People often say “install 3DS ROMs,” but the practical goal is usually to install a game you own (or a legitimate homebrew title) onto your console using custom firmware and FBI.
This guide focuses on legal usage: installing your own dumped backups or homebrew you’re permitted to run. Downloading ROMs you don’t own is typically illegal, and I can’t help with instructions that enable piracy.

What You Mean by 3DS ROMs, and What’s Legal
“ROM” usually refers to the game data image for a 3DS title (commonly ending in .3ds), while “installed” content on the console is commonly packaged as .cia.

Prerequisites (Hardware, System, and Tools)
You’ll need a New 3DS / New 3DS XL / New 2DS XL / 2DS / Old 3DS family system that you can use with custom firmware. The exact steps to enable CFW depend on your console model and current system version, and you should follow the most current official community documentation for your specific case.
Hardware checks
- Console: 3DS / 3DS XL / 2DS / New 3DS / New 3DS XL (CFW support varies by model)
- SD card: A known-good microSD adapter and SD card with enough free space for your titles
- Power: Use the charger; avoid installing during low battery states
Software pieces you’ll typically use
- Luma3DS (custom firmware that enables homebrew and patches)
- FBI (the official-feeling title installer for
.ciapackages) - SD storage layout (folders like
/cias/or/DCIM/depending on your workflow)
Recommended Setup: Luma3DS + FBI for .CIA Installations
The cleanest and most reliable “installation” method on 3DS uses FBI to install .cia. That’s the same format your console can register as an installed title.
Confirm Your System Can Run CFW
After enabling custom firmware, you should be able to boot into your normal system (Home Menu) and run homebrew apps through your preferred entry point (commonly a Homebrew Launcher method).
Recommended Free Tools
If you can’t reliably launch homebrew yet, you’ll need to complete that prerequisite first before any installation steps will work.
Install FBI (the app that installs .CIA files)
In most CFW setups, you install FBI once and then reuse it for every subsequent .cia you install. Many users place FBI on their SD card (often under a bootable homebrew launcher workflow) and then install it permanently if their guide supports that approach.
Practical expectation: after this is set, you’ll open FBI, browse the SD card, and install any .cia you put in the correct folder.
Supported Files: .CIA vs .3DS
CFW lets you run homebrew and install titles, but the title installer typically expects .cia. Here’s the common reality:

How to Install Your Own 3DS Backup Files
Once your 3DS can run CFW and FBI is available, the workflow is straightforward: you place the correct package(s) on the SD card and install them from FBI.
Method A: Install a .CIA with FBI (most common)
-
Prepare the SD card: Put the
.ciafile(s) on your SD card. Many setups use a folder like/cias/. If you’re using a different folder, FBI can usually browse other locations too, but/cias/is a common convention. -
Boot FBI: Launch FBI from your homebrew launcher or installed app list (depending on how you set it up).
-
Select the SD card source: In FBI, choose the option that shows SD contents (commonly something like SD / SD card).

Navigate to your
.ciafolder: Open the folder where you stored the package. -
Select the title: Highlight the
.ciaand press the confirmation button (often A). -
Install: Choose the Install option and confirm. The progress screen will show install steps as FBI writes the title to NAND.

After installation, you should find the game on the Home Menu like any other title. If it crashes or won’t launch, you likely have a mismatch (wrong region, missing required updates/DLC, or a corrupt package).
Method B: Install a .3DS by converting to .CIA (when needed)
If you only have a .3ds image, you typically need to convert it into .cia first, because FBI installs packages, not raw ROM images.
Because there are multiple tools and workflows, use a reputable conversion tool that matches your exact file type and region. The key rules are:
- Use matching region: Your
.3dsand your console region should align or the conversion needs to handle region correctly. - Use correct save/contents handling: If you want existing saves, confirm your workflow preserves them properly.
- Keep dependencies together: Updates and DLC are separate packages in many cases and must be installed too.
Once you have the resulting .cia, return to Method A to install with FBI.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWhere to Store Files on the SD card
FBI can browse directories, but a consistent layout reduces errors and confusion when you install multiple titles.
- Common approach: Store game packages in
/cias/ - Keep updates together: Put update DLC
.ciafiles in the same general folder so you don’t accidentally install the base game without required content.
Troubleshooting: When Installation Fails
When something goes wrong, it’s rarely “mystical.” Installation failures usually trace back to SD card issues, corrupted packages, region mismatches, or missing required content.

