If Windows will not start, begin with Startup Repair in Windows Recovery Environment (WinRE). Use bootrec /fixmbr only when the problem is damaged MBR boot code: it does not repair a damaged partition table. Boot errors can also come from the boot sector, Boot Configuration Data (BCD), system-partition files, or a failing drive, so match the repair to the layer involved.
What an MBR repair can—and cannot—fix
The master boot record (MBR) is part of the boot path on systems that use MBR-style booting. Its boot code is distinct from the partition table, a volume’s boot sector, the BCD store, and the files on the system partition. A failed startup does not by itself prove that the MBR is corrupted.

Microsoft’s Windows startup troubleshooting taxonomy includes messages such as “Operating system Missing,” “Boot sector missing or corrupted,” “Bootmgr missing or corrupted,” and “Boot Configuration Data (BCD) missing or corrupted.” These point to different possible causes; the wording is a clue, not a diagnosis. See Microsoft’s Windows startup issues troubleshooting guide.
Start with Startup Repair in WinRE
Startup Repair is the safest first step for many common Windows startup failures. Microsoft says it can attempt repairs for issues including damaged MBR boot code and corrupted BCD. The current Microsoft Support instructions cover Windows 10 and Windows 11: Startup Repair.
#1 Best Overall

- [WinPE Repair & Recovery Tools] — Boot into the included WinPE utility suite to backup system and important files, troubleshoot startup problems, repair boot issues, recover data, recover Win User accounts password, and diagnose common PC problems.
- [All-in-One PC Rescue USB] — Combines Win 11, 10, and 7 installation media with PC repair, recovery, and diagnostic tools on one bootable 64GB USB drive, helping you troubleshoot and restore a computer without needing multiple discs or downloads.
- [Support] — Full instructions are included in packaging plus a printable copy of the instructions with troubleshooting information on the device. Also, a video “How to boot from a bootable USB drive.mp4” to help guide you through starting a PC from a USB drive. - [Video] - If you are new to booting from a USB drive or need a refresher see our video "How to boot from USB drive" both in description and on USB device.
- Enter WinRE. If Windows does not reach its recovery options, boot from Windows installation media. At the setup screen, select Next > Repair your computer > Troubleshoot > Advanced options > Startup Repair.
- Select the Windows installation if prompted, then allow the repair to finish.
- Restart and check whether Windows starts.
On an encrypted device, have the BitLocker recovery key available; Microsoft notes it may be required to complete Startup Repair. If the repair fails, its diagnostic log may be at %windir%System32LogFilesSrtSrttrail.txt. A USB drive is needed only if you need to create or use installation media; follow Microsoft’s current media-creation instructions rather than assuming a particular drive capacity.
Choose a repair for the layer that failed
| Method | Best fit | Key limitation |
|---|---|---|
| Startup Repair | First attempt for common startup problems, including some MBR- and BCD-related failures. | It may not resolve the problem; review its result and diagnostic log if it fails. |
bootrec /fixmbr |
Suspected damage to master boot code. | It does not repair a damaged partition table. |
bootrec /fixboot |
Suspected damage to boot-sector code. | It targets the boot sector, not MBR boot code. |
| Bootrec BCD sequence | Startup errors that indicate a missing or corrupted BCD store. | Commands must target the correct Windows and system paths in the recovery environment. |
| BCDBoot | Missing or damaged system-partition boot files. | Requires identifying the correct Windows directory, system partition, and firmware context. |
Repair only suspected MBR boot-code damage
If the evidence points to damaged MBR boot code, open Advanced options > Command Prompt in WinRE and run:
bootrec /fixmbr
Microsoft describes this command as overwriting only the master boot code. It is not a general MBR recovery command and will not restore a damaged partition table. If the partition layout appears damaged or the drive may be failing, do not keep applying generic boot commands; prioritize diagnosis and preserving data.

bootrec /fixboot
This writes boot-sector code. It is not a substitute for diagnosing a damaged partition table or a failing storage device. Microsoft’s command descriptions and troubleshooting steps are in its Windows startup issues guide.

For a BCD-related error, Microsoft’s troubleshooting sequence first checks for Windows installations that are not already in the BCD store:
bootrec /scanos
If further BCD repair is needed, Microsoft documents exporting a backup, removing the BCD file’s attributes, renaming it, and rebuilding the store:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsbcdedit /export c:bcdbackup
attrib c:bootbcd -r -s -h
ren c:bootbcd bcd.old
bootrec /rebuildbcd
These example paths are not guaranteed to match your WinRE layout. Drive letters can differ from those used during normal Windows startup. Before running a path-specific command, identify the volume containing the Windows directory and determine where the system boot files are. Do not delete or format a partition as a shortcut.

Consider BCDBoot for missing system-partition boot files
BCDBoot is a separate tool that can recreate boot files on the system partition using files from an installed Windows directory. First identify the volumes from WinRE Command Prompt:
diskpart
list vol
exit
Microsoft’s example command is bcdboot D:Windows; D: is an example, not a universal Windows drive letter. Confirm the actual Windows directory and the intended system partition before using BCDBoot. Its behavior depends on whether the computer boots through BIOS or UEFI, including how the system partition and UEFI firmware entries are handled. Microsoft’s BCDBoot command-line options explain the tool and its firmware-specific behavior.
When to stop and protect the data
If Startup Repair and the narrowly matched command do not work, or the disk appears damaged, stop before changing partition flags, formatting volumes, or trying additional generic commands. A damaged partition table or storage-device fault needs diagnosis beyond rewriting boot code. If the files matter, prioritize data-preservation advice or professional diagnosis before attempting repairs that alter disk structures.
