How to Generate and Maintain an HTML Sitemap for a Large Website

Build a human-friendly HTML sitemap from your site’s authoritative content inventory, then refresh and review it as pages are published, removed, renamed, or reorganized.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Generate an HTML sitemap from your website’s authoritative content inventory—usually its CMS or database—and render that inventory as a page of organized, descriptive links. Automate updates when content is published, removed, renamed, or reorganized. Keep this human-facing page separate from the XML sitemap files used to help search engines discover URLs.

What an HTML sitemap is—and what it is not

An HTML sitemap is a page on your site that helps people navigate to useful pages. It typically groups links by section or content type, using headings and ordinary links. It is best treated as a secondary index: a way to find content when the main navigation or search is not enough, not a replacement for either.

As an Amazon Associate I earn from qualifying purchases.

An XML sitemap is a machine-readable file intended to communicate URL information to search engines. The two formats have different audiences and requirements. Search.gov describes an HTML listing as an index page and distinguishes it from an XML sitemap used for indexing. Google’s sitemap guidance likewise concerns crawler-facing sitemap files, including their file formats and size limits. An HTML sitemap does not need to mimic XML syntax, and the XML limits do not define how many links an HTML page may contain.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A sitemap can help search engines discover URLs, but it does not guarantee that they will crawl or index them. A human-facing HTML index is primarily a navigation aid; do not publish one on the promise of better rankings or guaranteed indexing.

Choose the right source of truth before generating links

For a large site, a manually maintained list will drift as the site changes. Instead, derive the page from the system that knows which content is published and publicly accessible: commonly the CMS, database, or publishing platform. Google recommends automatic sitemap generation for sites with more than a few dozen URLs and says website software is the preferred way to generate a sitemap. That statement concerns sitemap generation guidance generally; for an HTML page, the practical lesson is to use the same authoritative inventory and render it for people.

Before building the page, define what counts as an entry. Include current pages that are useful to readers and intended to be publicly discoverable. Exclude drafts, private content, duplicates, and URL variants that do not represent distinct pages. Google advises using canonical URLs in its search-engine sitemap guidance; using the same principle as a consistency check helps prevent an HTML index from linking to several versions of what is effectively one page. Search.gov also advises reviewing URLs and including content intended to be searchable.

  • Published and accessible: Include content that a visitor can reach without internal credentials or a special preview state.
  • One preferred URL per page: Avoid listing alternate URL forms as separate destinations when they represent the same content.
  • Useful to a reader: Do not treat every crawlable URL as automatically deserving a place in the index.
  • Owned by a defined source: Identify which system supplies each section, especially if the site spans multiple platforms or legacy areas.

The last point matters on sites assembled over time. If different CMSs or legacy systems own different sections, reconcile their inventories and ownership before generation. Search.gov notes that multi-platform environments may need multiple sitemap sources for XML files; the same inventory coordination issue applies when assembling a human-facing index across systems.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Make the inclusion rules explicit before implementation. For each source, determine which records count as published, how the preferred URL is selected, and which section owns the page. This avoids relying on a generator’s default behavior, which may expose pages or URL forms that do not belong in a useful reader index. The governing question is not simply whether a URL exists, but whether it is current, public, distinct, and helpful to someone navigating the site.

Choose a generation approach that fits your site

There is no universal HTML sitemap product or layout established by the cited guidance. Choose an implementation based on whether it can read the current inventory, apply your inclusion rules, and refresh reliably as the site changes.

Approach Best fit What to verify Common trade-off
CMS-native output The CMS already exposes a suitable page or navigation feature. It includes only the intended published content, supports the hierarchy readers need, and refreshes after content changes. Convenient when it fits, but its inclusion and grouping controls may not match a complex site.
CMS plugin or extension The platform lacks suitable native output, but an extension can read its content inventory. Confirm that the extension generates an HTML page—not only an XML file—and test its rules for exclusions, hierarchy, and updates. Less custom development may be needed, but capabilities and maintenance depend on the specific extension and platform.
Custom generation Several systems feed the site, or the index needs specific grouping and inclusion rules. Define the authoritative inputs, URL selection, grouping, refresh triggers, and checks for broken or duplicate links. Provides control but makes your team responsible for keeping the integration and output reliable.

