How to Inspect Your Roof for Damage Safely

A safe roof check starts from the ground. Learn what you can look for, what a visual check cannot confirm, and when to call a qualified roofer.

Start from the ground: look across the roof from a safe position and treat what you see as a limited visual check, not a diagnosis. Roofs can be steep, slippery, or deteriorating. If damage seems likely, you cannot see an area clearly, or reaching it would require unsafe access, contact a qualified roofing professional instead of climbing onto the roof.

How to do a safe ground-level roof check

  1. Choose a safe viewing position. Stay on the ground, away from traffic and other hazards. Do not move to an unstable edge or climb onto a roof for a better view.
  2. Scan visible areas. Look across the roof planes and edges, and at visible flashing, penetrations, and gutters. These are practical places to observe, not a diagnostic checklist validated by OSHA.
  3. Improve the view without approaching the roof. Binoculars may help you see details from the ground; OSHA does not specifically recommend or evaluate them. If the view is still inadequate, leave the area for a professional assessment.
  4. Record what you can see. If useful, take photographs from your safe viewing position and note where the concern appears. Share those observations with a qualified roofer.

A surface that looks intact from the ground does not establish that the roof is structurally sound or free of hidden damage.

What to do if you spot a concern

  • Keep off questionable surfaces. Do not walk on a damaged, wet, icy, steep, or otherwise questionable roof. Do not attempt emergency tarping in windy or rainy storm conditions; OSHA’s roof-tarping guidance warns against installing a tarp during a storm while it is windy or raining.
  • Call a qualified roofing professional. Arrange an assessment if you see concerning damage, cannot safely view an area, or are unsure what an observation means. A ground-level check cannot confirm hidden conditions.
  • Stay clear of electrical hazards. Do not approach downed electrical conductors or assume they are deenergized. OSHA says to assume electrical lines are energized until proven otherwise. Keep people away and contact the utility or emergency services as appropriate.

Ground check or professional inspection?

Choice What it can establish When it makes sense Main limitation
Ground-level visual check Visible concerns in areas you can see safely As an initial screen when a safe, clear view is available It may miss obscured or hidden damage and cannot establish structural condition
Qualified roofing professional An assessment of areas that are difficult to see or whose condition is uncertain When damage is suspected, visibility is poor, or safe access is uncertain Reaching roof areas involves hazards; do not try to reproduce a professional inspection yourself

Why ladder guidance is not permission to climb

OSHA’s “Roof Inspection, Tarping, and Repair” activity sheet addresses experienced inspectors and construction workers performing roofing-related activities. It describes hazards and worker safety practices, including checking ladders for defects, placing them on stable surfaces, setting an extension ladder at a 4:1 angle (75 degrees), and extending the rails three feet above an upper landing. Those details are safety context for the work described; they are not an endorsement or guarantee that a homeowner should climb a ladder or access a roof. OSHA’s separate construction ladder standard is a workplace regulation, not a homeowner roof-inspection guide.

OSHA’s 2004 interpretation says the cited construction fall-protection subpart does not apply to employees inspecting, investigating, or assessing before construction work begins or after it ends. OSHA’s walking-working surfaces FAQ and other rule materials concern employers and workers, with requirements that depend on the activity and circumstances. These workplace rules do not show that roof access is safe for a homeowner and are not legal advice.

What the available safety evidence does—and does not—say

OSHA’s activity sheet reports that fall-protection concerns were found at over three-quarters of the work sites OSHA observed. That figure describes those observed work sites; it is not a statistic about homeowners or roof inspections generally. The same sheet includes the caption: “This picture shows actual disaster site work conditions and may not illustrate proper safety and health procedures.”
