Use figures with the same seasonal-adjustment status and identify each release’s vintage. ADP and BLS use different data and methods, so a gap between them does not by itself show that either report is wrong.
Which government jobs report should you compare with ADP?
The BLS monthly Employment Situation contains two distinct employment measures. The CES establishment survey counts nonfarm payroll jobs; the Current Population Survey (CPS), also called the household survey, counts employed people and supplies the headline unemployment rate. ADP’s National Employment Report (NER) is a private-sector payroll estimate, so CES private employment is generally the closest broad comparison.

BLS describes the surveys this way: “Both surveys are needed for a complete picture of the labor market.” A change in ADP payroll jobs is not interchangeable with a change in CPS-employed people, and neither is interchangeable with the unemployment rate.
Why is ADP different from the government jobs report?
They cover different populations
ADP NER estimates private-sector employment. BLS CES total nonfarm employment includes government workers as well as private-sector workers. If you compare ADP with total nonfarm CES, the public-sector component is part of the difference; for a closer scope match, use the CES private-sector series.

They draw on different data
ADP builds its estimate from payroll records of companies that use ADP services. CES collects reports from establishments and later benchmarks its estimates to more comprehensive administrative employment counts. The two systems do not observe an identical set of employers through an identical method. Jobs are not the same as people
CES counts covered payroll jobs, while CPS counts employed people. A multiple jobholder can contribute more than one job to CES but only one employed person to CPS. Self-employment, agriculture and other coverage differences also affect comparisons. These distinctions explain why the household survey and payroll survey can move differently without either being a direct substitute for the other.

Seasonal adjustment and estimates change
Seasonal adjustment attempts to account for recurring patterns, such as holidays and weather. BLS uses concurrent seasonal adjustment, which can revise seasonally adjusted history as updated factors become available. Compare seasonally adjusted figures with seasonally adjusted figures, or unadjusted with unadjusted, and say explicitly which basis you use. BLS quick guide to methods and measurement
CES releases begin as preliminary estimates, are revised twice as additional reports arrive, and are later re-anchored through annual benchmarks. ADP has its own release and data process. A comparison is meaningful only when it identifies which published versions are being compared.

How to compare ADP and BLS payroll figures
- Choose the right BLS series. For an ADP payroll comparison, use CES private employment. Use total nonfarm only if you intend to include government jobs. Do not substitute CPS employment or the unemployment rate. BLS comparison of CES and CPS
- Match the reference month. Confirm that both releases describe employment in the same month; publication dates can be close even when reference periods differ.
- Match the scope and adjustment basis. Compare private with private, and seasonally adjusted with seasonally adjusted (or unadjusted with unadjusted). If you choose a different scope or basis, make that difference explicit.
- Record the vintage. Label whether the CES figure is its first estimate, a later monthly revision, or a benchmarked estimate. Include the ADP release date as well so readers can identify the information available at the time.
- Check the composition, not only the headline. Review available industry detail from ADP and CES to see whether the gap is concentrated in particular sectors. Compare levels as well as monthly changes, and avoid treating one month as the entire labor-market picture.
- Describe what the comparison establishes. A gap establishes that two independent estimates differ. It does not identify the cause; that requires period-specific analysis of scope, industries, methods and revisions.
Why did the payroll number get revised?
CES estimates are based initially on establishment survey responses available by release time. As more reports arrive, BLS revises the estimate in the next two monthly releases. Annual benchmarking then re-anchors employment levels, principally using Quarterly Census of Employment and Wages (QCEW) data drawn from unemployment-insurance tax records. The scale of revisions can vary. In the January 2026 Employment Situation, released February 11, BLS reported that the seasonally adjusted March 2025 CES employment level was revised down by 898,000 jobs. The same release revised seasonally adjusted total nonfarm growth for 2025 from 584,000 to 181,000 jobs. BLS also reported an absolute average benchmark revision of 0.2 percent over the prior ten years for not-seasonally-adjusted total nonfarm employment; that is an average, not a guarantee that each annual revision will be near that size. A separate benchmark cycle illustrates why preliminary figures need labels: in an August 28, 2026 notice, BLS estimated a preliminary downward revision of 79,000 jobs, or 0.1 percent, to the March 2026 total nonfarm level. BLS said that preliminary revision had not been incorporated into official estimates and that the final revision was scheduled for incorporation in February 2027. There is no universal answer: accuracy depends on the measure and the question. CES is designed to estimate nonfarm payroll jobs from establishment data and is later benchmarked to more comprehensive counts. ADP is an independent private-sector measure built from its client payroll data. CPS answers a different question about people, labor-force status and unemployment. Survey estimates also have sampling uncertainty. BLS’s current comparison page gives approximate over-the-month changes needed for statistical significance at the 90-percent confidence level: ±122,000 jobs for CES and ±650,000 employed people for CPS. These are survey-specific thresholds, not a universal test for whether ADP and BLS agree; they also refer to different units. BLS survey comparison
Does ADP predict the BLS jobs report?
ADP NER is an independent estimate, not a BLS advance release. Its client data, coverage and methods differ from CES, so the ADP figure should not be treated as a guaranteed preview of the BLS result. For example, ADP reported 44,000 private-sector jobs added in July 2026 in its August 5 release. That figure is useful as a dated ADP estimate; interpreting it against BLS requires matching the corresponding CES private figure, seasonal-adjustment basis and release vintage.
