A click-through sign-off is not meaningful oversight. The legal framing below compares the United Kingdom and European Union; it does not determine the rules for every market, firm, or finance activity.
What makes an AI approval control meaningful?
A human approval step works only if the person can make a real decision. They need to understand the task and the AI’s role, see enough relevant context to assess its recommendation, and have authority to reject or change the proposed action. A screen that presents only a score and a default “accept” button can turn approval into a formality.

Separate the AI’s permitted actions from the human decision points. For example, a workflow might let a system assemble a payment proposal but require a person to authorize release. Whether that boundary is legally required depends on the system, its use, and the jurisdiction; for certain EU high-risk systems, the AI Act specifically contemplates operational constraints that the system cannot override where appropriate.
How do UK and EU expectations differ?
| Jurisdiction | What the cited material says | What it means for workflow design |
|---|---|---|
| United Kingdom | The FCA’s approach page, last updated 13 February 2026, says it does not plan extra AI-specific regulation and considers existing frameworks relevant. It points to frameworks including Consumer Duty and senior-manager accountability. A 2023 FCA AI Update discusses governance, accountability through the AI lifecycle, risk monitoring, internal controls, and information-processing safeguards. | Do not interpret the absence of a planned AI-specific rulebook as an absence of obligations. Map the workflow to existing duties that apply to the firm and activity. Treat the 2023 AI Update as older guidance and check current rules and sourcebook language before relying on it as a present-day legal interpretation. |
| European Union | For high-risk AI systems, Regulation (EU) 2024/1689, recital 73, describes human oversight measures identified before placing a system on the market or putting it into service. It refers to competent, trained, and authorized oversight personnel and, where appropriate, system constraints the AI cannot override. The Commission’s deployer FAQ also says deployers must use such systems according to instructions, monitor operation, act on risks and serious incidents, and assign oversight to a person sufficiently equipped and enabled to perform it. | First determine whether the particular system and use fall within the high-risk rules. If they do, design oversight around the applicable Act requirements and the firm’s role; a generic sign-off gate is not a substitute for them. |
The EU high-risk category is not a synonym for all finance automation. The European Commission identifies AI used to evaluate an individual’s creditworthiness and AI used for risk assessment and pricing for an individual’s life or health insurance as financial examples. Do not extend those examples to every payment, bookkeeping, investment-operations, or other finance workflow without a use-specific legal analysis.

How to design the control from decision boundary to escalation
The following is a practical control-design pattern, not a universal regulatory checklist. It combines oversight principles in the EU materials with governance and accountability themes in FCA material.
- Define the action boundary. List what the AI may prepare, recommend, or execute, and identify which actions require a human decision. Specify limits that the system cannot bypass where applicable, including any required stop or intervention route.
- Name the accountable reviewer. Assign approval to a role whose competence and training match the decision. Confirm that the reviewer has authority to reject, amend, escalate, or stop the workflow—not merely responsibility to click approve.
- Give the reviewer decision-useful context. Show the recommendation alongside the relevant inputs, reasons, exceptions, and uncertainty needed to assess it. This is a design implication of informed oversight, not a prescribed display format in the cited extracts.
- Make exceptions actionable. Define which events count as a risk, failure, or serious incident; who receives an escalation; and what they can do next. For EU high-risk systems, the Commission says deployers must monitor operation and act on identified risks and serious incidents.
- Preserve evidence of accountability. Record who owned the decision and what approval or intervention occurred. A firm may also find it useful to capture the recommendation presented, relevant context, and rationale, but the cited extracts do not prescribe particular logging fields or retention periods.
- Review the control throughout the lifecycle. Reassess the boundary, reviewer arrangements, monitoring, and escalation when the system or its use changes. Include third-party AI supply and use in governance rather than treating oversight as a launch-only task.
- Include resilience and ICT risk. Consider cybersecurity, dependencies, and what happens if a model or connected service becomes unavailable or behaves unexpectedly. On 31 July 2026, the European Supervisory Authorities called for cross-sector, risk-based, consistent supervision of ICT risks from frontier AI and emphasized robust governance and risk management. ECB Banking Supervision’s 2026–28 priorities likewise expect banks using AI to reflect its opportunities and risks in strategy and establish robust governance and risk controls. These are supervisory signals, not universal transaction-approval thresholds.
How much human approval does a workflow need?
There is no single approval threshold established by the cited material for every finance task. Set the control according to the applicable legal classification and the actual workflow. Useful design axes include whether the action affects a person’s access to or price of a financial service, how much discretion the AI has, the consequence and reversibility of an error, and whether the reviewer can understand and change the outcome. Consequence and reversibility are practical comparison axes, not legal categories stated in the cited sources.

For an EU use involving personal creditworthiness or personal life or health insurance risk assessment and pricing, establish whether the high-risk rules apply before deciding what oversight is required. For a UK firm, map the workflow to existing accountability, consumer-protection, and systems-and-controls obligations rather than assuming a new AI-specific FCA approval rule. In either jurisdiction, confirm the outcome for the specific firm and use with appropriate legal and compliance expertise.

What should a firm avoid assuming?
- “A human clicked approve, so oversight is covered.” A nominal reviewer without adequate competence, information, or authority may not provide effective oversight.
- “All finance AI is high-risk under the EU AI Act.” The cited Commission examples are specific; classification depends on the particular system and intended use.
- “The FCA plans no extra AI regulation, so existing rules do not apply.” The FCA’s stated approach relies on existing frameworks; it is not a blanket exemption from applicable requirements.
- “One sign-off makes the system compliant.” Oversight also concerns system boundaries, monitoring, action on risks, governance, and accountability, with exact duties varying by role and use.
- “The cited sources settle every recordkeeping detail.” They do not establish a universal retention period, exact approval seniority, or transaction threshold for a particular workflow.
