The macOS Big Sur “forbidden” message does not have one universal fix. It can be a Software Update catalog error, a literal HTTP 403 response while downloading InstallAssistant.pkg, an incompatible Mac, or an installer, network, firmware, or disk problem. Identify the exact symptom first, then work from the least destructive fix to Recovery or a bootable installer.
First, identify which “forbidden” error you have

“Forbidden” does not automatically mean that your Mac’s file permissions are wrong. Do not randomly change ownership, disable System Integrity Protection (SIP), or delete system files.
Check compatibility and record your Mac’s state
Choose Apple menu → About This Mac and note the model and year, current macOS version, processor type (Intel or Apple silicon), available storage, and whether the Mac has a T2 Security Chip. Also check whether it is enrolled in a beta program or managed by an organization.
Apple’s Software Update service offers only versions compatible with the Mac. An incompatible model may show no Big Sur option or simply report that it is up to date. Apple’s current legacy-version list identifies macOS Big Sur 11.7.11 as the latest Big Sur release listed on June 1, 2026: Apple security updates and macOS versions. Use Apple’s Big Sur technical specifications for the supported-model information rather than relying on a third-party list.

If the Mac is already running a later macOS, moving back to Big Sur is a downgrade, not a routine update. It may require a specialized installer path or erasing the startup disk; do not assume the normal update steps apply.
Before troubleshooting: protect your data and remove common obstacles
- Make a current Time Machine backup or verify another complete backup. Apple recommends backing up before reinstalling macOS: Reinstall macOS from Recovery.
- Connect the Mac to power, quit applications, and leave the lid open during installation.
- Free substantial storage. The installer and temporary files require more space than the final update size; Apple does not specify one universal minimum for every Mac.
- Set date and time automatically in System Settings or System Preferences.
- Disconnect VPNs, proxy services, antivirus, “cleaner” utilities, and network filters temporarily. Re-enable security software after testing.
- Use a dependable home network rather than hotel, airport, or other captive-portal Wi-Fi. Recovery can fail on networks requiring captive-portal login, 802.1X authentication, or some PPPoE configurations, according to Apple’s Recovery guidance: Apple Support.
Fix 1: Restart and retry normally
Restart the Mac, reconnect to power and a simple network, and check System Preferences → Software Update (or System Settings → General → Software Update on newer systems). A restart can clear a stuck update process. Historical Big Sur launch reports documented this as a low-risk workaround, but it will not repair an unavailable Apple download or unsupported hardware: OS X Daily’s Big Sur error report.
Fix 2: Install every pending update first
On Mojave, Catalina, or Big Sur, open System Preferences → Software Update and install all available security, firmware-related, and other system updates. Restart, then check Software Update again before requesting Big Sur.
This step was particularly important for some Macs with a T2 chip and for upgrades from older systems, where a missing security or BridgeOS update could interfere with the Big Sur upgrade. It was a prominent cause in reports from the original 2020 release period, not a guaranteed explanation for every current error: historical troubleshooting coverage.
Fix 3: Turn off beta updates
A stale beta profile can point Software Update at a catalog or build that is no longer available. Use the interface appropriate to the macOS version currently installed:

- Newer macOS: System Settings → General → Software Update → Beta Updates → Off.
- Older macOS: Open System Preferences → Profiles and remove the beta profile if one is listed.
The labels vary by release. Restart after leaving the beta program and check for updates again.
Commands such as Apple’s historical seedutil workflow appear in advanced OpenCore documentation, but they are not a normal consumer fix and should not be used to enroll in a beta merely to repair a standard update: OpenCore Big Sur guidance.
Fix 4: Try Safe Mode
Safe Mode prevents some third-party extensions, login items, and caches from loading. It is useful when antivirus, VPN, network-filtering software, or unusual extensions interfere with update preparation. Startup instructions differ by hardware, so use Apple’s current Safe Mode procedure for your Mac rather than applying an Intel keyboard shortcut to Apple silicon. Once in Safe Mode, retry Software Update or the full-installer download.

