If your Xbox controller shows as connected but inputs don’t respond, it usually means Windows/Xbox has the device recognized but something else is blocking input (driver state, pairing mismatch, exclusive access by a game, dead zones, or a hardware fault).
This guide walks through the checks that consistently fix the problem—starting with the fastest wins and moving into deeper system settings. You’ll find separate steps for Windows PCs and Xbox consoles, plus troubleshooting for the most common edge cases.

Most failures fall into one of these buckets:
- Input isn’t routed: The controller is paired, but Windows/Xbox isn’t assigning it to the active player or app.
- Wrong mode/profile: The controller is connected, but firmware, remapping, or calibration settings make inputs feel dead.
- Driver or firmware state: A stale driver session or outdated firmware blocks usable signals.
- Exclusive control: A game or launcher grabs controller input and prevents other apps from receiving it.
- Hardware issue: Faulty battery contacts, worn stick modules, or a damaged USB cable.
Quick triage you should do first (takes 3–5 minutes)
Start here because it fixes a surprising number of “connected but not working” cases.
- Power cycle the controller: Turn it off, wait 10 seconds, then turn it back on.
- Check batteries (or charging): Replace AA batteries with fresh ones or fully charge the controller. Low power can cause connection without reliable input.
- Try a different cable (USB only): Use a known-good USB data cable. Many “charge-only” cables will connect but not transmit controller input.
- Remove interference: On Windows, move closer to the Bluetooth adapter and temporarily unplug nearby USB 3.0 devices that can cause radio noise.
- Test a different game/app: If one app is dead, another may still work—this helps pinpoint exclusive-control or software mapping issues.
Confirm the controller is actually the active input
This step prevents chasing driver issues when the input is simply not selected.
- On Xbox: Go to your profile/player assignment. If the controller is assigned to the wrong profile, the console may pair it but won’t respond in your game session.
- On Windows: In the game or launcher settings, select the correct input device (Controller vs Keyboard/Mouse). Some games default to mouse/keyboard until you click a controller prompt.
Windows troubleshooting (USB and Bluetooth)
Windows is where “connected” is most confusing, because the controller can show up correctly while controller services, driver state, or calibration settings break input.
Method 1: Power cycle and reconnect cleanly
Do this before changing anything in Device Manager.
- Disconnect the controller (USB unplug or turn Bluetooth off for the controller).
- Restart your PC.
- Reconnect using your preferred method (USB data cable or Bluetooth pairing).
- Open Settings > Bluetooth & devices > Devices and verify it lists under Connected.
Method 2: Remove and re-pair the controller
This resets pairing state and often clears “connected but dead” behavior.
- Open Settings > Bluetooth & devices.
- Select the Xbox controller entry and choose Remove device.
- Power off the controller.
- Power it back on and put it into pairing mode (for most Xbox Wireless Controllers, hold the Pair button until it’s discoverable).
- In Windows, select Add device > Bluetooth and re-pair.
- After pairing, test input in a controller tester (or in a game).
Method 3: Update Xbox/Windows drivers and controller firmware
Outdated controller firmware or a broken driver session can cause “recognized but not responsive” input.

- Open Device Manager (right-click Start > Device Manager).
- Expand Xbox Peripherals and Human Interface Devices and also check Bluetooth (if applicable).
- Right-click the controller entries and choose Update driver > Search automatically.
- Also check Optional updates in Windows Update: Settings > Windows Update > Advanced options > Optional updates.
- If you use the Xbox Accessories app (on supported Windows versions), update controller firmware there. (If your controller model supports it, you’ll see an update prompt.)
Windows version note: If you’re on Windows 10/11, the controller behavior varies slightly, but the core checks above still apply.
Method 4: Check game controller settings, dead zones, and calibration
If the controller is connected but sticks/buttons register nothing (or only sometimes), check calibration and dead zone settings.
- Open the Windows control panel interface: press Win + R, type joy.cpl, press Enter.
- Select your Xbox controller and click Properties.
- Go to Settings and click Calibrate. Follow the prompts.
- On the Test view (or equivalent), move sticks and press buttons. If movements never register, the issue may be driver/input routing.
- After calibration, click Apply and close.
Method 5: Fix Windows permissions and exclusive control (apps/game)
Some launchers and games can claim the controller, leaving other apps unresponsive. Other apps may block controller input when they’re in the background.
- Close the game/app completely (use the app’s exit option, not just minimize).
- Restart the app and confirm it’s selecting the controller. Look for controller icons or settings like Controller or Input Device.
- If the game has a setting for Controller vs Keyboard/Mouse, switch it and save.
- Disable overlays temporarily (Discord overlay, Steam overlay, Xbox Game Bar) and retest.
- In Windows, ensure Bluetooth stays enabled and the controller isn’t connected as a different profile device.
Xbox console troubleshooting (Xbox One / Series X|S)
On Xbox consoles, “connected but not working” often points to pairing/player assignment, a controller stuck in a bad state, or an app/game issue—but the console menu usually still reacts if the controller is healthy.

