Windows 7 ESU activation is a legacy licensing procedure, not a way to restore general Windows 7 support. Windows 7 reached end of support on January 14, 2020, and the finite ESU program has concluded. This guide applies to organizations that already hold a valid Windows 7 ESU Multiple Activation Key (MAK) and must document or maintain an existing estate.
VAMT installs and activates the separate ESU license SKU; it does not replace the computer’s ordinary Windows product key. The normal Windows activation dialog cannot activate ESU. Use VAMT, slmgr.vbs, or phone activation instead.
What VAMT does
The Volume Activation Management Tool (VAMT) is an MMC-based Microsoft tool for centrally discovering computers, installing product keys, querying licensing information, activating MAK or retail licenses, and tracking MAK activation use. It communicates with managed computers through administrative access and WMI; Configuration Manager is optional, although it can deploy prerequisites and scripts. Check eligibility before installing a key
- Windows 7 Service Pack 1 is installed.
- The edition and installation are properly licensed and covered by the applicable ESU agreement. Microsoft’s multiple-device guidance generally refers to Professional, Enterprise, and Ultimate editions.
- Required Servicing Stack Updates, SHA-2 support, ESU preparation updates, and current servicing updates are installed. Use Microsoft’s ESU documentation for the correct year, architecture, and edition rather than copying an old prerequisite list.
- Your organization already obtained the appropriate ESU MAK through volume licensing, normally via the Volume Licensing Service Center.
- You have local administrator credentials, working DNS, WMI/RPC and firewall access, and a VAMT host that can manage the clients.
- The VAMT host has SQL Server Express or a supported full SQL Server instance, plus either direct Internet access for online activation or access to Microsoft’s activation service for proxy activation.
Install VAMT on the management host
- Choose a supported administrative Windows host. Current Microsoft guidance should take precedence over an old Windows 10 ADK recommendation; test the selected ADK with your legacy Windows 7 estate. Review the ADK installation guidance.
- Install SQL Server Express or prepare a supported full SQL Server instance.
- Download the applicable Windows ADK, run setup, and select Volume Activation Management Tool (VAMT).
- Open Windows Kits > Volume Active Management Tool 3.1. Microsoft’s current documentation notes that the MMC snap-in is an x86 package.
- When prompted, enter the SQL Server instance and database name, then create or connect to the VAMT database. VAMT installation requirements are documented at Microsoft Learn.
Installing VAMT and connecting its database does not activate a computer. ESU product definitions, clients, keys, activation, and verification are separate stages.

Load the Windows 7 ESU product configuration
- Download the Microsoft ESU VAMT configuration data associated with the ESU procedure.
- Apply or import it according to the instructions for the exact VAMT build and package. The configuration-file location is version-sensitive; do not assume a path from an unrelated VAMT release.
- Restart VAMT if the package requires it, then confirm that the Windows 7 ESU products and activation IDs are visible.
This data lets VAMT identify the ESU SKUs. Microsoft’s documented sequence is to download VAMT, obtain the ESU configuration file, update VAMT, configure the client firewall, add the key, and then activate: ESU procedure.
Configure permissions, WMI, and firewalls
VAMT requires local administrator rights on managed computers for key installation, license queries, and confirmation IDs. Ensure that DNS/name resolution, Windows Firewall rules, WMI, RPC/DCOM, and any remote-administration policies permit the VAMT host to reach each client. A computer can be discovered yet remain unmanageable because it is offline, blocked by a firewall, missing administrative rights, or using a name that does not resolve.

Discover Windows 7 clients
VAMT can query Active Directory, LDAP, workgroups, individual computer names, or IP addresses. Add the target machines, refresh their status, and filter for Windows 7 SP1. Manual addition is useful for workgroup or segmented systems. Discovery identifies a computer; it does not prove that WMI, licensing, or activation will succeed.

Add and install the ESU MAK
- In VAMT, add the ESU MAK to the product-key library. Use a protected administrative workstation and never publish the real key.
- Select the eligible Windows 7 products.
- Use the product context menu to install the ESU key.
- Refresh the products and confirm that the key is installed before attempting activation.
Installing the ESU MAK adds a separate license SKU. It does not replace the existing Windows activation key. Microsoft warns that scripts, Group Policy objects, deployment packages, and logs can expose a MAK; restrict ACLs and sanitize output.
Activate the ESU entitlement
Online activation
Use online activation when the clients can reach Microsoft’s activation services and the VAMT host can manage them. Select the products, choose Activate, and select the online method. This is the simplest design, but it requires suitable Internet access on both the clients and the VAMT host. See online activation requirements.

Proxy activation
Use proxy activation when clients cannot access the Internet but an Internet-connected VAMT host can. Select the clients, choose Activate, and select proxy activation. The host performs the Internet-facing batch operation while continuing to manage clients over WMI/RPC. This is not activation from a truly air-gapped network: the proxy host still needs Microsoft’s endpoint access.

Configuration Manager can deploy prerequisite updates, run these commands, schedule retries, collect output, and report compliance. VAMT remains the tool for centralized activation operations and MAK tracking; Configuration Manager does not itself issue the license.

Run slmgr.vbs /dlv, or specify an activation ID when several ESU entries exist. The relevant ESU entry must report:
License Status: LicensedDo not rely on the ordinary Windows activation screen. Windows can be activated while its separate ESU SKU remains unlicensed.

Where online and proxy activation are unavailable, Microsoft’s documented command sequence is:

slmgr.vbs /dlv <ESU-Activation-ID>This is practical for exceptional machines, not a scalable fleet method.

- Small estate: Direct
slmgrscripting may avoid deploying SQL and VAMT. - Existing Configuration Manager estate: Use it for prerequisite deployment, orchestration, retries, and reporting, while licensing components perform activation.
- Modern supported Windows estate: Prioritize migration and supported management platforms; Intune is not a drop-in Windows 7 ESU activation tool.
- Blocked migration: A specialist migration or managed-service provider may deliver more value than extending legacy activation work, particularly for isolated or regulated systems.

- Protect the ESU MAK and its logs.
- Install VAMT from an applicable ADK and connect its SQL database.
- Load the matching ESU product configuration.

- Discover clients, install the key, and activate the ESU SKU.

License Status: Licensed. - Plan migration to a supported Windows release; ESU activation does not remove the security and operational risks of Windows 7.
