The dependable fix is to give HTTP compression one owner. In most WordPress installations, disable PHP zlib.output_compression, remove competing PHP output handlers, let either the web server or W3 Total Cache compress responses, purge every affected cache, and then verify that Content-Encoding matches the bytes delivered. Garbled HTML, file downloads, and pages that work only after a hard refresh are usually symptoms of two layers compressing the same response or changing its headers after compression.

What the conflict means
Compression is a delivery step, not a property of the original WordPress page. A request can pass through PHP, WordPress, W3 Total Cache, Apache or Nginx, a reverse proxy, and a CDN before the browser receives it. Any of those layers may compress HTML, CSS, JavaScript, JSON, or another text response. Trouble starts when more than one layer assumes it owns the same response, or when one layer rewrites headers without rewriting the body.

PHP’s zlib.output_compression is independent of W3 Total Cache. When enabled and the client advertises gzip or deflate, PHP can transparently compress output and add Content-Encoding and Vary: Accept-Encoding. W3 Total Cache can also create compressed cache files or enable browser-cache compression. Apache, Nginx, a hosting control panel, and a CDN may add another pass.
The browser must receive a truthful pair: the bytes must actually be encoded as declared by Content-Encoding. If a gzip header is attached to uncompressed bytes, or already-compressed bytes are compressed again while the header is left unchanged, browsers may show binary characters, download an HTML file, report a decoding error, or display a blank page.

Symptoms that point to an encoding mismatch
- The page source appears as unreadable binary data instead of HTML.
- An ordinary page downloads with a generic file name rather than rendering.
- Only cached pages are broken, while a logged-in view or a cache-bypass URL works.
- One browser works but another reports a content-decoding or decompression error.
- Developer tools show
Content-Encoding: gzip, yet the response body is not valid gzip data. - The problem began immediately after enabling compression in PHP, W3 Total Cache, the server, or a CDN.
These signs do not prove double compression by themselves; a corrupted cache, an incorrect MIME rule, or a proxy that altered headers can produce similar symptoms. Capture the response before changing settings so you can compare the failing and repaired states.
Step 1: Capture headers and the actual body
Use browser developer tools
- Open the affected page in a private window so an old browser cache is less likely to hide the problem.
- Open Developer Tools, select the Network panel, reload the page, and click the document request.
- Record the status code, response URL,
Content-Type,Content-Encoding,Vary,Content-Length, and anyContent-Dispositionheader. - Use the response or preview pane to determine whether the body is readable HTML, an error page, or binary-looking data. Save the response if the browser offers a “Save all as HAR” option.
Use curl from a shell
Replace the example address with the exact URL that fails. Request headers first:
curl -I https://example.com/
Then save headers and bytes separately:
curl -sS -D response-headers.txt -o response-body.bin https://example.com/
To ask explicitly for gzip, send an Accept-Encoding request header:
curl -sS -H 'Accept-Encoding: gzip' -D gzip-headers.txt -o gzip-body.bin https://example.com/
To test identity (no compression negotiation), use:
curl -sS -H 'Accept-Encoding: identity' -D identity-headers.txt -o identity-body.bin https://example.com/
Do not use curl --compressed for the first forensic capture if you need to inspect the encoded bytes; that option asks curl to decompress the response automatically. A valid gzip response should advertise Content-Encoding: gzip and contain gzip bytes. An identity response should omit that encoding (or explicitly identify no encoding) and contain readable text for an HTML endpoint. Both variants should normally include Vary: Accept-Encoding when the server negotiates different representations.
Step 2: Check the effective PHP configuration
Inspect the configuration used by the web request, not only the command-line PHP binary or a global php.ini. PHP-FPM, Apache’s module, and the CLI can load different files and values.