Method 1: Hard reset the console and re-sync the controller
This clears system state and re-initializes controller input.
- Press and hold the console power button for 10 seconds to fully power it off.
- Wait 30 seconds.
- Turn the console back on.
- On the controller, press and hold Pair (or use the Xbox accessories pairing flow) until it’s detected.
- Go to Settings > Devices & connections > Accessories and verify the controller shows as connected.
- Test in the menu (move through items). If it moves in the menu but not in a specific game, the game settings are the problem.
Method 2: Check controller assignment and player profile
If your household uses multiple controllers, incorrect player assignment is common.

Method 3: Test in the console menu and run quick hardware checks
Hardware issues are easier to spot when you can prove the controller can navigate system UI.
- If the controller doesn’t navigate Xbox menus, keep going through hardware checks below.
- If the controller works in menus but not in one game, reset that game’s input settings and remove controller-specific remaps (some titles save per-profile mappings).
Edge cases that cause “connected but not working”
These cases show up frequently in support tickets and forums.
- Charge-only USB cable: The controller charges but doesn’t send data, so Windows may show “connected” without usable input.
- Bluetooth pairing conflict: The controller is paired to another device and Windows connects to the wrong one at the same time.
- Dead zone / drift calibration: Bad calibration makes inputs look dead even though the controller is sending signals.
- Remap software: Tools that remap inputs (including controller profiles) can break the default mapping for a specific game.
- Elite/paddle mapping mismatch: Elite Series controllers can appear “connected” while paddles/extra profiles behave differently than you expect.
- Multiple controllers: A second controller can receive input focus while the “connected” controller does nothing.
Controller types and special considerations
The fix depends a bit on your controller model and connection method.
Xbox Wireless Controller (Bluetooth)
If you’re using Bluetooth, remove the device in Windows and re-pair. Also try switching off Wi‑Fi on the PC temporarily (not because Wi‑Fi breaks controllers, but to reduce radio complexity while testing).
For best results, reconnect close to the adapter and avoid USB 3.0 hubs during initial testing.
Xbox Wireless Controller (USB)
Use a USB data cable. If you see the controller charge but no input in joy.cpl, swap the cable before you touch software settings.

Xbox Elite Series 2 and paddle/remap issues
Elite controllers often have multiple profiles and remaps. Check if the controller is in a custom profile that disables certain buttons or changes stick behavior.
To test quickly, remove remap software temporarily and verify default mapping in a controller test app.
Xbox Adaptive Controller
Adaptive controllers depend on connected devices and ports. If the controller is connected but no input registers, verify the attached switch/adapters are mapped correctly and power is stable.

FAQs
Why does my Xbox controller connect but won’t move the cursor or character?
Most commonly it’s one of: a charge-only USB cable, a dead Bluetooth link that still shows connected, an input focus issue inside the game, or a calibration/dead-zone problem. Start with joy.cpl on Windows and menu navigation on Xbox.
How do I tell if the controller is sending input on Windows?
Press Win + R, run joy.cpl, select the controller, and open Properties. If buttons and sticks don’t change values there, Windows isn’t receiving usable controller signals.
Recommended Free Tools
What if only one button works (or only the sticks work)?
If a subset works, the controller likely has partial hardware failure (stuck membrane button, worn stick module) or a remapping profile that changes behavior for only some controls. Test in a controller tester and reset remap software to defaults.
Can firmware updates fix connected-but-not-working issues?
Yes. Firmware mismatches can cause input to fail even when pairing succeeds. Use the Xbox Accessories app (when available for your controller) or update through supported Windows pathways, then retest immediately.
Do I need to update drivers every time?
Not usually. Update drivers once if you’ve confirmed the controller fails in joy.cpl while other controllers work. If the issue started after a system change (Windows update), driver/firmware checks are worth it.
Bottom Line
When an Xbox controller is connected but not working, treat it like an input routing problem first, not a total failure. Verify data connection (USB cable), re-pair cleanly, test in joy.cpl or Xbox menus, and check calibration/dead zones.
If the controller fails on multiple devices, it’s probably hardware. If it works elsewhere, your Windows/Xbox configuration or game input mapping is the culprit—and the steps above will get you to the exact cause.
