How to Keep Payment Retry Logic Within Card-Network Controls

Payment retries are not harmless repetition. Build retry logic around network response categories and advice codes, enforce timing and attempt limits, and verify current rules with your processor.

Payment retries should be driven by the response to each authorization, not by a blanket schedule. Repeating attempts after a decline can create avoidable authorizations, fees, and compliance attention; network and processor guidance distinguishes responses that may be retried from those that should stop. The available documentation supports specific retry limits and excessive-retry controls, but not a single universal decline-rate monitor used by every card network.

Why repeated authorization attempts can create problems

A retry is another authorization attempt, not a harmless replay. J.P. Morgan Payments advises merchants to “Minimize unnecessary re-authorization attempts to avoid additional payment brand transaction fees” in its Authorization retry logic documentation. Attempts that ignore response-specific instructions can also run counter to network or processor controls on excessive retries.

That is different from saying every card network applies one universal decline-rate threshold. The guidance available here describes network-specific retry rules and monitoring programs, not a single shared metric. PayPal discusses network efforts to curb excessive retries, including Mastercard’s approach, but precise current limits and fees should be confirmed in the applicable network and processor documentation: PayPal’s overview of excessive retries.

Classify the response before deciding to retry

Retry logic should use the authorization response category or advice code returned for the transaction. J.P. Morgan Payments’ documentation provides an implementation example; its details are processor guidance and should not be assumed to apply identically through every processor or in every region.

Visa and ChaseNet response categories

In the J.P. Morgan Payments documentation, Visa authorization response category 1 means the issuer will never approve, so another attempt should not be made. Categories 2–4 permit retries, subject to a maximum of 15 reattempts over 30 days in that documentation. This is a stated limit in that processor’s guidance, not a universal rule for all processors, transaction contexts, or regions.

Mastercard Merchant Advice Codes

For Mastercard, the documentation identifies the merchantAdviceCode field as the signal to inspect. The actions shown for key codes differ:

  • MAC 01: Updated account information is available.
  • MAC 02: Retry after 72 hours.
  • MAC 03: Do not retry; obtain another payment method.
  • MAC 04: Resubmit with proper cryptography.

The documentation also lists additional timed retry codes. Implementations should use the current code definitions and processor response mapping rather than treating every decline as equivalent.

How to design safer retry logic

  1. Capture the response fields. Store the response category, advice code, processor response, attempt count, and timestamps needed to make and audit the retry decision.
  2. Separate stop conditions from retryable declines. Halt retries for responses that say the issuer will never approve or explicitly advise against another attempt. Do not let a generic retry job override those instructions.
  3. Apply the timing and ceiling attached to the response. For example, J.P. Morgan Payments’ Mastercard guidance says MAC 02 calls for a 72-hour wait; its Visa guidance limits categories 2–4 to 15 reattempts over 30 days.
  4. Keep retry state across systems. A payment orchestrator, subscription scheduler, and manual retry tool should share attempt history so moving a transaction between systems does not reset its count.
  5. Review outcomes and notices. Track authorization attempts by response category and advice code, and make fees, processor notices, and monitoring changes visible to the people who own payment operations.
  6. Validate rules for the actual setup. Confirm applicable guidance for the network, processor, region, transaction type, and current processing arrangement before encoding production limits.

Do not confuse retry controls with Visa VAMP

Visa describes its Acquirer Monitoring Program (VAMP) as consolidating five existing fraud and dispute programs, streamlining remediation, and adding enumeration criteria based on transaction counts and enumeration rate. Visa says VAMP became effective April 1, 2025. Its announcement concerns fraud, disputes, and enumeration; it does not describe VAMP as a universal decline-rate retry monitor. See Visa’s VAMP announcement.

What to verify with a processor

Before deploying retry rules, ask the processor how its integration exposes network responses and how the processor expects merchants to act on them. Confirm:

  • Whether Visa response categories and Mastercard Merchant Advice Codes are passed through directly or mapped to processor-specific values.
  • Which responses require an immediate stop, a delayed retry, an account update, or a different payment method.
  • What attempt ceilings and time windows apply, and whether attempts made through other systems count toward them.
  • How retry-related fees, monitoring notices, or remediation requests are communicated.
  • Which regional or country-specific rules and transaction-context exceptions apply.

Visa’s rules and policies page states that the Visa Core Rules and Visa Product and Service Rules govern participation, with regional or country-specific rules applying where relevant. Use the applicable current rulebook alongside processor documentation; a processor example is not a substitute for rules governing a merchant’s specific transaction.
