The exact server path depends on whether you use a hosting panel or a self-managed Unturned Dedicated Server (U3DS), but the loader’s sequence is the same. Missing libraries, an unloaded Rocket module, incorrect Linux capitalization, or an unapproved whitelist request are the usual reasons an apparently correct installation fails.

Imperial Plugins Loader is distributed as part of a paid Imperial Plugins package. The download normally contains two things that must be installed together:
ImperialPluginsLoader.dll, the loader assembly.- A library folder containing the dependencies required by the loader and its plugins.
A DLL copied without its accompanying libraries is not a complete installation. Rocket dependencies are handled manually, so the libraries must be uploaded to the server’s Rocket library directory rather than left in your local download folder.

You also need a working Rocket environment. The original RocketMod project stopped maintenance in December 2019. Current Unturned documentation commonly refers to maintained compatibility lineages as Rocket, LDM, or RocketModFix. RocketModFix describes both a conventional module installation and an auto-installer, while hosting panels generally expose RocketMod as a selectable modding framework.
Check these prerequisites first
- An Unturned dedicated server that you can stop, start, and access through its file manager, SFTP, or local filesystem.
- Rocket already installed and loading before you troubleshoot Imperial Plugins Loader.
- The purchased Imperial Plugins download, including the DLL and complete library folder.
- The Imperial Plugins key and the exact product name associated with that key.
- Access to the Imperial Plugins Dashboard so you can submit a whitelist request.
- A current backup of the server files, especially before installing third-party assemblies after an Unturned update.
Stop the server before changing files. A running instance can overwrite configuration or leave partially uploaded files in an unpredictable state.
Choose your Rocket installation route

Do not install the loader until the Rocket module appears to be loading. On a self-hosted server, confirm the module is in the U3DS Modules directory. On a panel, select RocketMod and restart, then inspect the startup console for Rocket before proceeding.
Install Rocket on a self-hosted U3DS server
Use the standard module layout
- Stop the Unturned server and open the U3DS installation directory.
- Locate
U3DS/Extras/Rocket.Unturned/. - Copy the
Rocket.Unturnedmodule directory intoU3DS/Modules/, producingU3DS/Modules/Rocket.Unturned/. - Start the server and review the console’s module list.
- Continue only when
Rocket.Unturnedloads without a framework-level error.
RocketModFix documents an auto-installer as an alternative to the manual module copy. Whichever method you use, the observable requirement is the same: Rocket must load as a server module before the Imperial loader is introduced.

Install Rocket through a hosting panel
- Open the server’s modding-framework, startup, or software selector.
- Choose RocketMod (or the panel’s maintained Rocket/LDM option).
- Save the setting and restart the server.
- Read the startup log and verify that Rocket initializes before adding Imperial files.
Panel names vary. If the panel offers several Rocket entries, choose the maintained option documented for your Unturned version rather than assuming the oldest entry is current.
Download the Imperial package
- Sign in to the account used to purchase the Imperial Plugins product.
- Open the purchased product page and click Download.
- Extract the archive locally without changing the DLL or library names.
- Confirm that
ImperialPluginsLoader.dllis present and that the supplied library folder contains all of the package’s dependency files.
Do not download a random copy of the DLL from another location. The purchased product page is the location identified by the installation instructions, and the key, product name, and whitelist process are tied to that product.
Put the files in the correct Rocket directories
The server-side layout is:

Upload with a panel file manager
- Stop the server from the panel.
- Open the file manager and navigate to the server instance’s
Rocketdirectory. - Open
Pluginsand uploadImperialPluginsLoader.dll. - Open
Librariesand upload every library supplied in the package, preserving the folder structure. - Check that the files are in the active server instance, not in a similarly named test or backup instance.
Upload with SFTP or local filesystem access
- Connect to the machine or server account that runs U3DS.
- Identify the active instance directory under
Servers/. - Copy the DLL into that instance’s
Rocket/Plugins/directory. - Copy the complete supplied library contents into
Rocket/Libraries/. - Preserve names and capitalization exactly as delivered.
Rocket plugins are conventionally one folder deep per plugin. GameServerKings describes the convention as “Rocket plugins live one folder deep, per plugin.” The Imperial installation directions specifically place the loader DLL in Rocket/Plugins; follow the package’s supplied layout and do not create an extra nested directory unless the package itself includes one.
Start once to create the loader configuration
- Start the server after both the DLL and libraries are in place.
- Wait for Rocket and the loader to finish their first startup attempt.
- Stop the server after the startup sequence completes.
- Browse the Rocket configuration area and locate the newly generated Imperial loader configuration.
The configuration is generated on first load. If no configuration appears, do not invent one manually first: verify the active path, Rocket startup, DLL placement, and library upload, then start the server again.

