Start by identifying which feature is affected: Recall, Click to Do, the Copilot app, or Microsoft 365 Copilot inside an Office app. They have different requirements and fixes. Recall and Click to Do require eligible Copilot+ PC hardware; the Copilot app can be installed separately. A missing icon, a disabled setting, and an app that will not connect are different problems.
Identify the feature and the symptom
Use the matching section below rather than looking for a single “Windows AI” switch. Note whether the feature is absent, will not launch, has a greyed-out setting, or is missing just one action.

| Symptom | First check | Next step |
|---|---|---|
| Recall does not appear | Copilot+ PC eligibility and Recall availability | Check workplace or school policy, then the Windows optional feature state |
| Recall opens but has no saved activity | Snapshot opt-in, pause state, and Windows Hello | Check filters and available disk space |
| Click to Do or one action is missing | Copilot+ PC eligibility, its setting, and selected content | Check language, selection length, account or license, and region |
| Copilot app is missing | Start menu and taskbar | Install it from Microsoft Store and sign in |
| Copilot will not connect | Connection status | Run the Copilot connectivity troubleshooter in Get Help |
| Microsoft 365 Copilot icon is missing despite a license | Eligible Microsoft 365 app and account | Run Copilot License Troubleshooter in Get Help |
Why Recall may be missing or unavailable
Recall is an optional Windows feature, not a standard setting available on every Windows 11 PC. Microsoft documents these minimum requirements: a Windows 11 Copilot+ PC meeting the Secured-core standard, a 40 TOPS NPU, 16 GB of RAM, 256 GB of storage capacity, Device Encryption or BitLocker, and Windows Hello Enhanced Sign-in Security with at least one biometric sign-in option enabled. At least 50 GB of free storage is required to enable Recall; automatic snapshot saving pauses when free space falls below 25 GB. These requirements are specific to Recall, not the Copilot app. See Microsoft’s Recall requirements.
Check device policy and the optional feature
On a work- or school-managed PC, an administrator may remove or disable Recall, restrict snapshots, or make its controls unavailable. If a setting is greyed out or Recall is absent on a managed device, ask IT whether the feature is allowed. Administrators can make settings unavailable, but cannot opt an individual user into saving snapshots.

If the hardware is eligible and policy allows Recall, search Windows for Turn Windows features on or off and check whether Recall is selected. Microsoft’s documented way to remove or re-enable the optional feature is to uncheck or select Recall there and restart. Removing it deletes previously saved snapshots, so do not use removal as a first troubleshooting step if you need that history.
Why Recall opens but shows no snapshots
Recall does not save snapshots until you opt in. Open Recall with Windows key + J, from Start > All apps, or its taskbar icon, then accept the prompt. Alternatively, go to Settings > Privacy & security > Recall & snapshots and turn on Save snapshots. Windows Hello confirmation is required when opening Recall and changing its settings.

- Equipped with a blazing fast Core i5 2.00 GHz processor.
Check pause state, filters, and storage
- Look at the Recall icon in the system tray. If snapshots are paused, resume them there; a pause can also end automatically at midnight.
- Review app and website filters. Activity from filtered apps or sites will not appear in snapshots. Sensitive-information filtering is on by default, so some content may be excluded.
- Check free storage. Snapshot saving pauses below 25 GB available, even if Recall was previously enabled.
Recall snapshots and related data are stored locally and encrypted. You can pause, filter, or delete snapshots. Website filtering depends on browser support: Microsoft lists Edge, Firefox, Opera, and Chrome for website and private-browsing filtering, with narrower website-filtering support for other Chromium-based browsers. Details are in Microsoft’s Recall privacy and control guidance.
Why Click to Do or one of its actions is missing
Click to Do is for Copilot+ PCs and has its own control at Settings > Privacy & security > Click to Do. Microsoft says it is enabled by default, but it can be switched off there. If Click to Do opens but an action is absent, check the content and eligibility conditions before treating it as a fault. Its actions vary with region, language, selection length, and account type. See Microsoft’s Click to Do guidance.

The Copilot app is separate from Recall and Click to Do, and does not require a Copilot+ PC. Check Start and the taskbar first. Microsoft says the app is installed by default on new Windows 11 PCs; if it is not present, install it from Microsoft Store and sign in with the personal Microsoft account or work or school account suited to the experience you want. Microsoft’s Copilot on Windows instructions also describe launching it with the Copilot key or Windows key + C. Shortcut behavior can be configured in the Copilot app’s account settings, and a supported pen shortcut can be assigned to act as the Copilot key.
Fix Copilot connection or Microsoft 365 license visibility
If the Copilot app will not connect
- Open Get Help in Windows.
- Search for Copilot connectivity troubleshooter.
- Run the troubleshooter and follow its prompts. Microsoft says it checks firewall rules and other connection blockers.
If a Microsoft 365 Copilot icon is missing
If you believe you have a Microsoft 365 Copilot license but its icon is missing from an eligible Microsoft 365 application, open Get Help and search for Copilot License Troubleshooter. This tool addresses license visibility in Microsoft 365 apps; it is not a general installer for the Windows Copilot app. Microsoft describes both tools in its Copilot troubleshooters guide.