Google notes that many CMS platforms generate sitemaps or offer plugins, but that does not establish that any particular platform or extension produces a suitable HTML sitemap. Verify the output in your own system before relying on it. A tool that emits an XML file is not automatically a solution for a human-facing index.

Compare options against the same practical criteria: whether the output reflects the authoritative inventory, how much control you have over grouping and exclusions, whether it refreshes after publishing and deletion, the quality and accessibility of its links, and whether it works across all the site’s platforms. A native feature may be simplest if it meets those tests. A plugin is worth considering only after confirming the format and behavior you need. Custom generation may suit a mixed-platform site, but control comes with responsibility for input reconciliation, refreshes, and output checks. The research supports no universal product recommendation; select and test based on your own CMS and workflow.

Design a hierarchy people can scan

Start with the site’s actual information architecture and the tasks visitors come to complete. Group links under meaningful sections or content types rather than dumping a flat list of every URL. For example, a publisher might group pages under “Products,” “Support,” and “Company,” while a documentation site might group by product area and then by guide type. Those are examples, not prescribed categories: use labels that match your own site.

  • Use clear section headings that reflect recognizable parts of the site.
  • Use link text that identifies the destination; avoid relying on repeated labels such as “Read more.”
  • Place a page in the section where readers are most likely to expect it.
  • Keep the hierarchy shallow enough to scan, and split the index into linked section or category pages if one page becomes unwieldy.

The reviewed sources do not prescribe a universal HTML sitemap layout, maximum link count, required URL path, or requirement to link the page from the footer. Those are site-design decisions. Make the page easy to find through your own navigation where that helps visitors, but do not present a footer link or a specific path as a search-engine requirement.

Render the result as ordinary HTML with semantic headings and links. A simple structure can look like this:

<main>
  <h1>Site index</h1>
  <section aria-labelledby="guides-heading">
    <h2 id="guides-heading">Guides</h2>
    <ul>
      <li><a href="/guides/example/">Example guide</a></li>
    </ul>
  </section>
</main>

This is an illustrative HTML pattern, not a required sitemap standard. Generate its headings and links from your content data so that the markup reflects the current site rather than becoming another manually edited list.

If a single page becomes difficult to scan, divide it into linked sections or category pages according to reader needs. There is no Google-prescribed HTML link ceiling to apply. The 50,000-URL threshold discussed in XML sitemap guidance is a limit per XML sitemap file, not a design rule for a human-facing page. Splitting an HTML index is therefore an information-design decision: organize it so visitors can find the right section without turning the page into an undifferentiated list.

Build the sitemap from the publishing workflow

A reliable process separates content selection from rendering. First obtain the set of eligible pages; then group and display them. The implementation can be CMS-native, an extension, or custom code, but it needs an explicit answer for what happens when a page changes state.

  1. Inventory content. Pull published, publicly accessible pages from the CMS or other authoritative systems. Record the page’s preferred URL, title or display label, owning section, publication status, and any exclusion rules your site needs.
  2. Filter the inventory. Remove drafts, private pages, duplicates, alternate URL variants, and content that should not be surfaced. Apply the rules consistently rather than adding exceptions by hand to the rendered page.
  3. Assign groups. Map each included page to a meaningful section or content type. Decide how to handle pages without a clear category and pages that could reasonably belong in more than one place.
  4. Render the page. Output headings and descriptive links using accessible HTML. Ensure the generated URLs point to the intended live destinations.
  5. Refresh on content events. Rebuild or update the page when content is published, unpublished, renamed, moved, or reorganized. If your system does not support event-based refresh, schedule a refresh appropriate to your publishing cadence and include the sitemap in release checks.
  6. Validate the result. Check that links resolve, the hierarchy matches the live site, and no excluded or duplicate URLs have slipped in. Review the output after migrations and structural changes, not just routine publishing.

