First identify what creates the PDF: a vector editor exporting an SVG directly, or a tool rendering a webpage that contains one. Those workflows load SVGs differently, so a fix that helps one may not help the other. Then check whether the SVG itself, or an image it references, is available to the PDF renderer and whether the SVG uses features the export path handles differently.
Identify the PDF-generation route
A browser preview that looks right does not prove that the PDF engine can render the same content. The browser and PDF may be produced by different software, with different resource-loading behavior and SVG feature support. Before changing the file, record the application or library that produces the PDF and its version.

For the second route, determine whether the HTML contains inline SVG, references an external SVG file, or loads an image inside the SVG. These are separate points where content can fail to load. Also establish whether the SVG is directly in the page or nested in an element such as <object>.
Check what the SVG export preserves
SVG and PDF do not support exactly the same set of features. The Inkscape Beginners’ Guide, version 1.1, recommends keeping the SVG source rather than saving only as PDF: “Never save as PDF only, but always keep an SVG file, because the PDF file format supports a different set of features from the SVG file format and you may lose data in the process.” Keep the editable source so that you can revise or re-export it if the PDF does not preserve the intended result.

Inspect filters and appearance changes
If an object is present but its appearance changes or disappears, inspect whether it uses a filter and check the export settings that apply to filtered objects. Inkscape’s guide documents an export setting relevant to filtered objects; that makes filters worth checking when applicable, but does not establish that filters cause every missing-SVG problem.
Compare the actual output
Open the source SVG and the generated PDF side by side. Note whether the whole graphic is absent, only a particular object is missing, or the graphic appears but looks different. Check text, fonts, filters, and raster images as well as the overall shape. This narrows the issue to an export or feature-handling problem rather than a general “SVG is broken” diagnosis.

For HTML-to-PDF: verify resource loading
An HTML-to-PDF engine must be able to load the page’s SVG and any resources that SVG uses. Check both levels: whether the page can access the SVG file, and whether the SVG can access its own embedded or linked images. A page may load the SVG successfully while an image inside that SVG still fails.
Check the renderer’s image-loading setting
wkhtmltopdf’s libwkhtmltox settings documentation includes a control for web image loading, as well as a JavaScript setting. Check the image-loading configuration used by the actual PDF job rather than assuming it matches a browser’s defaults. If JavaScript is responsible for inserting or changing the SVG content, check whether the renderer’s JavaScript setting permits that page behavior. The documentation establishes that these settings exist; it does not mean changing them will fix every SVG problem.

Test embedded and nested content separately
Historical wkhtmltopdf issue reports illustrate why the resource path matters. Issue #2996, opened on June 13, 2016, records a user report that an embedded base64 JPEG inside an SVG appeared in browsers but not in generated PDF output. Issue #3762, opened on December 21, 2017, reports an SVG inside an HTML <object> appearing blank in a generated PDF. These reports describe particular rendering contexts and are not evidence that every current version has the same failure.
To isolate the failing layer, compare a minimal page that references the SVG with a page containing the SVG inline, if your workflow allows both. If the SVG has a linked raster image, test whether that image is available independently. Change one variable at a time and inspect the resulting PDF after each test; otherwise, a successful change may not reveal which loading step mattered.

Try a different export or conversion route
If the current renderer still fails, test a route suited to the source rather than assuming there is one universal converter fix. Inkscape documents direct PDF export from an SVG. The Debian trixie rsvg-convert(1) manual documents PDF output options, including handling related to SVG documents that reference PNG or JPEG images. Test your actual file with the alternate route: documentation of an option does not guarantee identical rendering for every SVG.

Choose based on the SVG features and assets in your file and the needs of the downstream viewer or print workflow. The cited documentation and issue reports do not establish a controlled, current comparison across PDF engines, so verify the output in the route you intend to use.

Build a minimal reproduction before changing production settings
- Record the pipeline. Write down the PDF-generating application or library, its version, and the operating system. Note whether the source is exported directly or rendered as HTML.
- Classify the SVG. Identify inline SVG, an external SVG file, or an image referenced inside an SVG. Note whether the SVG is nested in an HTML element such as
<object>. - Reduce the example. Make a small page or SVG that reproduces the missing output, keeping the relevant filters and referenced images. Remove unrelated page content only if doing so does not remove the failure.
- Check the output against the source. Determine whether the whole SVG is blank, one embedded object is missing, or appearance has changed. Compare text, fonts, filters, and raster images.
- Change one loading or export condition. For HTML-to-PDF, inspect image-loading configuration and relevant JavaScript behavior; for direct export, inspect the editor’s SVG/PDF export settings, including filter handling where relevant.
- Test an alternate route if needed. Export through a vector editor or test a dedicated SVG converter. Confirm that the resulting PDF meets your viewer or print requirements before replacing the production workflow.
Common symptoms and what to check
- SVG is visible in a browser but the PDF is blank: verify which renderer makes the PDF, whether it can load the SVG, and whether the SVG is inside an HTML
<object>. Browser display alone does not establish how a separate PDF engine will handle it. - The SVG appears but a photo or other image inside it is missing: check whether that nested asset is embedded or linked, and whether the converter can access it. The historical wkhtmltopdf report about a base64 JPEG is an example of this class of problem, not a general diagnosis.
- Only objects using visual effects look wrong: inspect filters and the vector editor’s PDF export settings for filtered objects.
- A local test works but the generated job does not: compare the actual PDF job’s renderer, version, operating system, and loading configuration with the test. Do not assume the job has the same environment as your browser preview.
- The file still fails after basic checks: provide the renderer name and version, operating system, a minimal SVG or excerpt, and a minimal reproduction. Include whether the SVG is inline, external, or contains its own image reference.
