What a useful SaaS inventory should do
A SaaS inventory is more than a list of subscriptions. It should tell you what each service is for, who is accountable for it, who can access it, what business information it handles, and what the business would do if the service or an account became unavailable.

NIST’s Cybersecurity Framework 2.0 Small Business Quick-Start Guide recommends inventorying hardware, software, systems, and services. Its example fields include official use, owner or administrator, sensitive data the asset can access, MFA requirements, and the business impact if access is lost. That is a useful foundation, not a mandated SaaS form. Supplier, subscription, integration, and review-trail details below extend it for day-to-day SaaS management.

Build the inventory in seven steps
1. Assign an owner and define what counts
Name a person responsible for maintaining the register, even if several people contribute information. Include paid subscriptions, free trials, cloud services, externally hosted business systems, and integrations or APIs that handle business data. Include employee-purchased services if they are used for company work. NIST treats services as inventory-worthy assets, while CISA recommends understanding logical assets such as software and data, as well as critical services and dependencies.

2. Discover services from several records
Ask team leads which services support their work, then compare their answers with available payment statements, purchasing records, identity-provider app lists, password-manager entries, browser or endpoint inventories, and integration directories. Reconcile differences with the teams that use the services: a charge may belong to an app already listed, while a free or employee-purchased tool may not appear in company payment records.
These are practical ways to find apps, not a prescribed discovery sequence in the official guidance. No single record is likely to reveal every service used across a small business.
3. Record the fields needed to make decisions
Use one row per service, and capture enough detail to make ownership, access, risk, and renewal decisions without hunting through separate notes.
| Inventory field | What to record |
|---|---|
| App and supplier | Product or service name, service URL, supplier, and support contact. |
| Business purpose | What work the service enables and which team uses it. |
| Accountable owner | Business owner and, if different, technical or administrator contact. |
| Users and privileges | Named users or groups, administrator roles, and external or contractor access. |
| Data and integrations | Data types and sensitivity, connected apps, APIs, exports, and sharing. |
| Authentication | SSO availability, whether MFA is required and enabled, and who owns account recovery. |
| Logging | Available audit events, whether logging is enabled, retention, and who reviews logs. |
| Criticality and recovery | Impact if unavailable, dependent processes, workaround, and recovery notes. |
| Supplier review | Security and privacy materials, contractual requirements, and review date. |
| Subscription lifecycle | Plan, payment owner, renewal date, cancellation process, and data-return steps. |
| Review trail | Last checked date, reviewer, open findings, action owner, and due date. |
Mark information that is not yet confirmed as unverified and assign someone to check it; do not let a blank field look like a completed review.

4. Review each app’s need, access, and controls
For each service, confirm that the business still needs it, an accountable owner exists, and each person’s access matches their duties. Check whether administrator access is limited, MFA is enabled where the service supports it, and useful activity logs are enabled and reviewable. Record what information goes to the supplier, which other processes depend on the app, and what happens if it is unavailable. Review services supporting revenue or essential operations first.
5. Assess suppliers in proportion to the risk
For services handling sensitive information or supporting critical processes, record relevant supplier security information and the requirements the business relies on. CISA’s SMB supplier-assessment resource includes cloud-hosted services such as collaboration suites, CRM, and payment processing.
A questionnaire or certification does not replace understanding which service is in use, what data it handles, or what contractual and operational commitments apply. Keep the supplier evidence and review date with the app record so an owner can tell what was checked.
6. Turn findings into assigned actions
For each gap, record an owner and due date. Actions may include removing stale accounts, reducing administrator rights, requiring stronger MFA, enabling logs, confirming data export and deletion options, clarifying supplier contacts, or planning a continuity route for a critical service. CISA’s StopRansomware Guide emphasizes least privilege and understanding critical assets and dependencies.

7. Update the register when things change
Update records when a service is adopted, changed, or retired; when ownership or access changes; and when a supplier relationship ends. Set recurring reviews according to the sensitivity of the data and the business impact of disruption. The official small-business guidance cited here does not prescribe one universal review interval, so choose and document an interval that fits your risks rather than treating a calendar default as a rule.
Prioritize the apps that could cause the most harm
Mark an app as high priority for review if it stores sensitive customer or employee information, has broad integrations or administrator privileges, supports revenue-critical work, or lacks MFA, logging, or a clear owner. This is a practical screening heuristic, not a formal NIST or CISA scoring scale.
When two apps appear to serve the same purpose, compare the factors that affect the business rather than choosing on feature lists alone:
- Business need and operational criticality.
- Data sensitivity and breadth of access.
- Availability of SSO, MFA, and role controls.
- Audit logging and ability to export business data.
- Integration and dependency risk.
- Supplier evidence and contractual terms.
- Continuity options, data portability, and the effort needed to administer the service.
- Total subscription and administration burden.
NIST and CISA support risk-based prioritization and supplier assessment; their guidance does not rank commercial SaaS products.

Start MFA with privileged and sensitive accounts
CISA advises small businesses to require MFA where possible, starting with administrators and people who handle sensitive data. In its listed options, physical security keys are at the strongest end, followed by authenticator apps with number matching and other listed methods. A hardware key is optional and works only with services that support it. Check the MFA settings in each app rather than assuming that a company-wide identity setting covers every account.
Confirm logs are available, enabled, and usable
CISA’s business logging guidance describes a log as a digital record left when someone logs in, accesses a file, or changes a system. Decide which events matter, enable logging on cloud services, and monitor the records regularly. Protect logs from unauthorized access or deletion, and retain them according to business policy and applicable compliance needs.
Logging features can vary by service and plan. Verify what the specific subscription provides before relying on a particular event history, retention period, or review workflow.

Control access during role changes and offboarding
Apply least privilege to employees and third parties. When someone changes roles, check whether their existing app access is still needed. When employment ends or a third-party relationship concludes, remove access and recover business-controlled credentials or data as appropriate.
NIST’s Small Business Cybersecurity: Non-Employer Firms, dated April 2026, is an initial public draft. It recommends limiting cloud-service access to people who need it for a specified time and removing access when employment or a third-party relationship ends; treat this as draft guidance rather than a finalized publication.
Choose a register you can maintain
A spreadsheet or another access-controlled register can be a practical starting point. Limit editing to people who maintain the inventory, keep the record itself protected, and make sure someone follows up on review dates and open actions. NIST notes that a small business may consider automated asset-inventory tools or a managed security service provider as it matures; neither is a prerequisite for starting an inventory.
