To get a Montenegrin IP address, connect to a VPN provider’s Montenegro location, then check the public IP and the country an IP lookup reports. A Montenegro label in a VPN app does not always mean its server is physically in Montenegro: PIA says its Podgorica location routes through Belgrade, while ExpressVPN says its Montenegro location routes through the Netherlands.
What a Montenegro VPN location does—and does not—change
A VPN sends your internet traffic through a provider’s network and presents a VPN-assigned public IP to websites while you are connected. Choosing Montenegro aims to give you an IP that services identify as Montenegrin.

That is different from changing your device’s GPS location or proving that you live in Montenegro. A website may also consider account details, its own rules, or other location signals. A Montenegro IP alone does not guarantee access to a particular bank, government portal, or streaming service.
VPN providers that list Montenegro
These provider pages or support materials list a Montenegro location. Availability, routing, and plan access can change, so check the provider’s current app and eligibility details before subscribing.

| Provider | What its documentation establishes | Physical routing information |
|---|---|---|
| Proton VPN | Its Montenegro page explains how to connect. Its provider-published inventory showed one city and four servers when accessed in 2026; the count may change. | The reviewed pages do not establish whether the endpoints are physically in Montenegro. |
| Private Internet Access (PIA) | Its app location list includes Montenegro. | PIA identifies Podgorica as a virtual location routed through Belgrade, Serbia. |
| NordVPN | Its server list includes Montenegro. | The reviewed listing does not establish the physical server location or detailed city inventory. |
| ExpressVPN | Its Montenegro page describes selecting the location in the app. | ExpressVPN says Montenegro is a virtual location routed through the Netherlands. |
Compare providers by whether Montenegro is currently available in the app, whether the location is virtual, supported devices, privacy documentation, and plan eligibility. The cited material does not provide consistent independent speed tests or verified comparisons of plans, nor does it establish that a provider works with any particular destination service.
How to connect and verify the IP
- Check availability and plan access. Confirm that Montenegro appears in the provider’s current location list and that your chosen plan can use it.
- Install the official app. Download the VPN provider’s application for your device and sign in. Proton VPN’s guide lists apps for common desktop and mobile platforms.
- Select Montenegro and connect. In the app’s location list, choose Montenegro and start the connection. Proton VPN says its app can select the fastest Montenegro server or let you choose from its server list.
- Check the result. Visit an IP-checking service and confirm that it reports an IP address and country consistent with Montenegro. The country label in the VPN app is not enough on its own.
- Troubleshoot a mismatch. Disconnect and reconnect, try another Montenegro endpoint if one is available, and check again. If the lookup still reports another country, ask the provider about that endpoint.
If a particular site remains unavailable after connecting, do not assume the VPN has failed or that a Montenegrin IP should guarantee access. The destination may apply its own rules, account requirements, IP-reputation checks, or non-IP location signals; the cited provider pages do not establish access to specific services.

Virtual location versus a server physically in Montenegro
A virtual VPN location can offer an IP associated with one country while routing traffic through equipment in another. PIA maps Montenegro (Podgorica) to Belgrade, Serbia; ExpressVPN says its Montenegro location routes via the Netherlands. For websites that identify the IP’s country, the advertised location may be the relevant detail. If you specifically need the server hardware to be in Montenegro, confirm that with the provider rather than inferring it from the country name in the app.
Consumer VPNs are not organization VPNs
A commercial VPN location selector is intended to route internet traffic through a chosen public exit location. By contrast, the City of Podgorica’s VPN User Guide, version 2.1, describes an organizational VPN for securely reaching resources on a private local network. That kind of work or organization connection is not a substitute for choosing a consumer VPN endpoint in Montenegro.
