Whether the client owes the charge depends on the agreed terms and the circumstances—not on a universal industry rule. Keep travel time separate from travel expenses, explain the calculation calmly, and agree on a written policy before the next trip.
Check what you agreed before responding
Gather the signed contract, approved proposal or work order, relevant emails, trip record and invoice. Look for the exact terms covering:
As an Amazon Associate I earn from qualifying purchases.
- Whether travel time is billable and at what rate.
- What counts as travel time, including where the clock starts and stops and whether work performed en route is treated differently.
- Any minimums, caps, exclusions or approval requirements.
- Which expenses are reimbursable and whether they need advance approval.
Compare those terms with the specific trip and the line items you billed. If the written agreement is silent or unclear about travel time, say so; do not present an uncertain clause as a definite promise to pay. For U.S. federal acquisition costs, FAR 31.205-33 addresses the adequacy of consultant agreements, including service descriptions, estimated time, compensation rates and termination provisions, and calls for supporting invoice detail. It governs its defined federal-contract context, not every private consulting engagement.
Separate time charges from travel expenses
Travel hours are compensation for time; mileage, fares, parking and lodging are out-of-pocket expenses. List them separately so the client can see what each amount covers. For time, show the date, destination, hours, start-and-stop basis and rate. For expenses, identify each item and attach available receipts, tickets or mileage records.

The UK Department for Work and Pensions’ contractor guidance says necessary and reasonable business travel and accommodation costs are reimbursable when agreed in the contractual terms. Its policy also calls for prior agreement and supporting evidence such as receipts or tickets. Those requirements apply to DWP engagements, not to all client relationships; they illustrate why advance approval and documentation matter. See the DWP commercial travel and expenses policy, published 13 September 2024. Its stated expense rates apply from 9 May 2024 and may change.
Respond with facts and invite a specific objection
A useful reply acknowledges the surprise without conceding a point the agreement does not settle. For example:

“I understand the travel line was unexpected. I’ve separated the travel time from the expenses below and included how I calculated each. The work order says [quote the relevant wording], and [approval or record] covers this trip. Could you let me know whether your concern is the approval, the hours, the rate or a particular expense?”

Attach or quote the actual wording and records rather than relying on a general claim about what consultants usually charge. If there is no clear term or approval for travel time, acknowledge that plainly and discuss a practical resolution instead of asserting that the client is unquestionably liable.

Choose a travel-pricing approach for future work
There is no single established rate or model that fits every engagement. Choose terms that fit the service and explain them before travel begins.
| Approach | Client predictability | Provider trade-off | Terms to define |
|---|---|---|---|
| Full hourly rate | Lower if the trip is long or variable. | Compensates time that may displace other work; the charge can be substantial. | Billable hours, rate, clock boundaries, approvals and any cap. |
| Reduced hourly rate | Moderate; depends on trip length. | Shares the cost of transit time but pays less than the full service rate. | Exact rate or percentage and when it applies. |
| Flat trip fee | Higher when the fee and covered trip are clear in advance. | Simplifies calculation, but may not match unusually long or short journeys. | Distance or travel period covered and how expenses are handled. |
| No separate travel-time charge | High for the time portion. | Travel is absorbed into a service rate, day rate or retainer; expenses may still be reimbursable. | Whether local travel is included and which expenses remain billable. |
These models are described in Zeitio’s commercial guidance; it is not a representative survey of market practice. A consultant policy filed with the U.S. Securities and Exchange Commission states, “Travel time will be paid at 50% of the hourly rate.” That is an example of one organization’s contract, not evidence that 50% is customary or legally required; see the Ocuphire consultant travel policy. Likewise, Talan’s published policy uses company-specific conditions that vary by geography, distance and business hours; its thresholds should not be assumed to govern another engagement.

Resolve the current invoice proportionately
Once you know what the documents say, choose a response that matches the facts:
- If the terms and approval are clear: Point to the relevant language, provide the trip calculation and records, and ask the client to identify any remaining disputed item.
- If a calculation or record is wrong: Correct it and issue a revised invoice or credit as appropriate.
- If disclosure or approval was unclear: Consider a one-time reduction or waiver to preserve the relationship, while making clear that future travel will follow a written rule agreed in advance.
Record any resolution and any revised terms in writing. These are practical communication steps, not a legal procedure or a guarantee that a client must pay in every case.

Put the rule in writing before another trip
Add a travel clause to the engagement terms or approved work order. State whether travel time is billable, the rate or fee, any minimum or cap, whether ordinary commuting is excluded, where the clock starts and stops, and how work performed en route is treated. List reimbursable expense categories, approval limits and the records required. If useful, offer remote attendance as an alternative to an on-site visit. Ask the client to approve the trip and its charging basis before you book or travel.
Keep the agreement, approval, time entries and receipts together with the invoice. Clear terms and a transparent breakdown make later objections easier to resolve without relying on assumptions about industry norms.
