First identify when Windows 11 stops: before the sign-in screen, at the credential prompt, or after you enter your password or PIN. Restart once if the PC responds. If you can reach sign-in, try Safe Mode; if Windows will not start or keeps loading, use Windows Recovery Environment (WinRE) and run Startup Repair. The symptom alone does not identify one cause or guarantee that a particular repair will work.
Work out where startup stops
“Welcome screen” can mean different points in startup. Note whether the account sign-in screen appears and whether the hang begins before or after you submit credentials. A hang after credentials are accepted calls for sign-in troubleshooting; failure to reach or continue through startup points toward recovery options in WinRE. Microsoft documents separate startup and sign-in procedures rather than one universal fix.

Restart once, then try Safe Mode if sign-in appears
If the PC is responsive, restart it once. Microsoft notes that a restart can clear temporary errors that interfere with signing in. If you can reach the sign-in screen, Safe Mode can help you diagnose whether the problem involves basic drivers or default settings.
Recommended Free Tools
- At the sign-in screen, hold Shift while selecting Power > Restart.
- In the recovery menus, choose Troubleshoot > Advanced options > Startup Settings > Restart.
- After the PC restarts, select Safe Mode, or Safe Mode with Networking if you need network access.
Safe Mode requires your account password. PIN and biometric sign-in options are unavailable there. If you cannot reach the sign-in screen, go to WinRE recovery instead.

Run Startup Repair if Windows will not start
Windows may open WinRE automatically after repeated startup failures. You can also boot from Windows installation media and select Repair my PC to reach the recovery environment. In WinRE, choose Troubleshoot > Advanced options > Startup Repair. Microsoft describes Startup Repair as a tool that can fix certain system problems that prevent Windows from starting. It scans for common startup issues and attempts repairs; it can address some damaged or missing system files, boot configuration problems, incompatible drivers, and registry errors, but it may not fix every fault.
If the device is encrypted, have the BitLocker recovery key available: Windows may require it to run Startup Repair or use other WinRE options.
Choose another recovery option based on what changed
If the hang followed a Windows update
From WinRE, choose Troubleshoot > Advanced options > Uninstall updates. This is a reasonable next step when the timing suggests a recent update may be involved.

System Restore rolls back system files and settings to a restore point. It is distinct from the newer point-in-time restore option, which on eligible Windows 11 versions can also roll back personal files, apps, and settings. Use System Restore only if an appropriate restore point is available.

If less disruptive choices fail
Reset this PC is more disruptive than the options above. It offers a choice to keep personal files or remove everything; keeping files does not preserve installed apps or settings. Back up important files before recovery when possible, since some recovery choices can cause data loss.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Check whether Quick Machine Recovery is available
On Windows 11 version 24H2 or later, Quick Machine Recovery can respond to repeated startup failures by connecting to Windows Update and checking for a Microsoft-provided fix. Its availability depends on configuration and edition: Microsoft says it is enabled by default on Windows 11 Home, while Pro and Enterprise may require an IT administrator to enable it. If it finds no fix, other recovery options remain available.
Use recovery media only if built-in options fail
Microsoft lists manufacturer recovery media and Windows installation media as later options when built-in recovery does not resolve a startup failure. A manufacturer recovery image may include drivers and factory applications tailored to the device. Windows installation media can be created on another working PC and used to reinstall Windows, but reinstalling from it removes everything from the device. Treat this as an advanced recovery path, not a first step.

Compare the recovery options
| Option | Best fit | Important consideration |
|---|---|---|
| Safe Mode | Sign-in or driver diagnosis when the sign-in screen is reachable | Password required; PIN and biometrics are unavailable. |
| Startup Repair | Windows will not start or keeps loading | Runs in WinRE; BitLocker recovery key may be required. |
| Uninstall updates | The issue began after an update | Available from WinRE. |
| System Restore | A recent change and a suitable restore point is available | Rolls back system files and settings. |
| Reset this PC | Other recovery choices fail | Can keep personal files or remove everything; back up first. |
| Reinstall from USB media | Built-in repair paths fail | Requires another working PC and bootable media; reinstalling removes everything. Manufacturer media may better match the hardware. |
