How to Inventory Cryptographic Algorithms and Dependencies Across Your Systems

Build a defensible cryptographic inventory by mapping systems to components, libraries, protocols, keys, certificates, and protected data—then validate and prioritize it.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A useful cryptographic inventory is a map of where and how cryptography is used—not a list of algorithm names. Build it by connecting systems and services to software components, libraries, protocols, keys, certificates, protected data, and dependency paths; validate automated findings with configuration and owner evidence; then use the result to prioritize risk reduction, post-quantum migration, and crypto-agility work.

The workflow below covers on-premises and cloud estates, endpoints, application services, network infrastructure, and relevant third-party software. It follows the discovery scope described by the National Institute of Standards and Technology (NIST), while treating its December 2023 SP 1800-38B material as a preliminary demonstration rather than a universal compliance checklist.

What a cryptographic inventory must answer

For every meaningful use of cryptography, your team should be able to answer five questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Where is it? Identify the system, service, device, environment, and deployment location.
  • What provides it? Record the application, operating-system facility, hardware module, cryptographic library, provider, package, or external service.
  • What does it do? Capture the algorithm or primitive, mode, key size or curve where observable, and purpose such as encryption, signing, authentication, key exchange, hashing, or integrity protection.
  • What depends on it? Preserve the path from business service to component, library, protocol, certificate, key reference, and upstream or downstream dependency.
  • What decision does it affect? Link the use to the data or process protected, system criticality, owner, exposure, lifecycle, and migration priority.

NIST’s cryptographic-discovery work describes this as learning where and how cryptography protects important data and digital systems so an organization can make risk and migration decisions. A finding without ownership, purpose, and dependency context is rarely actionable.

Set scope before scanning

Start with an authoritative system register

Export the current service or configuration-management register and establish a unique identifier for each system. Include production, development, test, disaster-recovery, and retired-but-still-connected environments when they can hold keys, terminate protocols, or process protected data. Reconcile duplicate names and record cloud account, subscription, region, cluster, host, and owner fields as applicable.

Include more than servers. NIST’s example scope spans hardware, software, and services and is explicitly non-exhaustive. Your initial population should normally cover:

  • Employee and operational endpoints, mobile devices, appliances, and embedded systems.
  • Web applications, APIs, databases, message brokers, identity platforms, and batch jobs.
  • Virtual machines, containers, images, orchestration platforms, serverless functions, and managed cloud services.
  • Firewalls, load balancers, VPN gateways, routers, storage systems, and other network-facing infrastructure.
  • Build systems, package registries, source repositories, CI/CD runners, and signing infrastructure.
  • Externally supplied applications, hosted services, libraries, firmware, and other dependencies that process your data or connect to your networks.

Define exposure and business boundaries

Tag each in-scope asset by internet exposure, network zone, data classification, regulatory impact, availability requirement, and business criticality. A low-risk internal development host and an internet-facing identity service may use the same library but require very different response times. Keep the boundary explicit: an inventory can begin with one business unit or cloud estate, but the record should state what is not covered.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Collect evidence from the software supply chain

Gather source and build records

Collect source repositories, lockfiles, package manifests, build recipes, compiler or runtime versions, container manifests, deployment descriptors, and release artifacts. Retain commit, build, image, or package identifiers so a finding can be tied to a reproducible version. Search source and configuration for direct cryptographic API calls, provider selections, algorithm names, protocol settings, certificate references, and feature flags, but do not treat text matches as proof of runtime use.

Use SBOMs as a foundation, not a complete answer

Request software bills of materials (SBOMs) from internal build pipelines and vendors. NIST supply-chain guidance recommends combining SBOMs with tailored vendor-risk, open-source-control, and vulnerability-management practices. The National Security Agency’s July 29, 2026 announcement about its minimum-elements update describes dependency relationships and component hashes among the SBOM fields.

An SBOM improves visibility into components and their relationships; it does not prove that every cryptographic function has been found. A component can invoke a platform cryptographic provider, load a plugin at runtime, contain an embedded library, or expose a protocol setting that is absent from the SBOM. Store the SBOM’s format, producer, generation time, and hash alongside your inventory so later scans can be compared.

Record third-party disclosures and exceptions

For vendor software, request supported versions, cryptographic-module information, protocol and certificate documentation, default configurations, and a component SBOM. Mark statements as vendor-declared until independently validated. If a supplier cannot provide evidence, record the gap and its compensating controls rather than silently treating the dependency as clean.