A sitemap generator should not assume that changing a page title changes its URL, or that removing a page means its old address immediately disappears. Check the actual destination and URL behavior during releases. If old addresses redirect, decide whether the sitemap should list the current destination rather than a redirecting address; the goal is a useful, current index rather than a record of every historical URL.

For sites whose content comes from several publishing systems, treat reconciliation as part of the build rather than a one-time migration task. Establish which system owns each section and how overlapping records are recognized, then check that the assembled output contains neither gaps nor duplicate entries. Search.gov’s note that multi-platform environments may need multiple XML sitemap sources highlights the same coordination challenge; the HTML index still needs a single coherent result for visitors.

Keep the HTML page current as the site changes

Maintenance is part of generation, not a separate cleanup project. Tie refreshes to the actions that change the inventory, and make periodic review a backstop for missed events or inconsistencies between systems.

Publish, unpublish, and delete

When a page is published, add it only if it meets the inclusion rules and has a final destination. When it is unpublished or removed, remove it from the index. If the URL redirects, inspect the redirect target and ensure the page’s listing does not send visitors through an unnecessary or broken path.

Rename, move, or recategorize

Update the display text when a title changes, and update the URL or group when the page is moved. A category reorganization should update both the page’s placement and any section headings that no longer describe the live site.

Run periodic link and hierarchy checks

Inspect the rendered page for broken, redirected, duplicate, or stale links. Confirm that its section structure still reflects the site and that publicly listed content remains appropriate to surface. Search.gov’s XML guidance calls for reviewing URLs and validating sitemap syntax; for an HTML index, translate that into link checks and navigation review rather than XML validation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Coordinate migrations and multiple platforms

When a migration or platform change moves content ownership, reconcile the old and new inventories before switching the generator. A site with multiple systems should make ownership of each section explicit, so a page is neither omitted during a transition nor listed twice because both systems still report it.

Use automated refreshes where your publishing workflow supports them, but keep a human review as a backstop. Publishing, removal, renaming, and reorganization are all inventory changes; a generator that handles only new pages can leave outdated destinations behind. At each release involving a structural change, check both the individual links and the organization of the page. This catches issues that a successful rebuild alone cannot establish, such as an outdated category label or a page appearing in the wrong section.

Keep XML sitemap requirements in their own workflow

If you also maintain XML sitemaps, manage them separately from the HTML index. Google’s current guidance, accessed in October 2026, says a single search-engine sitemap file must be no larger than 50 MB uncompressed or 50,000 URLs. Those are per-file limits for crawler-facing sitemap files, not a maximum size or link count for an HTML page. Larger XML inventories can be divided among multiple files, with a sitemap index used if appropriate.

For XML sitemap files, Google’s guidance calls for UTF-8, absolute URLs, and canonical URLs. Google recommends placing a sitemap at the site root where practical; the files can also be submitted through Search Console or referenced in robots.txt. Search.gov likewise recommends listing XML sitemap locations in robots.txt. These discovery steps concern the XML files. They do not establish that an HTML sitemap must be placed at a particular path or referenced from robots.txt.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Google also advises that XML lastmod values reflect significant updates rather than incidental changes. Do not update that value merely because an unrelated page element or the sitemap file itself changed. This is an XML maintenance detail, not a requirement for an HTML sitemap.

Keep this distinction clear in team documentation: the HTML page is organized for visitors, while XML files follow crawler-facing format, URL, and file-size guidance. Google recommends placing XML sitemap files at the site root where practical and supports submission through Search Console or declaration in robots.txt; these are ways to expose XML files to crawlers. They are not instructions for where the HTML index must live or how it must be linked for readers. A sitemap, in either format, remains a discovery aid rather than a guarantee of crawling or indexing.

