In CONTROL Resonant, you can get Reset Items from vendors or as a drop from The Artist, the first Resonant boss. To respec, go to the Gap, interact with the mural on your left as you enter, select “Reset All,” then hold Square or X. GamesRadar reports that one Reset Item lets you choose all your powers again.
How to get Reset Items
Buy them from vendors
Remedy’s official Hotfix 1.3.3 notes say the update permanently reduced respec costs and increased Reset Item stock across all vendors. The notes do not list which vendors carry the items, their prices, or how many each vendor stocks, so check vendors in your game for availability.
