The “SIM Not Provisioned MM 2” message means your phone could not get that SIM or eSIM line registered for service on the network. It is usually a line activation or registration problem, not proof that the SIM is physically damaged. Work through the eight methods below in order, starting with the quickest checks, and stop as soon as service returns. If none of them work, the fix almost always sits with your carrier, and the last sections show exactly what to ask them.
What the message actually means
The message is a failure to register the line. The network has not accepted or activated the SIM or profile for normal service. Bell Canada’s SIM Card troubleshooting page groups this exact “MM#2” wording with activation failure and an unregistered SIM, which is the clearest official description available for this error.

The same message can also appear with variants such as “SIM 2 not provisioned,” “SIM card Activation Failed,” and “Unregistered SIM.” On dual-SIM or eSIM phones, “SIM 2” usually refers to the second line or profile, so check that line first.

eSIM setup guidance from a commercial eSIM provider explains a common case: the handset holds a profile, but the provider’s subscriber record is not active or not matched to it. This is a useful model for thinking about the problem, but manufacturers do not use the MM#2 code in a uniform way, so compare the wording with your own carrier’s messages before assuming a match.

Several situations can produce the error:
- A new or replacement SIM or eSIM that has not finished activating.
- A number transfer (port) that is still in progress.
- An account or service interruption, such as an unpaid balance or a suspended line.
- A replaced, moved, or deleted eSIM profile.
- A physical seating problem or a fault with the SIM slot or handset.
Each of these needs a different remedy. Airplane mode, a restart, or a new SIM cannot fix a missing or inactive carrier record, which is why the methods below end with a carrier check.
Eight methods, in order
Menu labels differ by model, manufacturer, and software version, so treat the paths below as typical rather than exact.
1. Restart the phone
Bell Canada’s troubleshooting guidance for this error begins with the simplest step: “Turn your phone off, wait 5 seconds, and turn it back on.” Wait for the phone to finish starting up and for the network indicator to return, then check whether the line registers.
2. Reseat the physical SIM
If your line uses a physical SIM, a loose or misaligned card can prevent registration. Bell’s guidance on SIM detection faults stresses correct insertion and clean contact alignment.
- Power the phone off completely.
- Eject the SIM tray with the ejector tool supplied with the phone, or with a paperclip if you have nothing else.
- Check that the SIM is in the tray with its notched corner matching the tray’s cut corner, and that the gold contacts face the correct way.
- Look at the contacts for dust or lint. Wipe them gently with a dry, lint-free cloth. Do not use liquids.
- Reinsert the tray, power the phone on, and check the line.
3. Confirm the affected line is switched on
On dual-SIM and eSIM phones, a line can be turned off without you noticing. Check that the affected line is enabled:

- Pixel: Settings > Network & internet > SIMs, then select the line.
- Samsung: Settings > Connections > SIM manager, then select the line.
Do not delete an eSIM profile as a troubleshooting step. Your provider may need to reissue or restore it, and deleting it can complicate recovery.
4. Toggle airplane mode once
Turn airplane mode on, wait a few seconds, then turn it off. This forces the phone to try registering again. It is a low-risk refresh, but it cannot create a carrier service record that does not exist. If the message returns immediately, move on rather than repeating the toggle.
5. Allow a recent activation or number transfer to finish
If the error started right after you added a new SIM, activated an eSIM, replaced a SIM, or ported a number, the line may still be processing. Check the timing your provider states for that process and your account status before resetting the phone repeatedly or buying a replacement. Activation timing is set by each provider and differs by country. A timeframe quoted in a UK guide, for example, does not apply to Canadian or US carriers.
6. Cross-test the SIM and the handset
This is the step that tells you whether the problem follows the SIM or stays with the phone. You need two things: a phone you know works and is unlocked, and a SIM you know works with your phone.
- Remove the affected SIM from your phone and insert it into the unlocked, working phone. Check whether that phone registers the line.
- Put your known-working compatible SIM into the affected phone. Check whether that SIM registers.
- Compare the two results against the table in the next section.
Use the same carrier for both SIMs where possible, and keep the phone’s own SIM lock in mind: a carrier-locked handset can reject SIMs from other networks even when it is otherwise working.

7. Ask the carrier to check the line and provisioning
If the simple checks fail, contact your provider and ask it to confirm that the SIM or eSIM identifier is active and correctly provisioned on your account. Give the agent the following:
Free tools Windows power users keep installed
One-click scans. No signup required.
- The exact wording of the error, including “MM#2” or “SIM 2” if shown.
- When it started and what changed beforehand, such as a new SIM, eSIM activation, phone change, or number transfer.
- Your phone model and whether the line is a physical SIM or an eSIM.
- The SIM’s ICCID (the long serial number printed on the card or shown in the carrier’s account tools) if the agent asks for it.
- The results of your cross-test, so the agent knows whether the SIM or the handset is the likely cause.
Contact methods and procedures differ by carrier and country, so use the number or chat channel listed on your provider’s own site or account page.
8. Replace the SIM or seek device service only after diagnosis
Replace the SIM only when the cross-test or the carrier shows that the card itself is at fault. Ask for the replacement through your provider, because the new card must be provisioned to your line. If the problem follows a particular SIM slot or handset, have the phone inspected. For an eSIM, get your provider’s written or online instructions before you delete or reinstall anything.
Reading your cross-test results
Use this table to decide which branch applies. Each row describes what your results most likely mean and what to do next.
| Test result or context | What it suggests | Next step |
|---|---|---|
| A new SIM, replacement, eSIM activation, or number transfer has just begun | Activation or transfer may still be pending | Check your provider’s stated timing and account status. Contact the provider if the stated window has passed. |
| The affected physical SIM fails in another unlocked phone, but a known-working SIM works in your phone | The affected SIM may be faulty or inactive on the network | Ask the carrier to confirm the SIM’s status and request a replacement if appropriate. |
| The affected SIM works in another phone | The original handset, its lock, its compatibility, or its SIM slot may be involved | Confirm the handset is unlocked and compatible with the network. Seek device help if the slot appears to be the cause. |
| The eSIM line is present on the phone but still rejected | The profile, the account activation, or the provider-side line state may be involved | Confirm the line is switched on, then ask the provider to check the eSIM record and give recovery instructions. |
What to avoid
- A factory reset as an early fix. A reset cannot activate a carrier subscription, and it will not repair a line that is inactive on the provider’s side.
- Deleting an eSIM profile to “start fresh.” Recovering a removed profile may require the provider’s help.
- Buying a replacement SIM before any cross-test or carrier check. A new card will show the same error if the line itself is not active.
- Repeating the restart, airplane-mode toggle, and reseat steps over and over. If they have not worked after one pass, the next step is the carrier.
Once you have the carrier’s confirmation that the line is active and correctly provisioned, a restart and a fresh registration attempt are usually all that remains.

Carrier names and procedures in this guide come from Bell Canada’s SIM Card troubleshooting page and from carrier and eSIM provider guidance reviewed in 2026. Confirm specific steps and timing with your own provider, since they vary by country.
Check your SIM and phone results against the table above before contacting your carrier. Clear results will make the carrier’s job faster and give you a better answer.
In short: restart, reseat, confirm the line is on, and cross-test. Then ask your carrier to confirm activation.
Because this issue depends on provisioning and the handset, the only reliable way to close it out is to confirm the line status with your provider.
