How to Improve Accessibility in Legacy Web Applications

Improve a legacy web application with a standards-led cycle: scope key routes and tasks, combine automated checks with human evaluation, repair shared barriers, and retest.

Improve a legacy web application by identifying its important pages and tasks, evaluating them against the applicable accessibility standard, fixing recurring barriers in shared components, and retesting with both automated checks and human evaluation. You do not need to replace the application wholesale, and a clean scanner report alone does not prove that people with disabilities can use it.

Set the standard and scope before changing code

Use WCAG 2.2 as the current W3C-recommended version of WCAG 2. It organizes accessibility around four principles: content should be perceivable, operable, understandable, and robust. Its testable success criteria are grouped into Level A, AA, and AAA. W3C encourages using the latest WCAG 2 version; content conforming to WCAG 2.2 also conforms to WCAG 2.1 and 2.0.

Technical guidance and legal obligations are related but not interchangeable. Confirm the requirements that apply to your organization, jurisdiction, contracts, and procurement obligations; do not infer them from a generic accessibility statement or a tool score. For a U.S. federal context, consult the Revised Section 508 Standards and relevant agency guidance. Section508.gov’s web-content overview describes WCAG 2.0 Level AA in its Section 508 context; that is not a universal rule for every organization or jurisdiction. Its software and websites guidance points authors to standards and multiple forms of testing.

Make a practical inventory

Before auditing, list the routes, layouts, content types, embedded widgets, and user tasks that make up the application. Note which pages share templates or components, which flows matter most to users, and which parts are controlled by third parties. Record where your team can make a code or content change and where it must request a vendor fix.

#1 Best Overall

Choose representative examples rather than treating a few sampled pages as proof that the whole application is accessible. Include the shared patterns used across many routes, as well as the steps in important tasks—for example, finding information, signing in, completing a form, or reaching confirmation. Those are scoping examples, not a universal priority list; the right coverage depends on the application.

Evaluate real tasks, not just pages or scores

WCAG success criteria are testable, but determining whether an application meets them takes more than running a scanner. W3C describes conformance evaluation as a combination of automated testing and human evaluation. Its guidance recommends evaluation by people who understand how people with disabilities use the web and recommends including disabled people in usability testing. See WCAG 2.1 and Understanding Conformance.

Use automated checks for detectable issues

Run automated checks on representative pages and flows to surface problems the chosen tools can detect. Use the results to triage and track findings, not as a certification or a complete measure of accessibility. A scanner cannot establish that a person can understand instructions, complete an unfamiliar interaction, or recover from an error in context.

Manually inspect interaction and content

Follow the task flows yourself and evaluate relevant WCAG criteria against the actual behavior and content. Include the operating modes and assistive technologies relevant to the application and its audience. Check whether the interface exposes its controls and state, whether users can operate the flow, whether messages and instructions are understandable, and whether failures can be recognized and addressed. The exact checks depend on the interface; do not assume that a single manual pass covers every criterion.

Include disabled people in usability testing

Ask participants with disabilities to attempt representative tasks and observe where they succeed, encounter barriers, or need assistance. This tests the experience of using the application, complementing checks against technical criteria. W3C recommends including people with disabilities in usability testing; it does not make a particular test format or participant count a universal recipe.

Choose remediation work by impact and reach

There is no universal defect order or effort estimate for an application that has not been examined. As an implementation strategy, investigate barriers that prevent completion of important tasks and defects in shared components early: one repair to a shared pattern may improve several routes, while a flow-blocking barrier can keep users from completing a core task. Confirm priorities with your own users, findings, and obligations rather than treating this strategy as a prescribed WCAG ranking.

For each finding, record the affected page or flow, the relevant criterion where applicable, the user impact, the code or content owner, and how you will retest it. Separate issues your team can fix from those requiring a vendor or platform change, and track the escalation rather than silently excluding the affected feature.

Repair patterns at their source

When a barrier comes from a shared template or component, correct that source where possible instead of adding inconsistent page-specific workarounds. Check the effect across the routes that use the pattern. For content-level issues, update the source content and the publishing process that allowed the issue to recur.

Keep changes focused enough to retest. A repair in a shared component can alter behavior well beyond the page where a problem was first reported, so identify dependent flows and include them in regression checks. Preserve a record of the original finding, the change, affected routes, and the retest result.

Rank #4

Retest and make accessibility ongoing work

After a fix, repeat the relevant automated checks and human, task-based evaluation. Revisit other flows that use changed shared code, and involve disabled participants when usability questions remain. A tool’s output is evidence for triage; it does not replace evaluation by people who understand disability-related use of the web.

Build repeatable checks into design review, code review, content publishing, and regression work so that new changes do not reintroduce known barriers. A one-time scan or audit cannot establish that an application will remain accessible as its code, content, and dependencies change.

Capture visual evidence without mistaking it for an accessibility test

For visual review or defect tracking, a screenshot can document what a page looked like in a particular state. It cannot, by itself, reveal whether a control is exposed correctly to assistive technology or whether a person can complete a task. Capture it as supporting evidence alongside interaction checks and human evaluation, not as a substitute for either.

Or skip the browser setup

ScreenshotNeo is a website screenshot API and MCP server; it can capture a visual artifact for a review record, but it does not determine WCAG conformance. One GET request can return an image or PDF. See the ScreenshotNeo documentation.

curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://example.com -o shot.webp

ScreenshotNeo accepts cookie or consent banners and removes more than 60 known consent platforms, newsletter popups, and chat widgets before capture; each of those steps can be turned off. Bot checks or CAPTCHAs, blank pages, timeouts, failed loads, and cache hits are not billed, and responses indicate the page verdict and billing status in headers. Its MCP server offers take_screenshot, get_page_info, and capture_pdf for AI agents and MCP clients. The free plan includes 1,000 screenshots per month with no card; paid plans start at $5 for 3,000 shots. These capture features do not replace accessibility evaluation.