Scan executable and non-executable artifacts

Binary and package inspection

Inspect application binaries, shared libraries, firmware, container layers, Java archives, package caches, and deployment bundles. Look for linked or bundled cryptographic libraries, provider modules, algorithm implementations, certificate stores, protocol handlers, and configuration files. Capture file hashes, package coordinates, architecture, build provenance, and the scanner version. A match should identify the exact artifact and location, not only a product name.

Key stores and certificate material

NIST SP 1800-38B’s preliminary demonstration includes keystores such as PKCS#12 and Java KeyStores and key or certificate formats including OpenPGP, X.509, OpenSSH, PKCS#1, and PKCS#8. Treat these as examples of useful coverage rather than a universal checklist. Add formats used by your operating systems, hardware security modules, cloud key services, databases, and applications.

Inventory metadata and references—not secret key material in a general-purpose database. Record the owning system, alias or certificate identifier, issuing authority, subject or service name, algorithm and size when observable, validity dates, storage location, access policy, rotation owner, and dependency. Keep private keys in their approved vault or module; store only a reference, classification, and evidence pointer in the cryptographic inventory.

Account for inaccessible artifacts

Mark encrypted, password-protected, permission-denied, proprietary, or offline artifacts as not assessed rather than no cryptography found. Record why the scanner could not inspect them, who can provide access, and the next validation action. NIST specifically notes that password-based encryption of private-key files can reduce discovery fidelity, so a clean automated result is not proof of absence.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Inspect network protocols and services

TLS and applications built on it

Enumerate every listener and outbound client that negotiates TLS, then tie it to the owning service and configuration source. Include direct TLS endpoints and protocols that commonly use TLS, such as HTTPS, SMTP with STARTTLS, IMAPS, POP3S, and RDP. Capture protocol versions, enabled cipher suites, certificate chain, signature algorithm, key-exchange method, trust-store reference, termination point, and whether traffic is re-encrypted between tiers.

SSH, IPsec, and VPN services

For SSH, record host-key algorithms, user-authentication methods, key locations, certificate authorities, and configured key-exchange algorithms. For IPsec and VPN services, capture tunnel endpoints, authentication and key-exchange settings, encryption and integrity transforms, certificate or pre-shared-key references, and the device or managed service that applies them. Note where a central gateway terminates a protocol on behalf of many applications; otherwise the same dependency can be counted repeatedly without showing its actual control point.

Cloud and service-mesh paths

Include managed certificate services, API gateways, ingress controllers, service meshes, database proxies, and workload-identity systems. Record which layer owns negotiation and where policy is defined. A service may inherit a platform default rather than carry an explicit algorithm setting, so preserve the platform version and policy source as evidence.

Use a relationship-centered data model

Store each cryptographic use as a relationship rather than as an isolated detection. A practical record contains the following fields:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Field group What to capture Why it matters
System and service Unique asset ID, owner, environment, business purpose, criticality, exposure, and protected data Determines impact and accountability
Software component Name, version, package coordinate, file or image hash, build provenance, and deployment location Connects a finding to a changeable artifact
Dependency path Direct or transitive dependency, parent component, provider, module, and SBOM relationship Shows which upgrade or supplier controls can remove the use
Cryptographic function Algorithm or primitive, mode, key size or curve, purpose, implementation, and provider Distinguishes encryption, signing, authentication, exchange, and integrity uses
Protocol and configuration Protocol, endpoint, negotiated or allowed settings, policy file, and termination point Separates deployed behavior from library capability
Key and certificate reference Alias or identifier, format, issuer, validity, storage reference, and owner; never general-database secret material Supports rotation, expiry, and dependency analysis
Evidence and provenance Scanner or reviewer, timestamp, command or method, artifact hash, source location, and confidence Makes results reproducible and auditable
Validation and lifecycle Owner confirmation, status, exception, remediation, next review date, and change ticket Prevents stale findings from driving decisions

A cryptographic bill of materials (CBOM) is a developing way to represent cryptographic assets and dependencies on top of an SBOM. NIST cautioned in its preliminary material that a proposed model might not cover every organization’s use case. Use the concept to improve relationships and interoperability, but adapt the schema to your environment and preserve raw evidence.