FBI won’t see the title
- File extension: Confirm it ends in
.ciaexactly (some Windows setups hide extensions). - Folder access: Make sure the file is inside the directory you’re browsing in FBI.
- SD card health: Try a different SD card if you’ve had random freezing or read errors.
Error codes and what they usually mean
FBI may show an error code when a package can’t be installed. While exact meanings depend on the build and failure point, these categories are common:
- “Invalid” / “Could not open”: The file is corrupted, incomplete, or the extension doesn’t match the actual format.
- “Not enough space”: You’re out of system storage for installed content. Check free space and uninstall unused titles.
- “Signed/permission” related errors: The package is not compatible with your console’s expectations (often region mismatch or wrong packaging steps).
If you share the exact error code text you see on-screen, you can narrow it down quickly.
Black screen after install
A black screen after installing a title usually points to a compatibility mismatch. Common causes:
- Missing required update: Some titles require a specific update version to work properly.
- Wrong region pack: If the game and console region don’t match, you may get a failure to run.
- Corrupt install: Re-download/recreate the package from the original you own and try the install again.
Corrupt or mismatched region/versions
Region and version mismatches are the most common “it installs but won’t run” issue. If you installed a base title but not its update, the game can still fail even when the installation itself “succeeds.”
For cartridges that you dumped yourself: ensure you’re installing the correct region and that any updates you also install are the versions intended for that same base title.
Common Mistakes to Avoid
- Installing only the base game: Updates and DLC are separate
.ciapackages in most workflows. Missing them can cause crashes or missing content. - Using an SD card with file system problems: If your SD card isn’t properly formatted or has errors, installations can fail mid-write.
- Assuming
.3dsfiles are directly installable: FBI commonly expects.cia. - Mixing incompatible data sources: A “base from one dump” and “update from a different source/version” can break title behavior.
- Overstuffing the NAND: If storage runs low, installs can fail or later titles can behave unpredictably.
Security and Performance Considerations
Installing packages increases the importance of using trusted files. Don’t install random content from unknown sources—malformed packages can cause crashes, and malicious content is possible.

On performance: games are usually similar regardless of whether you installed from cartridge or backup, but loading can vary slightly depending on how the title was packaged and what content (updates/DLC) you installed.

FAQs
Can I install 3DS ROMs without custom firmware?
No. Installing game packages or running game images requires a method that can read and install titles outside the normal signed distribution flow.
Do I need to convert every .3ds file to .cia?
Most reliable “install to Home Menu” methods use .cia. If your workflow supports another method, verify it’s compatible with your CFW and installer tools.
Will my saves transfer from cartridge to installed backups?
Sometimes yes, sometimes no—depending on how you created the backup and how your save data is handled in your workflow. Plan for save migration explicitly rather than assuming it will be automatic.
Why does the game install but not boot?
Common causes include wrong region, missing required updates, corrupt packages, or install of mismatched versions. Confirm region/version first, then re-install updates as needed.
Is it safe to install to the SD card or system storage?
Most installed titles go to system storage and then use the SD card for some related resources. Use reputable tools and keep the SD card in good health to reduce install corruption risk.
Bottom Line
If you’re using legal backups, the most reliable route is installing .cia packages with FBI on a system running Luma3DS (or equivalent CFW). Once you understand the difference between .3ds and .cia, most failures become straightforward: fix region/version, install updates/DLC, and confirm package integrity.
If you want, tell me your console model and what file type you currently have (.3ds or .cia), and I can help you choose the correct workflow for your specific setup—while keeping it within legal use of titles you own.
