How to Get an MMSI Number for Your Boat

An MMSI must be assigned by the right authority for your boat and operating area. Learn when to use a U.S. private provider, the FCC, or Canada’s ISED process.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To get a Maritime Mobile Service Identity (MMSI), apply through the authority or registration provider appropriate to your boat’s flag or registration and where you plan to operate. In the United States, qualifying recreational boats used only domestically may be eligible for a designated private provider; international operation or compulsory licensing requires an FCC ship station licence. In Canada, eligible owners apply to Innovation, Science and Economic Development Canada (ISED). Never choose or program a number yourself.

What an MMSI is—and why you need an assigned number

An MMSI is a nine-digit identity assigned to a vessel and programmed into digital maritime radio equipment, including radios with Digital Selective Calling (DSC). It lets compatible equipment identify a vessel in digital communications. The number is tied to the vessel record and associated contact details, so accurate registration matters in an emergency.

As an Amazon Associate I earn from qualifying purchases.

An MMSI is not the same as a Maritime Identity (MI). ISED distinguishes a vessel MMSI from an MI, which identifies a person using a portable maritime radio across different watercraft. If you use a portable radio on multiple boats, check whether you need an MI rather than assigning a vessel identity to yourself.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not self-assign an MMSI. The FCC says boaters must obtain one from the appropriate source before using a DSC radio, covered AIS transponder, or INMARSAT ship earth station. Buying or installing equipment does not assign the number.

That means the application should come before you rely on the relevant digital features. You may buy or install a DSC-capable marine VHF radio, but equipment ownership and MMSI assignment are separate steps. A radio purchase does not register your boat, create an emergency contact record, or make a number valid. Not every boater needs to buy new equipment; the point is to use the correct assigned identity if you have equipment that requires one.

Choose the application route for your boat

The boat’s flag or registration, operating area, and radio-licensing status determine the route. These options are not interchangeable: a private-provider registration for a qualifying domestic U.S. boat is not a substitute for an FCC-issued MMSI when international operation requires one.

Situation Where to apply What to check
Qualifying U.S. recreational boat used domestically An FCC-designated private registration provider, if the boat meets that provider’s current criteria. Provider eligibility; recreational use; whether the boat is exempt from compulsory radio licensing; and whether it will visit or communicate with foreign ports.
U.S. boat traveling internationally, communicating with foreign ports, or subject to compulsory licensing FCC ship station licence application, which includes an FCC-issued MMSI. Whether the boat’s operation or legal status requires an FCC licence. FCC guidance identifies this route for voluntary vessels sailing internationally and all compulsory vessels.
Canadian-owned or Canadian-registered boat ISED MMSI application. Whether the boat will leave Canadian waters; if so, a radio licence is also required.

These routes address the United States and Canada. If your boat is registered under another flag, contact that flag state’s maritime radio authority. Do not choose a provider solely because it offers an online form: first confirm that its number will be valid for your boat and intended waters.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Think of the choice as a sequence of questions, not a choice between whichever application looks simplest. First identify the boat’s flag or registration. Then decide whether it will stay in domestic waters or go abroad, including whether it will communicate with foreign ports. Finally, check whether the vessel falls under compulsory radio licensing. The answers determine whether a private domestic registration route is available or an agency ship station licence is required.

A vessel identity also differs from a personal portable-radio identity. If the radio is assigned to a particular vessel, the MMSI route is generally the relevant question. If you carry a portable radio from boat to boat, ISED’s distinction between a vessel MMSI and a user’s MI matters. Do not try to resolve uncertainty by borrowing another boat’s number or selecting one yourself; ask the issuing authority which identity fits the equipment and use.

United States: private provider or FCC licence?

For eligible domestic recreational boats

BoatUS describes a private registration route for certain recreational vessels. Its published criteria include recreational-only use, a boat under 65 feet, no legal requirement to carry a radio, no requirement to hold an FCC ship station licence, and no travel to or communication with foreign ports. These are BoatUS’s stated conditions, not a universal definition of eligibility for every private provider. Check the provider’s current requirements before applying.

The under-65-foot condition is one element of BoatUS’s own published criteria; it is not a general MMSI rule for all providers or boats. Likewise, being recreational does not by itself establish eligibility. A vessel that is required to hold a ship station licence, or that will travel to or communicate with foreign ports, should not assume that a domestic private-provider registration is enough.

If your plans change and the boat will travel internationally or communicate with foreign ports, the BoatUS guidance says to obtain an FCC ship station licence and FCC MMSI instead. The FCC’s 2025 guidance likewise identifies an FCC-issued MMSI as required for international travel.

When an FCC ship station licence is required

The FCC’s route is the one to use for voluntary U.S. vessels sailing internationally and for vessels subject to compulsory licensing. The ship station licence includes the MMSI. The FCC public notice points applicants to the Universal Licensing System (ULS) for the application process.