Step-by-step inventory workflow

  1. Define the boundary. List systems, accounts, environments, suppliers, protocols, and artifact types in scope. Assign an owner for each population and document exclusions.
  2. Baseline the estate. Import the system register, deployment inventory, cloud resources, repositories, images, certificates, and known network services. Deduplicate assets before adding findings.
  3. Collect machine-readable evidence. Ingest SBOMs, dependency manifests, lockfiles, package metadata, build attestations, vendor disclosures, and configuration exports. Preserve producer and generation timestamps.
  4. Inspect artifacts. Scan binaries, libraries, archives, images, keystores, certificates, firmware, and configuration files. Record exact paths, hashes, scanner versions, permissions, and inaccessible items.
  5. Discover live behavior. Enumerate TLS, SSH, IPsec, VPN, and related service endpoints. Capture negotiated behavior where authorized and compare it with configured policy.
  6. Normalize identities. Map package aliases, renamed libraries, duplicated files, vendor bundles, and platform providers to canonical components. Keep original names for traceability.
  7. Build dependency relationships. Link system → service → component → library/provider → algorithm or protocol → key/certificate reference → protected data or process. Distinguish direct, transitive, inherited, and vendor-declared relationships.
  8. Validate high-impact findings. Ask the system owner to confirm purpose and runtime use; compare source, configuration, artifact, and network evidence. Resolve conflicts or mark the finding uncertain with a reason.
  9. Classify and prioritize. Score exposure, data or process importance, algorithm and protocol concern, exploitability, replacement complexity, dependency reach, and time to change. Create an owner and due date for every action.
  10. Publish and repeat. Export an auditable inventory, exceptions, unresolved gaps, and migration candidates. Trigger rescans from releases, dependency updates, certificate rotation, infrastructure changes, and scheduled review intervals.

Validate findings and represent uncertainty

Use multiple evidence paths

Confidence is strongest when independent evidence agrees. For example, a source call to a particular provider, a matching library in the deployed image, and a live TLS handshake form a stronger case than any one signal. A package that contains an algorithm but never loads it should be recorded as capability or potential use, not confirmed runtime use.

Use explicit statuses such as confirmed, probable, capability only, not assessed, owner disputed, and retired pending verification. Attach the reason, evidence date, and next test. Preserve historical records so a later configuration change does not erase what was deployed during an incident or audit period.

Understand coverage limits

  • Scanner coverage depends on supported platforms, file formats, permissions, language runtimes, and provider visibility. NIST’s demonstration scope is not a guarantee of complete discovery.
  • Password-protected private-key files and other encrypted artifacts can hide details. Treat inaccessible content as an explicit gap.
  • SBOMs describe software components and relationships, while cryptographic assets, settings, keys, and runtime behavior require additional collection.
  • Dynamic loading, generated code, hardware accelerators, managed services, and inherited platform defaults can evade source-only or binary-only scans.
  • NIST SP 1800-38B is a preliminary draft from December 2023. Check later NIST publications before presenting its implementation details as final requirements.

Prioritize the inventory for risk and migration

Do not rank findings solely by algorithm name. A legacy algorithm in an isolated test fixture may be less urgent than a modern algorithm used by a widely shared identity gateway whose replacement requires coordinated downtime. Build a prioritization view using:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Protected value: sensitivity, retention period, safety or operational effect, and whether compromise affects many records or services.
  • Exposure: internet reachability, external counterparties, privileged access, and trust-boundary position.
  • Cryptographic role: confidentiality, authentication, signatures, key establishment, integrity, or certificate validation.
  • Dependency reach: number of systems, products, suppliers, and release trains relying on the same provider or configuration.
  • Change difficulty: availability of a supported replacement, protocol interoperability, hardware constraints, certificate lifecycle, and test effort.
  • Evidence confidence: confirmed runtime use should outrank an unvalidated package capability, while uncertain high-impact systems deserve an investigation task.

NIST’s post-quantum project frames discovery as an input to risk management and migration planning. Its project statement says organizations need to understand the use of quantum-vulnerable public-key algorithms in hardware, software, and services so they can prioritize adoption of NIST post-quantum algorithms to protect data and processes from future threats.