Values to check
zlib.output_compression: whether PHP transparently compresses output.zlib.output_handler: a zlib output handler that can perform compression or otherwise affect the output pipeline.output_handler: a general output handler that may transform data before it reaches the server.
Create a temporary, access-protected PHP diagnostics page containing phpinfo(), load it through the same domain and protocol as the failing request, and compare “Local Value” with “Master Value.” Remove the page immediately after checking it because it exposes server details. If shell access is available, php --ini shows the CLI configuration, but it does not prove that PHP-FPM uses the same file. Ask the host which pool, container, or control-panel setting supplies the web value when the two differ.
PHP documents that enabling zlib.output_compression compresses pages when the browser sends an Accept-Encoding: gzip or deflate header. It also documents that an active zlib output handler restricts which additional output handlers can run. Therefore, changing only a WordPress checkbox will not reliably disable PHP compression if the PHP-level handler remains active.
Step 3: Inspect W3 Total Cache
Review the relevant screens
- In WordPress administration, open Performance and review Page Cache. Note whether disk or memory cache files are being generated and whether compression is enabled for cached output.
- Open Browser Cache and inspect the HTML, CSS, JavaScript, and media sections. Record any option that enables HTTP compression or adds encoding-related headers.
- If Minify is enabled, review its cache and delivery settings as well. Minification is not the same as gzip, but stale generated files can preserve headers from an earlier configuration.
- Check the W3 Total Cache dashboard for a configuration warning, then inspect the generated Apache
.htaccessor Nginx rules. Save a copy before editing so you can restore the previous state.
W3 Total Cache is a static page-cache layer. A response generated before you changed PHP or server settings can therefore continue serving old compressed bytes and old headers until its cache files are removed. A successful test on an uncached request does not repair those files.
Isolate W3 Total Cache without guessing
Temporarily disable the page-cache and browser-cache features, purge their files, and repeat the header and body captures. If the mismatch disappears, re-enable features one at a time and test after each change. This identifies the owner without permanently sacrificing caching. Keep a maintenance window for production sites because disabling page cache can increase origin load.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsStep 4: Find compression outside WordPress
Apache
Check whether mod_deflate or a hosting-panel include compresses responses. Look in the virtual-host configuration and the active .htaccess, including rules inserted by W3 Total Cache. A rule can apply to an origin response even when the WordPress setting appears disabled.
Nginx
Review the server or site configuration for gzip directives and for include files generated by the hosting panel or cache plugin. On Nginx, distinguish static gzip files from on-the-fly gzip and confirm which upstream responses are eligible. WordPress requests may pass through a FastCGI cache, proxy cache, or PHP-FPM before Nginx adds its final headers.

Reverse proxies and CDNs
Check edge-compression and “optimize” features at the CDN or reverse proxy. Compare an edge response with an origin response, if the service provides an origin-test hostname or diagnostic mode. A CDN may recompress an origin response, cache the result, or retain an old representation after the origin is fixed. Purge the edge cache after changing ownership.
Other optimization plugins
List plugins that advertise page optimization, HTML acceleration, or asset delivery. Disable only the suspected feature first rather than removing an entire plugin. Two plugins can each add valid-looking Vary and Content-Encoding headers while still producing invalid bytes together.
Choose exactly one compression owner
There is no universal best layer. Select the layer you can observe and control, then disable compression for the same response path everywhere else.
| Owner | Typical scope | Advantages | Risks and control requirements |
|---|---|---|---|
| PHP zlib | Dynamic output emitted by PHP; scope depends on the PHP request path. | Works before the response reaches the web server and can cover dynamic scripts. | Easy to overlook, can conflict with output handlers and server compression, and may differ between CLI, Apache, and PHP-FPM settings. |
| W3 Total Cache | Cached pages and browser-cache delivery according to its enabled modules. | Settings are visible in WordPress and can align compression with generated cache files. | Generated rules and stale cache files must be managed; dynamic and uncached requests may follow another path. |
| Web server | Responses handled by Apache or Nginx, including many dynamic and static responses. | Centralized control, efficient processing, and straightforward header inspection at the origin. | Requires access to virtual-host, module, or include configuration; managed hosts may require support. |
| CDN or reverse proxy | Responses delivered at the edge after origin processing. | Reduces bandwidth and can standardize delivery across locations. | Origin and edge policies can disagree, and stale edge objects can preserve an old encoding. |
A common stable arrangement is to let the web server or W3 Total Cache own HTTP compression, set PHP zlib.output_compression=Off, and remove zlib from output_handler. If the CDN is the deliberate owner, configure the origin to send an uncompressed representation or follow the CDN’s documented pass-through policy; do not leave an independent origin compressor active unless the edge explicitly handles it safely.
Step 5: Apply the repair
Disable PHP compression when another layer owns it
In the PHP configuration used by web requests, set:
zlib.output_compression = Off
Remove a zlib value from zlib.output_handler and avoid assigning a second compressor through output_handler. The exact file may be a pool-level PHP-FPM setting, a control-panel editor, an Apache configuration, or a container image. Restart or reload the relevant PHP service when the host requires it, then confirm the web-facing value with phpinfo().