Use the FCC’s current ULS instructions to file; do not rely on an old fee or processing estimate. The available FCC guidance establishes the application route but does not establish a current fee, a turnaround time, or a complete step-by-step online workflow. The FCC also says an existing FCC-issued MMSI may be requested for continued use when a new owner files an FCC application; confirm the requirements for your specific transfer.

In practical terms, confirm which route applies before you submit anything. If the boat is a qualifying recreational vessel that will remain domestic and does not need a ship station licence, check the current eligibility details of the private provider you intend to use. If the boat will sail internationally, communicate with a foreign port, or is in a compulsory licensing category, follow the FCC ship station licence route instead. The route is determined by operation and legal status, not just the type of radio installed.

The FCC’s guidance points to ULS as the application system, but does not establish a reliable fee amount, processing-time promise, or complete click-by-click application walkthrough. Check the FCC’s current instructions at filing time. If a webpage or old guide quotes a fee or timeline, verify it against current FCC guidance rather than treating it as settled.

Canada: apply through ISED

Confirm whether you also need a radio licence

ISED says owners of Canadian-owned or Canadian-registered boats may apply for an MMSI. A radio licence is not required to apply if the boat will remain in Canadian waters. If it will leave Canadian waters, apply for a radio licence as well. ISED states that an MMSI application has no fee; this Canadian rule should not be assumed to apply to U.S. providers or other jurisdictions.

This is an important distinction: the MMSI application and radio licence are related, but they are not the same requirement. A boat staying in Canadian waters can apply for the MMSI without first having a radio licence. A boat that will leave Canadian waters needs a radio licence too. Indicate the radio’s licensing status accurately on the application rather than selecting an answer simply to make the form proceed.

Submit the correct application and information

For a ship station with VHF/DSC equipment only, ISED directs applicants to Form AB. The form asks whether the radio is licensed or not licensed, along with applicant and vessel details, emergency contacts, and radio equipment information. Complete the form with current details so the assigned identity is linked to reliable vessel and contact records.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Open ISED’s MMSI application information and select the Form AB route for a ship station with VHF/DSC only.
  2. Indicate whether the radio is licensed or not licensed, as applicable.
  3. Provide the applicant and vessel information, emergency contact details, and radio equipment information requested by the form.
  4. Submit the application and wait for review. ISED says the process is manually reviewed and may take up to 15 business days; that is an upper estimate, not a guaranteed assignment date.
  5. After receiving the MMSI, enter the assigned number into the relevant radio equipment according to its instructions, and verify the programmed number before relying on DSC.

Before submitting, check that the boat details, applicant information, emergency contacts, and equipment details are current and consistent. The application is manually reviewed, so allow for the stated processing estimate rather than assuming the number will be assigned immediately. ISED’s “up to 15 business days” is an upper estimate, not a guaranteed completion date or a promise that every application will take that long.

If your installation includes equipment beyond a ship station with VHF/DSC only, do not assume Form AB is the right selection based on this description alone. Use ISED’s current application information to identify the applicable form and instructions for your equipment. ISED’s guidance specifically identifies Form AB for VHF/DSC-only ship stations.

One vessel, multiple radios, or a portable radio?

ISED says the same MMSI may be used for all radios on one vessel. A lifeboat or other craft associated with a parent ship needs its own MMSI if it has its own radio; the parent ship must already have an MMSI. A person who carries a portable radio among different watercraft may need an MI instead of a vessel MMSI.

So, multiple radios installed on one boat do not automatically mean you need a separate vessel MMSI for each radio in Canada. In contrast, a lifeboat or other associated craft with its own radio has its own identity requirement, and ISED says the parent ship must already have an MMSI. If the equipment is portable and follows a person between watercraft, ask about an MI rather than attaching a single vessel identity to different boats.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Buying or taking over a boat with a radio

Do not assume that the previous owner’s MMSI can simply be kept, or that the process is identical in every country. First establish who issued the number—an FCC authority or a private registration agent—and confirm the required ownership and contact update before using the transferred equipment.

This check matters even when the radio is already programmed. A number left in the equipment may still be associated with the former owner’s registration or emergency contacts. Verify the number and the official record, and complete the relevant transfer or registration step before relying on the equipment. The correct procedure depends on who issued the number and which jurisdiction’s rules apply.

Canadian vessel transfers

ISED’s procedure says that when a Canadian vessel is sold with radio equipment and an MMSI, the MMSI should remain with the vessel and the contact information should be updated. It also says a newly registered or newly owned vessel in Canada must submit a new MMSI request. Follow ISED’s instructions for the specific ownership change rather than treating the prior owner’s contact record as current.

These instructions make it especially important to distinguish a transfer of a vessel with its radio and MMSI from a newly registered or newly owned vessel. Do not assume that the prior owner’s details can simply remain on file. Check ISED’s procedure for the exact ownership situation and update the contact information as directed.

U.S. private-provider and FCC-issued numbers

The FCC’s public notice says a new owner of a boat with a privately issued MMSI must re-register that number and updated emergency contact information with a private registration agent. For an FCC-issued MMSI, the notice describes requesting continued use when filing the new owner’s FCC application. Confirm the issuing authority and its transfer procedure before programming or using the number.

