, contractors, vendors, and service providers where relevant.

Map that inventory to the organization’s applicable laws, sector requirements, security standards, customer contracts, and internal policies. Applicability depends on factors such as operating jurisdiction, data type, industry, contractual commitments, and system scope. NIST’s telework guidance can help identify control considerations; it does not determine which legal or contractual rules apply to a particular organization.

NIST SP 800-46 Rev. 2 was published in 2016. Use it as a reference, and verify current requirements and editions before relying on it for a specific compliance decision.

How should the organization set remote-work rules?

Write policies and agreements in terms that staff and supervisors can follow. Spell out who may work remotely, which information and services may be accessed, what devices and connections are permitted, how devices must be maintained, and what users must do to protect information and report problems.

CISA’s 2024 federal mobile workplace guide recommends written agreements, alternate-worksite checklists, and supervisor enforcement. Those practices can help an organization make expectations explicit; they do not, by themselves, establish compliance with every applicable rule.

Policies need an owner and a practical enforcement path. Specify who approves remote access, who checks device or training requirements, who reviews exceptions, and who can suspend access when requirements are not met. Give supervisors a clear way to address noncompliance rather than relying on policy text alone.

How do you control remote access and identity?

Document approved access paths and authorize remote access according to business need. Use identity and authentication controls, protect connections, monitor use appropriately, and limit each user’s access to the systems and information needed for their role. NIST’s mapped telework controls include access control, identification and authentication, communications protection, and risk assessment. FTC guidance likewise advises setting access ground rules, communicating them, checking compliance, and limiting access according to business need.

A VPN can protect a connection, but it does not by itself establish compliance or make every reachable internal resource appropriate for every user. Compare remote-access designs by how they authenticate users, how they are configured, what systems they expose, how use can be monitored, and whether access can be limited to the work required. Choose controls that fit the organization’s systems and documented risks rather than treating one technology as a complete solution.

How should you handle company devices and BYOD?

Decide which organization-issued, managed, contractor, vendor, and personally owned devices may connect, and define minimum requirements before granting access. Depending on the information and systems involved, those requirements may address configuration, software updates, encryption, endpoint protection, and reporting a lost or compromised device. Establish a way to check that devices meet the requirements; an agreement alone may not demonstrate that they do.

NIST cautions that requirements in agreements generally cannot be automatically enforced on devices outside organizational control. A compromised third-party-controlled device may therefore reach sensitive resources if access is not appropriately limited. FTC small-business guidance recommends keeping software current and encrypting mobile devices that store sensitive information.

Consideration Organization-managed device Personally owned device (BYOD)
Enforcement and visibility The organization can set and check its required configuration through its management process. Agreements can state requirements, but NIST notes that they generally cannot automatically enforce them; the organization needs a practical way to check compliance.
Privacy Separate organizational ownership can make work requirements easier to define. Work controls must account for the fact that the device is also personal. Explain what the organization checks and what users are expected to protect.
Operational cost The organization takes on the work of issuing and maintaining devices. The organization may avoid issuing every device, but still needs rules and a means to assess access conditions.
Appropriate access Set access according to the device’s verified condition and the user’s business need. Consider restricting sensitive systems or information when the device’s security cannot be verified to the required level.

What should workers do at home or on other networks?

Give workers plain-language instructions for securing Wi-Fi, maintaining routers, protecting devices from casual access, and handling paper records. FTC small-business guidance recommends changing default router credentials, using WPA2 or WPA3, and limiting devices on the primary business network. Explain the risks of public networks and what approved connection method to use when working away from home.

Ask workers to lock unattended workstations and keep sensitive conversations and screens from being visible or audible to others. Set expectations for storing, transporting, and disposing of paper records. CISA recommends alternate-worksite checklists that can make these physical and environmental expectations easier to communicate. A privacy screen filter may help in shared spaces, but it is an optional accessory, not a substitute for access controls or a general compliance requirement established by the cited guidance.

How should training and incident reporting work?

Train workers when they join and periodically afterward on the threats and procedures relevant to remote work. CISA’s telework training topics include phishing and social engineering. FTC small-business guidance also recommends regular security training and incident-response planning.

Make reporting simple and specific. Tell workers whom to contact and what to do if a device is lost, an access attempt looks suspicious, or information may have been disclosed. Explain how to report promptly without asking staff to investigate an incident themselves. Keep records of training completion and maintain incident-response materials that fit the organization’s obligations and operations.

How should vendors and service providers be included?

Apply access boundaries to third parties as well as employees. Before granting remote access, define what work the provider will perform, which systems and information it needs, and how access will be approved, monitored, and revoked. FTC guidance recommends tailoring vendor access to the work’s scope and including security requirements in vendor contracts, especially when a provider connects remotely.

Keep relevant approvals and review evidence for those arrangements. Ensure the organization knows who can disable access when the work ends or circumstances change, and include third-party access in the same scope and risk review as other remote connections.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What evidence should you retain?

Keep evidence that connects the written requirements to controls in operation. The specific records depend on the organization’s obligations, but a useful evidence set may include:

  • Current remote-work, access, device, and incident-response policies, with approval and review history.
  • Access approvals, role assignments, and records of access changes or revocations.
  • Device inventories and records of configuration checks, patching, encryption, or endpoint protection where applicable.
  • Training materials and completion records.
  • Incident reports, response actions, and follow-up reviews.
  • Control-review results and relevant vendor security terms or access reviews.

For payment-card environments, distinguish a private home from a formally controlled facility. In its May 2021 FAQ about PCI DSS Requirement 9, PCI SSC says an employee’s private work-from-home environment is not a sensitive area. The employee still follows company controls, including rules for authorized devices and access to cardholder data. PCI SSC also says assessors are not required to visit employees’ private homes, but an entity should be able to explain how applicable controls function for work-from-home processes. This FAQ is specific to the cited Requirement 9 question; it should not be generalized to other PCI DSS requirements or other standards.

How can you put the program into operation?

  1. Map scope: List remote users, third parties, accessible systems and data, devices, locations, and connection paths.
  2. Identify obligations: Map the inventory to applicable legal, regulatory, contractual, and internal requirements; confirm the relevant editions and scope with the appropriate compliance or legal owner.
  3. Set policy and ownership: Document permitted work, access, device, network, training, and reporting requirements. Assign people to approve access, check controls, review exceptions, and respond to incidents.
  4. Implement layered controls: Secure identities, endpoints, remote-access services, and internal resources. Limit access to business need and establish a method for checking whether access conditions are met.
  5. Prepare workers and vendors: Provide usable instructions, training, reporting routes, written agreements where appropriate, and scoped third-party access.
  6. Retain evidence and review: Keep records showing approvals, control checks, training, incidents, and reviews. Revisit scope and controls when systems, data, workers, vendors, or applicable requirements change.