Keep W3 Total Cache as the owner
Enable compression only in the W3 Total Cache modules that serve the response types you intend to cache. Remove duplicate compression directives from custom rules and ensure the generated server configuration is loaded once. Do not enable PHP zlib merely because a cache page is uncompressed; test an anonymous cached request and a dynamic request separately.
Keep the web server as the owner
Leave the server’s compression module or Nginx gzip policy enabled, but disable equivalent W3 Total Cache compression and PHP zlib. Verify that server rules do not compress already-encoded files and that they send Vary: Accept-Encoding when clients can receive different representations. Have the host validate syntax before reloading a production server.
Keep the CDN as the owner
Disable origin-side compression that the CDN will repeat, or follow the CDN’s documented behavior if it forwards encoded responses unchanged. Purge edge objects after the policy change and test both an edge URL and a direct-origin path when available.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Step 6: Purge every stale representation
- In W3 Total Cache, use the dashboard’s cache-empty or purge controls for page cache, browser cache, and Minify cache when those modules are enabled.
- Delete or regenerate generated cache files only through the plugin or the host’s documented procedure; do not remove arbitrary WordPress files.
- Purge the CDN, reverse-proxy, or hosting cache. A browser refresh cannot invalidate an object stored at the edge.
- Close the private test window and start a new one, or clear the specific site’s browser cache.
- Retest with a cache-busting query string only as a diagnostic. Do not treat a query string as a permanent fix because it can create a second cached variant.
After purging, make one anonymous GET request to regenerate the page, then repeat the request with Accept-Encoding: identity. Also test a logged-in request, a POST form, and a REST endpoint because they may bypass page cache and take a different compression path.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Step 7: Verify headers and bytes
| Test | What to send | Expected result | If it fails |
|---|---|---|---|
| Negotiated compressed page | Accept-Encoding: gzip |
Readable after a correct decompression; Content-Encoding: gzip; normally Vary: Accept-Encoding. |
Compare the saved bytes with a known gzip decoder and inspect every upstream layer for a second compressor. |
| Identity page | Accept-Encoding: identity |
No gzip encoding declaration and readable HTML or the endpoint’s normal text format. | Look for a cache serving the gzip object regardless of negotiation, or a server rule that forces encoding. |
| Anonymous cached GET | Private browser window or curl without cookies | Stable headers and body on repeated requests. | Purge page and CDN caches again; inspect generated cache rules. |
| Logged-in or dynamic GET | Authenticated browser session | Valid content with headers appropriate to the dynamic response. | Inspect PHP output handlers and server compression because this path may bypass W3 Total Cache. |
| POST or REST request | The endpoint’s normal method and headers | Valid JSON or response body, not a downloaded binary object. | Check application output, proxy rules, and whether the endpoint is being incorrectly cached. |
Do not judge success only by the presence of a Content-Encoding header. The declaration must describe the bytes actually delivered, and the negotiated representation must remain consistent across cache hits and misses.
Targeted troubleshooting branches
The header says gzip but the body is unreadable
Capture an uncached response with Accept-Encoding: identity. If identity is readable, locate the layer that added gzip or altered already-compressed data. Disable PHP zlib first when the server, W3 Total Cache, or CDN is intended to own compression, then purge all caches and retest.
Best Value
The body is readable but the browser downloads it
Inspect Content-Type and Content-Disposition as well as Content-Encoding. A wrong content type or forced attachment can trigger a download independently of compression. If the type is correct, compare encoded and identity captures for a proxy that is sending compressed bytes with an incorrect or missing encoding header.
Only cached pages fail
Disable page-cache delivery temporarily and compare the same URL. A clean dynamic response with a broken cached response indicates stale compressed files or generated rules. Empty W3 Total Cache and edge caches, regenerate one page, and inspect the new headers before restoring normal traffic.
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Only logged-in users or REST requests fail
Those requests often bypass page cache and expose PHP or web-server compression directly. Check the effective PHP-FPM settings and output handlers, then compare the origin response with the cached anonymous response. Do not force dynamic endpoints through a page-cache rule just to make their headers match.
Changing php.ini appears to do nothing
The web worker may use another configuration file, a pool override, or a container environment variable. Confirm the value through a web-facing phpinfo() page, reload the correct service, and ask managed hosting support to identify the active pool setting. CLI output alone is not sufficient evidence.
A warning mentions an output handler
List every configured output handler and remove the competing zlib handler before adding another transformation. PHP’s handler rules can prevent a second output handler from operating as expected, so stacking handlers is not a safe workaround.
When you cannot edit PHP or server configuration
Ask managed WordPress hosting support to identify which layer currently compresses responses and whether they can disable PHP zlib, Apache or Nginx compression, or an edge rule. Provide the failing URL, timestamp, request method, the two header captures, and whether the body was saved as binary or rendered. Request confirmation of the active PHP-FPM configuration and a purge of origin and edge caches. If support cannot expose or change ownership, disabling the overlapping W3 Total Cache compression feature is often the least invasive diagnostic, followed by a fresh header test.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Prevent the conflict from returning
- Document the single compression owner and the settings file or dashboard screen that controls it.
- Keep a copy of generated
.htaccessor Nginx rules before plugin changes. - After PHP, server, plugin, or CDN updates, test both gzip-negotiated and identity requests.
- Include an anonymous cache hit, a logged-in request, and a dynamic POST or REST endpoint in smoke tests.
- Purge and regenerate caches whenever compression ownership or header rules change.
- Monitor for content-decoding errors and unexpected downloads in browser and application logs.
Final diagnosis
“Zlib versus W3 Total Cache” is not a compatibility setting with one magic checkbox. It is an ownership problem in the response pipeline. Capture the bytes and headers, identify every compressor, choose one layer, disable the others, purge stale representations, and verify compressed and identity requests across cached and dynamic paths. When Content-Encoding accurately describes the body and Vary: Accept-Encoding separates negotiated variants, the garbled-page and download symptoms should stop.
