Keep an AI-generated video unpublished until its automated checks finish and any required person approves it. Build that gate as an explicit workflow: inspect video frames and audio using suitable moderation methods, map results to your own policy, route uncertain cases to reviewers, and release only after an auditable approval.
What a video review gate needs to do
A moderation call is not, by itself, a release decision. The gate should hold the video in a pending state while analysis runs, then make the outcome explicit: approve, reject, or request human review. A provider error must not turn into approval.

Use a state machine such as submitted → processing → needs_review | rejected | approved → released. Persist each transition with the video identifier, provider task ID where applicable, event time, policy version, and reviewer decision or note. Keep media storage, credentials, queueing, and access controls separate from the policy logic so reviewers can inspect evidence without gaining access to secrets.
Choose how to analyze the video
There are two practical patterns: compose video moderation from frame and transcript checks, or use a service that accepts video directly. Neither removes the need for application policy and release controls.

Build a frame-and-transcript pipeline
Microsoft’s Azure AI Content Safety migration guide says, “Content Safety doesn’t provide a direct video moderation API.” Its suggested composition is to sample frames, analyze them with the image API, and analyze audio transcription through the text API. The guide gives sampling every 1–2 seconds as an example, not a guarantee that all short-lived content will be captured. See Microsoft’s migration guide.
- Inspect the input. Use
ffprobeto inspect the file’s streams and metadata before processing, and reject or quarantine unsupported or malformed inputs according to your policy. - Extract representative frames. Use
ffmpegto create frame images at a documented interval. Store each frame’s timestamp alongside its moderation result so a reviewer can locate the relevant moment. - Transcribe relevant audio. Select a speech-to-text system suited to your language, privacy, and deployment requirements. The cited sources do not prescribe a transcription provider.
- Moderate frames and transcript separately. Send images to an image moderation endpoint and transcript text to text moderation. Preserve the responses and associate them with timestamps or transcript segments where possible.
- Apply your policy. Convert the combined signals into approve, reject, or needs-review outcomes. Do not treat a single score or a missing result as approval.

Use OpenAI moderation for text and images, not as a video classifier
OpenAI’s moderation guide describes text and image inputs and says omni-moderation-latest does not classify audio. A video therefore needs preprocessing: analyze sampled images and, if needed, a transcript through the relevant input paths. The Python API exposes client.moderations.create for strings, sequences of strings, and multimodal text/image inputs. See the Moderation guide and Python moderation API reference.

Important safety boundary: OpenAI says not to send known or suspected CSAM to its Moderation API. It is not designed for CSAM detection or handling and is not a substitute for dedicated child-safety safeguards. Build appropriate safeguards and escalation paths for that material rather than relying on this endpoint.
Use an asynchronous hosted video moderation task
Alibaba Cloud’s Python SDK guide, last updated August 25, 2026, recommends asynchronous moderation for original videos or frame sequences. Inputs can be a URL, local file, binary video, or live-stream URL; audio can be moderated alongside video frames. Submission returns a task ID, and results are retrieved in a separate query. Its documented asynchronous regions are cn-shanghai, cn-beijing, cn-shenzhen, and ap-southeast-1. The guide states: “(Recommended) Asynchronous detection supports original videos or frame image sequences.” See Alibaba Cloud’s Python video moderation guide.
- Create a moderation job for the video input using the SDK and deployment region appropriate to your account.
- Persist the returned task ID against your internal video record before acknowledging submission.
- Poll or otherwise query for the task result using the documented SDK operation; keep the video pending while the task is incomplete.
- Store the returned findings and feed them to your policy function. Route ambiguous cases to a human queue.
- After review, record the reviewer’s decision. Alibaba documents a feedback operation for recording the expected outcome after human review, which can inform later handling of similar content.
Alibaba’s guide says video billing is based on total frames multiplied by selected scene prices, while audio is billed separately by duration. It does not establish enough unit-price information here to estimate total cost or compare vendors; calculate against current pricing and your expected volume before deployment.

- Internal video ID, storage reference, and submission time.
- Provider, model or service configuration, region, and task ID.
- Frame timestamps or transcript segments associated with findings.
- Raw moderation response or a durable reference to it, plus the policy version used to interpret it.
- State transitions, retry or error events, reviewer identity, review time, decision, and note.
- Final release status and time, with the identity or system responsible for release.
Make failures explicit. A timeout, unavailable provider, malformed response, or exhausted retry should enter an error or retry state and keep the asset from release. Define who can resolve that state and whether a reviewer can approve despite missing checks; if so, record the exception and rationale.
Set sampling, thresholds, and review rules deliberately
Frame interval and score interpretation are policy choices, not guarantees supplied by a moderation API. Sampling every 1–2 seconds is Microsoft’s example workflow, but a fast scene or brief prohibited image may fall between samples. For higher-risk uses, consider denser or adaptive sampling and a human review path; document the residual risk and the reason for the chosen interval.
Azure’s migration guide uses a four-level severity scale of 0 (Safe), 2 (Low), 4 (Medium), and 6 (High), with example decision logic. Those labels and values are Azure-specific guidance, not a universal scale. Keep provider-specific results distinct, then map them through a versioned application policy that determines which cases are auto-approved, rejected, or reviewed.