Common problems and how to correct them

  • The page is a massive, flat URL dump. Group links according to the site’s real sections or reader tasks. If a single page is difficult to scan, divide it into linked categories based on usability rather than applying the XML file limit to HTML.
  • Links point to duplicate URL forms. Review the inventory and choose the preferred URL for each page. Use canonical-URL consistency as a check, while remembering that the HTML page is for people rather than a substitute for canonicalization.
  • Removed pages remain listed. Connect generation to unpublish and removal events, then add a recurring link review to catch gaps in the workflow.
  • A plugin creates XML but no useful index page. Confirm the output format and audience before adopting it. If it only creates crawler-facing files, use a different approach for the human-facing page.
  • Sections are missing after a migration. Reconcile content sources and ownership across platforms, then validate the rendered index against the live site structure.
  • The team expects sitemap publication to guarantee indexing. Set expectations correctly: a sitemap may help discovery, but it does not guarantee crawling or indexing.
  • The HTML page is treated as an XML sitemap limit problem. Do not use the XML 50 MB or 50,000-URL per-file cap as a maximum for HTML. If the index is unwieldy, split it for usability, not because that XML limit applies.
  • A generator is assumed to cover every platform. Confirm the inventory and ownership of legacy or separate CMS sections. A technically successful output may still omit content if a source was never connected.

Quality checklist before publishing

  • The page is generated from an identified authoritative inventory, not a growing hand-maintained list.
  • Only current, public, intended content is included, using one preferred destination per page.
  • Links are grouped with descriptive headings and labels that make sense to visitors.
  • Publish, unpublish, rename, move, and migration workflows refresh or review the output.
  • Broken, redirected, duplicate, and stale links are checked periodically.
  • The HTML index is not confused with the separately managed XML sitemap files.
  • No claim is made that the page guarantees crawling, indexing, or rankings.

Frequently Asked Questions

How do I create an HTML sitemap for a large website?

Start with the CMS, database, or publishing platform that holds the authoritative inventory of published, public content. Exclude drafts, private pages, duplicates, and alternate URL forms; assign the remaining pages to meaningful sections; then render descriptive links under clear headings. Verify the result against the live site. For a site using several platforms, reconcile their inventories and section ownership before combining them.

How do I keep an HTML sitemap up to date?

Connect its generation or refresh process to publishing events, including publish, unpublish, rename, move, and reorganization. If event-based updates are not available, refresh it on a schedule that suits the publishing cadence and include it in release checks. Periodically check for broken, redirected, duplicate, or stale links and confirm that the hierarchy still reflects the live site.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Should my HTML sitemap include every URL on my website?

No. Include current pages that are useful to readers and intended to be publicly surfaced. Exclude drafts, private content, duplicates, and URL variants that do not represent distinct pages. Use one preferred destination per page rather than turning the index into a list of every possible URL.

How many links can an HTML sitemap have?

The reviewed guidance establishes no universal maximum link count for an HTML sitemap. Google’s 50 MB uncompressed and 50,000-URL limits apply per crawler-facing XML sitemap file, not to an HTML page. If the HTML index becomes hard to scan, split it into linked sections or categories based on reader needs.

Does an HTML sitemap guarantee that search engines will index my pages?

No. A sitemap can help search engines discover URLs, but it does not guarantee crawling or indexing. An HTML sitemap’s primary purpose is helping people navigate. Manage any XML sitemap separately using the applicable crawler-facing requirements.

Do I need to put the HTML sitemap in the footer or at a specific URL?

The reviewed sources do not establish a required URL path or a search-engine requirement to link an HTML sitemap from the footer. Choose a location and navigation link that make the page findable for your visitors; do not present either choice as a crawler requirement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Bottom Line

Build the HTML sitemap from the system that knows what is currently published, organize it for people, and make content changes trigger refreshes or review. Keep the XML sitemap workflow separate: its format and file limits apply to crawler-facing files, and neither sitemap guarantees indexing.