Enter the key and product name
- Open the generated Imperial loader configuration.
- Fill in the key supplied with your purchased Imperial Plugins product.
- Enter the product name exactly as shown on the purchased product page.
- Save the file without changing unrelated settings.
- Start the server again so the loader can read the credentials.
The product-name field is not a general description such as “Unturned.” Use the product identifier associated with the key. A typo can make a valid key appear unusable.
Request whitelist approval
- Watch the server console after the credential restart.
- If the loader reports that it is not whitelisted, open the Imperial Plugins Dashboard.
- Submit the requested product and server information through the dashboard.
- Wait for the developer to approve the whitelist request.
- Restart the server after approval.
Whitelist approval is a separate activation step. Entering the key does not by itself guarantee that the server is authorized to load the product, so a “not whitelisted” message requires a dashboard request rather than another file upload.

Use the startup console and filesystem together. A healthy installation should show:
- Rocket loading before the Imperial loader.
- No immediate missing-assembly or dependency error.
- The generated configuration present in the expected Rocket configuration area.
- The key and product name saved in that configuration.
- No “not whitelisted” message after approval and the final restart.
- The Imperial plugin functionality becoming available in-game or through its documented Rocket commands.
If the console stops at an error, fix the first loader-related error in chronological order. Later messages are often consequences of the first missing module, path, or dependency.

Troubleshoot common failures
Rocket is absent from the module list
Imperial Plugins Loader cannot function as a standalone DLL. On U3DS, check for U3DS/Modules/Rocket.Unturned/ and confirm that the directory came from the Rocket distribution. On a hosting panel, reselect RocketMod in the framework setting and reboot. Do not debug Imperial files until the console confirms Rocket initialization.

Recheck Rocket/Libraries/. The installation guide warns that missing libraries prevent the loader from working. Compare the local package with the server directory and copy the entire supplied set, not only files whose names look familiar. Also confirm that the files were uploaded to the active server instance.
The plugin is silently ignored on Linux
Linux paths are case-sensitive. Compare the exact capitalization of:
- The server instance directory.
Rocket,Plugins, andLibraries.ImperialPluginsLoader.dll.- Any package-supplied subfolder or library filename.
A directory named plugins, a DLL renamed with different capitalization, or an upload into another instance can make the plugin appear not to load even when the files exist.
No configuration file is generated
Start the server once with the DLL already in Rocket/Plugins. If the file is still absent, inspect the startup log for Rocket errors, verify that the server is using the path you edited, and confirm that the library set is complete. A configuration cannot be generated by editing a stopped server’s unrelated configuration directory.

The console says “not whitelisted”
Submit the whitelist request in the Imperial Plugins Dashboard using the product and server details requested there. Approval is developer-controlled. After approval, restart the server; repeatedly replacing the DLL or key does not substitute for the whitelist decision.
The key is rejected
Check that the key belongs to the purchased product and that the product-name field matches the product’s displayed name exactly. Save the configuration, restart, and then inspect the next startup log. Keep the key private; do not paste it into public support threads or console screenshots.
The server broke after an Unturned update
Third-party Rocket assemblies can become incompatible after a game update. Before reintroducing them, back up the server and check whether the plugin and its Rocket lineage are maintained for the new Unturned build. The Rocket catalogue contains legacy software, so an older plugin may require an update or replacement rather than a change to its installation path.
Manual Rocket module versus auto-installer

These choices affect Rocket setup, not the Imperial activation sequence. In both cases, the loader still needs its DLL, complete library set, generated configuration, credentials, whitelist approval, and final restart.
Hosted panel versus self-hosted U3DS

A managed host can reduce process-management work, but it does not remove the need to understand Rocket’s directory structure. A self-hosted server offers more control over backups and rollback, while making operating-system permissions and update compatibility your responsibility.