The NIST demonstration’s post-quantum vulnerability scope concentrates on asymmetric signatures and key establishment. It notes that symmetric primitives are not as drastically impacted and were outside that project’s scope. Do not turn that project boundary into a definition of every cryptographic risk; inventory symmetric encryption, hashing, authentication, random-number generation, and key-management uses for their own purposes.

Choose discovery methods and tools by capability

When evaluating an internal pipeline or a commercial discovery product, compare capabilities rather than brand names. Require evidence of how each method handles the following dimensions:

Comparison axis Questions to ask Evidence of a useful result
Coverage Can it inspect source, binaries, dependencies, keystores, cloud services, hardware, and live protocols? Supported platforms and formats, with tested exclusions documented
Relationship depth Does it connect systems, components, providers, algorithms, certificates, and protected data? Exportable graph or records with direct and transitive edges
Encrypted or inaccessible artifacts How are password-protected, proprietary, offline, or permission-denied files reported? Explicit not-assessed status and reason, never silent omission
Evidence and provenance Can reviewers see hashes, locations, timestamps, scanner versions, and collection methods? Reproducible findings with confidence and source references
Workflow integration Can results enter SBOM, CMDB, CI, vulnerability, ticketing, and change-management systems? Stable identifiers, APIs or files, deduplication, and owner queues
Repeatability Can scans run after releases, dependency changes, certificate rotation, and infrastructure updates? Scheduled or event-driven collection with historical comparison
Validation and triage Can owners confirm, dispute, suppress, or remediate a finding without deleting evidence? Status workflow, comments, exceptions, and due dates
Interoperability Can data be exported if the tool or schema changes? Documented formats and complete raw-result export

Operate the inventory as a living control

Define ownership and change triggers

Assign responsibility for collection, platform-specific validation, supplier follow-up, and remediation. Make cryptographic discovery part of release and architecture review gates. Trigger a targeted scan when a dependency, runtime, base image, certificate authority, protocol policy, hardware module, or cloud service changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Protect the inventory itself

The database can reveal trust relationships, certificate identities, key locations, and high-value services. Apply least-privilege access, encryption, retention rules, audit logging, and segregation of secret material. Share only the metadata needed by migration teams; keep private keys and sensitive configuration in their approved systems.

Measure completeness without inventing certainty

Track coverage indicators such as percentage of registered systems with a current owner, deployments with a recent SBOM, endpoints assessed for relevant protocols, artifacts blocked by permissions, and findings awaiting validation. These are operational measures, not proof that undiscovered cryptography does not exist. Report unknowns and blind spots alongside confirmed counts.

Common failure modes and fixes

“We searched for algorithm names.”

Why it fails: providers, aliases, compiled code, inherited defaults, and protocol negotiation may hide the actual use.

Fix: combine source, dependency, artifact, configuration, and live-service evidence, then map each result to purpose and owner.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Our SBOM is the cryptographic inventory.”

Why it fails: an SBOM may omit runtime providers, key stores, certificates, protocol settings, and cryptographic functions inside a component.

Fix: retain SBOM relationships while adding cryptographic asset, configuration, and behavior records.

“A clean scan proves there are no vulnerable keys.”

Why it fails: encrypted private-key formats, missing permissions, unsupported systems, and offline assets can reduce fidelity.

Fix: classify uninspectable artifacts explicitly, assign an owner, and obtain alternate evidence or authorized access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“The same library finding appears hundreds of times.”

Why it fails: duplicate files and inherited platform components obscure the true control point.

Fix: normalize hashes and package identities, preserve deployment edges, and distinguish one shared provider from many independently managed copies.

“We prioritized by algorithm alone.”

Why it fails: business impact, exposure, dependency reach, and replacement effort determine practical risk.

Fix: combine cryptographic role with protected data, service criticality, reach, confidence, and migration complexity.

A practical definition of done

  • Every in-scope system has an owner, environment, business purpose, criticality, and exposure classification.
  • Source, dependency, SBOM, deployment, artifact, certificate, keystore, and network evidence are linked where applicable.
  • Each confirmed use identifies its component or provider, purpose, protocol or configuration, and protected data or process.
  • Secret material is referenced safely rather than copied into the general inventory.
  • Scanner limitations, inaccessible artifacts, uncertainty, and vendor-only assertions are visible.
  • High-impact findings have a validated owner, priority, remediation or migration action, and review date.
  • Collection is repeatable after system, dependency, certificate, protocol, or infrastructure changes.