For a privately issued number, the new owner’s next step is not simply to keep the prior owner’s profile. The FCC notice says the new owner must re-register the number and updated emergency contact information with a private registration agent. For an FCC-issued number, continued use may be requested in the new owner’s FCC application. Because the two procedures differ, identify the number’s source before acting.

Before you apply: a practical checklist

  • Identify the boat’s flag or registration jurisdiction.
  • Decide whether the boat will remain domestic or visit, operate in, or communicate with foreign ports.
  • Check whether the boat is subject to compulsory radio licensing.
  • Confirm whether you need a vessel MMSI or an MI for a portable-radio user.
  • Gather accurate vessel, radio, applicant, and emergency-contact details required by the relevant application.
  • If buying a used boat, identify the number’s issuing authority and complete the required ownership or contact update.
  • Program only the number officially assigned or confirmed for the boat; do not invent one.

A useful final check is to match the application to the intended use, not just the boat’s current location. A boat that is domestic today but planned for international travel later may need a different route. Similarly, if you add or change equipment, confirm that the MMSI and registration still match the vessel and the equipment rules. Consult the issuing agency or provider when a change makes the original application assumptions uncertain.

Common mistakes to avoid

  • Choosing a number yourself: The FCC says self-assigning an MMSI is prohibited. Apply through the correct authority or provider and wait for assignment.
  • Treating every U.S. boat the same: Private-provider eligibility is limited. BoatUS’s criteria are provider-specific, and international operation or compulsory licensing points to the FCC route.
  • Assuming “domestic” means only where the boat is today: Intended travel and communications matter. Review your plans for foreign ports before choosing a route.
  • Confusing a radio licence with an MMSI application: In Canada, the MMSI application is free, but a radio licence is required if the boat leaves Canadian waters.
  • Using an old owner’s record: A programmed number does not prove the official identity and contact record is current. Follow the issuer’s transfer procedure.
  • Applying for a vessel identity when the radio is portable: A portable radio used across different watercraft may call for an MI rather than a vessel MMSI.
  • Assuming buying equipment solves registration: A DSC-capable marine VHF radio may be relevant equipment, but purchasing it does not assign an MMSI.

Frequently Asked Questions

Can I assign an MMSI number to my boat myself?

No. The FCC says self-assigning an MMSI is prohibited. Obtain an assigned number from the authority or registration provider that applies to your boat and intended operation before using equipment that requires an MMSI.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do I need an MMSI if my boat has a DSC radio?

The FCC says boaters must obtain an MMSI from the appropriate source before using a DSC radio. Its guidance also addresses covered AIS transponders and INMARSAT ship earth stations. The correct source depends on the boat’s flag or registration, operating area, and licensing status.

Can I use a private-provider MMSI when traveling internationally?

For international operation, follow the FCC ship station licence route where applicable. FCC guidance identifies an FCC-issued MMSI as required for international travel, and BoatUS says foreign travel or foreign-port communications require an FCC ship station licence and FCC MMSI rather than its domestic private-provider route.

How much does an MMSI cost, and how long does it take?

ISED says its Canadian MMSI application has no fee and may take up to 15 business days for manual review; that is an estimate, not a guaranteed turnaround. The FCC’s available guidance does not establish a current application fee or processing time, so check current FCC instructions rather than relying on an outdated amount or timeline.

Can I use one MMSI for multiple radios on my boat?

ISED says the same MMSI may be used for all radios on one vessel. A lifeboat or other associated craft with its own radio needs its own MMSI, and the parent ship must already have an MMSI. Rules and procedures should be confirmed with the applicable issuing authority.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What should I do if I buy a used boat with a programmed MMSI?

First identify who issued the number. ISED says the MMSI should remain with a Canadian vessel sold with radio equipment, with contact information updated, while its procedure also says a newly registered or newly owned Canadian vessel must submit a new request. In the United States, a new owner must re-register a privately issued MMSI with the private agent; continued use of an FCC-issued MMSI may be requested in the new owner’s FCC application. Verify the procedure for your specific case before relying on the number.

Is an MMSI the same as an MI?

No. An MMSI identifies a vessel. ISED describes an MI as an identity for a person using a portable maritime radio across different watercraft. If you carry a portable radio between boats, check whether you need an MI instead of a vessel MMSI.

Do I have to buy a new marine radio to get an MMSI?

No. Not every applicant needs to buy a radio. A DSC-capable marine VHF radio is relevant equipment if you do not have compatible equipment, but buying one does not assign an MMSI; apply through the correct authority or provider.

The Bottom Line

Choose the MMSI route based on your boat’s registration, planned waters, and licensing status—not convenience. Qualifying domestic U.S. recreational boats may use an eligible private provider; international U.S. operation or compulsory licensing calls for the FCC ship station licence process. Canadian owners apply through ISED and need a radio licence if leaving Canadian waters. Never self-assign a number, and update the official record when ownership or contact details change.
