How to Handle VPNs, Proxies, and Mobile IPs in Geolocation

VPNs and mobile networks can make an IP location differ from a person’s actual location. Learn how to interpret the result and avoid false precision.

When someone connects through a VPN or proxy, an IP geolocation service generally locates the server or network address visible to it—not the person. Mobile networks add further uncertainty: an address may be shared across many devices, cover a wide area, and change over time. Treat IP geolocation as an estimate, show only the precision the data supports, and use another suitable signal when a decision needs greater certainty.

What IP geolocation actually locates

An IP address is not a permanent marker for a person, home, or device. Geolocation providers estimate a geographic area associated with an address using information such as network allocations and their own data. The result can change as addresses are reassigned, network configurations shift, or provider records are updated.

Cloudflare’s documentation describes the limitation plainly: “IP geolocation is an estimate, not an exact science.” The address a service observes may indicate a network’s approximate location without establishing where its user is physically located. See Cloudflare’s IP geolocation documentation.

How VPNs and proxies affect the result

VPNs

A VPN usually routes traffic through an exit server. A website that geolocates the connection sees the exit server’s public IP address, so its result will commonly correspond to the VPN network’s location rather than the user’s actual location. The apparent location can therefore differ from the user’s country or city.

Proxies and anonymizer detection

A proxy can likewise make a remote server’s address visible to the destination. Some geolocation services also flag addresses associated with proxies, VPNs, or other anonymizing infrastructure. Such a flag is evidence about the network path; it does not reveal the user’s hidden IP address or recover their physical location. MaxMind describes its anonymizer and proxy data at its proxy-detection documentation.

Why a phone’s IP can point to another city

Mobile carriers may route traffic through gateways far from a phone, assign addresses with broad geographic footprints, and use carrier-grade network address translation (CGNAT) to share public addresses among multiple devices. Addresses can also rotate. As a result, a phone’s visible IP may map to a different city—or only to a wider region—and the mapping may not identify the phone’s current physical position. Cloudflare notes these mobile-network limitations in its IP geolocation documentation.

How much accuracy should you expect?

Published accuracy figures depend on the provider, geography, and level of detail. MaxMind’s support documentation gives estimates for its GeoIP products and warns that accuracy varies; these are provider estimates, not universal or independently established benchmarks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Geographic level MaxMind’s stated estimate Qualification
Country 99.8% Estimate for MaxMind GeoIP products; publication year is not stated on the support page, and accuracy varies.
U.S. state or region About 80% Estimate for the United States; publication year is not stated on the support page, and accuracy varies.
U.S. city within 50 km 66% Estimate for the United States; publication year is not stated on the support page, and accuracy varies.

These figures come from MaxMind’s geolocation accuracy page. They should not be read as a guarantee for a particular address, mobile carrier, VPN, or other provider. MaxMind also gives 100 km as an example accuracy radius in its IP geolocation data documentation; that is an illustration, not a general performance figure.

How to present a location responsibly

  • Distinguish the network from the person. Label the result as the approximate location associated with the observed IP, not the user’s confirmed location.
  • Match detail to evidence. If city-level data is missing, broad, or low-confidence, return a country or region instead of displaying a precise-looking city or point.
  • Keep uncertainty visible. When a provider supplies an accuracy radius or confidence value, preserve it. A coordinate with a radius describes a likely area, not an exact pin for a person or household.
  • Interpret anonymizer flags narrowly. Use them to understand the apparent network connection, not as a method for identifying the user’s origin.
  • Use additional signals only when appropriate. For a need that requires greater precision, a first-party signal such as GPS may help, but it should be used with user consent and in line with applicable privacy requirements.

Choosing a geolocation provider or dataset

There is no universal winner established by the available provider documentation. Compare options against the network types and decisions relevant to your application rather than relying on a single headline accuracy figure.

  • Coverage: Check the geographies and network types that matter, including mobile, VPN, proxy, and hosting networks.
  • Granularity and accuracy: Review country-, region-, and city-level performance claims, including how each provider defines accuracy.
  • Uncertainty fields: Find out whether results include an accuracy radius or confidence information and whether your application can retain and display it.
  • Network classification: Determine what VPN, proxy, anonymizer, and hosting detection is available, and what each flag does—and does not—mean.
  • Updates and corrections: Check the provider’s update cadence and how it handles reports that an address range is mapped incorrectly.
  • Operational fit: Assess licensing, privacy practices, and whether the data is suitable for the consequence of the decision you intend to make.

When to use another signal

IP geolocation alone is not suitable for high-precision decisions or decisions with significant compliance consequences. First establish the certainty the use case requires. If the IP result cannot support that level, do not turn it into a definitive location; consider an appropriately consented first-party signal or another verification method, and account for the applicable privacy requirements. Cloudflare’s documentation also cautions against using IP geolocation alone for high-precision decisions.

What to do when an IP location seems wrong

  1. Check what address is being located. Confirm whether the service sees a VPN exit, proxy, mobile carrier gateway, or another intermediary rather than a direct residential connection.
  2. Review the provider’s uncertainty data. Check the reported precision, radius, or confidence, if available. A broad or uncertain result may explain why the displayed city does not match.
  3. Verify the relevant network range. If you are responsible for the address or application, check the allocation and provider records before requesting a correction.
  4. Expect the mapping to change. This is especially important for mobile and CGNAT networks, where addresses may be shared or rotated; a correction to one observed mapping may not remain applicable.
  5. Reduce displayed precision if needed. If the data does not support the city, fall back to a broader region or country rather than presenting a false level of certainty.