Fix 5: Download a complete installer with Terminal
Apple’s softwareupdate utility can show the full installers currently available to your Mac:

softwareupdate --list-full-installers
Read the output and use a version it actually lists. For example, if 11.7.11 is offered, request it with:
softwareupdate --fetch-full-installer --full-installer-version 11.7.11
The general syntax is:
softwareupdate --fetch-full-installer --full-installer-version <version>
Apple documents these commands at How to download and install macOS. A successful download places an application resembling /Applications/Install macOS Big Sur.app. Downloading the application does not install it immediately, giving you a complete installer for another attempt or for USB media.
If Terminal says the update is not found, that version is not currently available or compatible with this Mac. Do not substitute a random package from an unofficial mirror.
Fix 6: Use macOS Recovery
Recovery is appropriate when Software Update repeatedly fails, the Mac cannot start normally, or Disk Utility needs to check the startup volume. Apple says reinstalling macOS from Recovery normally preserves apps and personal data, but back up first and do not confuse reinstalling with erasing the disk.
Apple silicon
- Shut down the Mac.
- Press and hold the power button until startup options appear.
- Select Options, then Continue.
Intel
- Restart and hold Command-R for local Recovery.
- If needed, use Internet Recovery key combinations. Option-Command-R may offer the latest macOS compatible with the Mac, while Shift-Option-Command-R may offer the original or closest available system.
Recovery follows Apple’s compatibility rules and may install a different compatible macOS version rather than the exact Big Sur point release. Apple’s detailed procedures are at Reinstall macOS from Recovery.

Run Disk Utility First Aid when installation fails
- Back up the Mac and start macOS Recovery.
- Open Disk Utility.
- Choose View → Show All Devices.
- Run First Aid on the relevant volumes and containers, working upward as Disk Utility presents them.
- Restart and retry the installer.
First Aid is a filesystem diagnostic and repair step. It cannot fix a remote CDN authorization failure, an unsupported Mac, or every firmware problem. If Disk Utility cannot see or repair the internal disk, stop and seek service rather than repeatedly retrying the update.

This is the most controllable fallback when Software Update, the App Store, and Recovery do not work, or when several compatible Macs must be updated.
What you need
- A compatible Mac and the complete
Install macOS Big Sur.appin/Applications. - A USB flash drive or external volume. A 32 GB drive is a safe practical choice; Apple says 32 GB is more than enough for any macOS installer.
- A backup of everything on that USB drive. Creating the installer erases it.
- Internet access during installation for firmware and Mac-specific information.
Rename the USB volume MyVolume. The next command erases that volume; verify the name and contents before continuing.
sudo /Applications/Install macOS Big Sur.app/Contents/Resources/createinstallmedia --volume /Volumes/MyVolume

Start from the installer
- Apple silicon: Hold the power button to show startup options, select the installer, and choose Continue.
- Intel: Hold Option/Alt immediately after powering on and select the installer.
- T2 Mac: Startup Security Utility may need to permit booting from external or removable media.
The installer must match the Mac. Keep the Mac online because Apple requires internet access for firmware and other model-specific information even when installation media is local.

If the error is HTTP 403 for InstallAssistant.pkg
A literal 403 response is separate from the Software Update alert. Historical Big Sur launch coverage recorded Apple CDN requests for InstallAssistant.pkg returning 403 during a server-side availability problem: Mr. Macintosh coverage.
A 403 can also result from an expired or invalid URL, a proxy, or a network filter. It is not proof that local file permissions are wrong. Take these steps:
- Stop retrying the same old direct URL.
- Check Apple’s System Status page for a software-update outage.
- If Apple’s service is disrupted, retry later rather than changing SIP or ownership.
- Use Apple’s current App Store route or the Terminal commands above to obtain a fresh full installer.
- For USB media, download the complete installer and let
createinstallmediabuild it; do not manually assemble package files from random mirrors.
Unsupported Macs and OpenCore installations
If Big Sur is being installed on hardware Apple does not support, ordinary Apple troubleshooting may not apply. OpenCore-based systems add dependencies on the OpenCore version, kexts, SMBIOS settings, NVRAM, APFS system seals, USB behavior, and graphics, Wi-Fi, SATA, or firmware support.
The OpenCore guide documents Big Sur-specific update failures involving broken update utilities and system seals, and notes version-specific compatibility issues: OpenCore Big Sur troubleshooting. Use the guide for that exact configuration. Do not disable SIP, alter sealed system files, or apply random kext patches to a normally supported Mac; those actions can reduce security and make recovery harder.
When to stop and contact Apple or a service provider
- The Mac is officially too old for Big Sur and you need a supported installation.
- Recovery cannot see the internal disk or Disk Utility cannot repair it.
- Firmware installation fails, or the Mac will not boot after an interrupted update.
- The Mac is controlled by enterprise MDM and policy blocks software installation.
- You have tried a fresh Apple installer and the failure persists without a clear disk or network cause.
At that point, contact Apple Support or an authorized service provider. Avoid erasing the startup disk unless you have a verified backup and deliberately intend a clean installation.
