How to Get Hurricane Alerts When Cell Service or Internet Is Down

A battery-powered NOAA Weather Radio is the key alert channel when cell service and internet are down. Learn how to add backup options and test reception.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

In the U.S., a battery-powered NOAA Weather Radio All Hazards receiver is the strongest alert option when both cell service and internet are unavailable. Add local broadcast radio as a backup, and leave Wireless Emergency Alerts enabled on your phone as an extra path if a nearby cell tower is still broadcasting. No channel guarantees delivery: reception, power and local infrastructure all matter.

Which hurricane alert channels work without internet?

NOAA Weather Radio All Hazards (NWR) broadcasts continuously from National Weather Service (NWS) offices. It uses dedicated VHF frequencies, so an ordinary AM/FM-only radio generally cannot receive it. A compatible receiver can provide watches, warnings, forecasts and other hazard information; models with SAME support can be set to alert for selected areas. NWS: NOAA Weather Radio

NWR does not need your home internet connection or a cell tower, but it does need a powered receiver and a usable local signal. NOAA’s network has more than 1,000 transmitters and is estimated to cover approximately 97% of the U.S. population, according to the NWS Lincoln, Illinois office. That network-level estimate is not a guarantee of reception at a particular home. Distance, terrain, receiver quality and placement affect the signal; transmitters can also be degraded or out of service. NWS Lincoln: NOAA Weather Radio coverage

Local broadcast radio is another useful source for official information and instructions, provided the station is operating and your radio has power. It is a backup, not a guaranteed survivor of every outage.

How do phone alerts and apps behave during an outage?

Wireless Emergency Alerts (WEA)

WEA sends geographically targeted, one-way alerts to compatible phones within range of broadcasting cell towers. FEMA says no subscription is required, and WEA is not affected by network congestion. Those benefits do not mean it will work if the local tower or cellular broadcast is unavailable. Keep WEA enabled as a complementary alert path, not your offline plan. FEMA: Wireless Emergency Alerts

FEMA app

The FEMA app can provide real-time NWS alerts for up to five selected locations nationwide, along with preparedness and shelter information. Live app updates require internet access, so the app is not an offline substitute for radio. FEMA: Mobile Products

Local alert programs and EAS

Local emergency-management offices may offer community-specific alerts. Ask what programs are available in your area and how they deliver messages; their reach depends on the local system and functioning communications pathways. FEMA’s Integrated Public Alert and Warning System can also distribute alerts through the Emergency Alert System (EAS) to broadcast and other communication channels. To hear a broadcast alert, however, you still need a functioning station and a powered receiver. FEMA: Integrated Public Alert and Warning System

How to prepare a NOAA Weather Radio before a storm

  1. Find the local NWS broadcast. Use the NWS information for your county or area to identify the transmitter and frequency. Check the NWS NOAA Weather Radio page for station information.
  2. Choose a receiver with battery power or backup. If you want alerts for particular locations, look for SAME support, confirm the model’s features, and program it using the manufacturer’s directions and local NWS county-code information.
  3. Test it where you will use it. Turn it on in the intended room and position the antenna as directed. Confirm that the signal is clear and that alert functions operate. A signal at one spot in your home does not establish reception elsewhere.
  4. Plan for power. Keep spare batteries or a charging method for devices that need them, including phones and radios. FEMA’s hurricane preparedness guidance recommends backup ways to power devices during outages. Ready.gov: Hurricanes
  5. Check local arrangements. Before hurricane conditions, review evacuation zones, official communication channels and any local alert enrollment options with your emergency-management office. Do not assume a text or app notice can reach you when networks are down.
  6. Keep a second radio path available. A battery-powered local broadcast radio can complement NWR, but it also depends on a working station, a usable signal and power.

What a hurricane watch or warning means

FEMA’s hurricane guide defines a tropical storm or hurricane watch as conditions that are possible within 48 hours. A warning means the storm is expected within 36 hours. During a warning, complete preparations; if local officials direct you to evacuate, leave the threatened area immediately. Follow official local instructions rather than waiting for every alert channel to confirm the same message. Ready.gov: Hurricanes

Build redundancy, not a promise of delivery

For outages affecting both cell service and internet, keep a battery-powered NOAA Weather Radio as the main alert channel, with local broadcast radio as a second option. WEA may still reach your phone if a nearby tower is broadcasting, but a phone app’s live updates need internet. Test radio reception in advance and monitor local officials for instructions; every path depends on equipment and infrastructure that can fail.
