To get a Libyan IP address, connect through a VPN provider that offers a server location in Libya. Proton VPN advertises Libya servers and provides an app-based connection process, but that availability is the provider’s claim—not an independently verified connection. IPinfo’s Libya page, meanwhile, displays no VPN providers with exit nodes there. Check the public IP you receive and whether your intended site accepts it before relying on the connection.
How to connect through a Libya VPN location
-
Choose a VPN provider that explicitly lists a Libya server location. Proton VPN advertises one; confirm the location is currently available before subscribing.

Open the app, select a Libya location or server, and connect.
-
Use an IP-location lookup to check the public IP’s apparent country, then try the particular website or service you need. A country label alone does not confirm that a destination will accept the connection.
These steps reflect Proton’s published instructions; no endpoint connection or destination-site test has been independently performed here. Proton VPN’s Libya server page

Why you should verify the IP and the site
There is a mismatch between the available provider and IP-intelligence information. Proton says it has servers in Libya and that connecting through one can make a user appear to access the internet from Libya. IPinfo’s Libya country page displays no VPN providers with exit nodes in the country. The available information does not explain the difference, so neither statement establishes what a connection will show at the time you use it. IPinfo’s Libya country page

A VPN routes your internet traffic through an exit server, changing the public IP address seen by many destinations. It does not change your physical location. Websites may use different IP-location databases, block VPN traffic, or apply their own account and regional rules. A Libya exit therefore does not guarantee access to a particular streaming catalog, bank, price, or online service.

Check the apparent country of the connected public IP after connecting.

Test the exact site or service you need, using its own terms and account requirements.

If either check fails, do not assume that changing devices or adding a router will create a Libya endpoint; the VPN service must supply the remote exit location.

What the available evidence says about VPN legality in Libya
The sources do not support an unqualified claim that VPN use is either always legal or prohibited in Libya. A UNECA Libya country profile says it found no provisions in Libya’s Telecommunications Law and Executive Regulations that prohibit or restrict VPN use. It also notes uncertainty about the reach of regulation over online services and content providers. Proton’s statement that VPN use is legal in Libya is a provider claim, not a legal ruling. A secondary English-language account of Libya’s Law No. 5 of 2022 discusses cybercrime provisions related to unauthorized access and certain software or encryption-related conduct. That account does not establish that ordinary VPN use is prohibited or settle whether a particular purpose or activity is lawful. A consumer VPN can route internet traffic through a provider’s exit server. An organizational VPN is commonly used to reach an employer’s or institution’s internal network. NISSA’s network-security policy describes remote access to internal resources and recommends controls such as strong authentication, routing traffic through the tunnel, and disallowing split tunneling in that organizational setting. Those are workplace-network controls, not universal requirements for a consumer VPN. NISSA network-security policy
