Choose the right language setting
“WordPress language” can mean three different things. The Site Language setting changes the dashboard interface. It does not automatically translate your written content, all theme and plugin text, or create a multilingual site. - Dashboard language: Labels and interface text in WordPress administration.
- Visitor-facing translation: Page and post content, plus theme and plugin strings. These may need to be translated separately.
- Multilingual site: Content offered in more than one language, a separate setup from changing the dashboard language.
Set the language during a new installation
When the WordPress installer asks you to choose a language, select the one you want. WordPress can install the corresponding language pack during setup. Some web hosts also expose a language choice in their automated installer, but the available choices and steps depend on the host’s interface. Change the language on an existing site
- Sign in to the WordPress dashboard.
- Open Settings > General.
- Find Site Language, choose the language, and save your changes.
WordPress downloads the selected language pack and switches the administrative back end to that language. The Settings documentation describes Site Language as the dashboard language. WordPress.org: Settings General screen

Give one user a different dashboard language
If only one team member wants a different admin interface, look for the admin-language option in that user’s profile instead of changing the site-wide setting. Learn WordPress describes this individual preference as available from WordPress 4.7. Learn WordPress: Theme Internationalization
Set language in a multisite network
For a multisite installation, set the language separately for each site in that site’s Settings > General panel. A network administrator can also choose a default under Network Administration > Settings. WordPress Developer Handbook: Installing WordPress in your language

First check the official WordPress translation project to see whether the locale is available. A locale’s presence does not guarantee that every WordPress component, theme, or plugin is fully translated.
Manual language-file installation is a fallback. The process described in WordPress’s localized documentation is to obtain the locale files, place them in wp-content/languages, then select the language in site settings. Available files and package URLs vary by locale and WordPress version, so use the official translation resources rather than an old direct-download link.
