Start by finding out who is buffering: one viewer, several people on the same network, or viewers on unrelated networks. That pattern helps separate playback and local-network problems from issues with the encoder, YouTube ingest, or your outbound connection. Then check YouTube Live Control Room health, verify the encoder settings—especially the keyframe interval—and test the stream’s output and upload stability.
First, find out who is affected
Ask affected viewers whether they are watching on the same network, and compare their reports with your own playback. The pattern is a useful first clue, not proof of a particular cause.

- One viewer: YouTube says the viewer’s computer or internet connection is probably involved. Ask them to try another playback device or connection and compare the result.
- Several viewers on one shared network: investigate that network’s capacity and health. YouTube’s example says 10 users watching 10 streams need 10 times the inbound network speed; this illustrates the effect of simultaneous streams, not a universal bandwidth guarantee.
- Viewers on different networks: check the broadcast path. YouTube points to possible encoder issues; inspect the Live Control Room, encoder output and outbound connection.
Check YouTube’s stream health and encoder settings
Read the Live Control Room health messages
Open YouTube Studio’s Live Control Room and look beside the Health Indicator for errors. Treat the message as a diagnostic lead and correct any configuration problem it identifies. YouTube specifically warns that an overly long keyframe interval can cause buffering. Its API documentation describes an insufficient-ingestion condition this way: “YouTube is not receiving enough video to maintain smooth streaming. As such, viewers will experience buffering.” YouTube for Developers: Configuration Issues for LiveStream Resources.
Verify keyframes, codec, resolution and bitrate
YouTube recommends a 2-second keyframe frequency and says not to exceed 4 seconds. Check the value configured in your encoder rather than assuming a preset is correct. Use YouTube’s recommended bitrate for your chosen codec, resolution and frame rate; there is no single bitrate that suits every stream. Confirm that the encoder’s output resolution and bitrate match what you intended and what your connection can sustain.

Use YouTube’s current encoder settings as the reference for the codec and output you actually selected: YouTube Live encoder settings, bitrates, and resolutions. These are operational recommendations, not a guarantee that an unstable connection will deliver a smooth stream.
Choose latency for an ambient stream
For a non-interactive ambient broadcast, choose Normal latency in the stream’s latency settings. YouTube says Normal latency has the lowest viewer buffering and is best for non-interactive streams. Low and Ultra-low latency reduce the player’s read-ahead buffer to get closer to real time; that trade-off can increase buffering. Ultra-low latency is intended for highly interactive streams. See YouTube’s latency settings guidance.

Check what the encoder is actually sending
Look at the stream in the encoder itself while the problem is happening. Check whether the video and audio look right, whether the encoder reports errors or high CPU load, and whether a local recording or archive is also defective. If the encoder’s own output is wrong, investigate the media source or encoder before blaming viewers’ playback. Update the encoder software if it is out of date.
A clean local preview does not prove that the stream is reaching YouTube reliably. If the encoder output looks healthy, continue by checking outbound upload and the encoder-to-ingest connection.

Test the broadcaster’s outbound connection
Measure upload capacity and stability, not just download speed. YouTube advises allowing enough outbound bandwidth for the stream bitrate, including primary and backup streams, and recommends 20% headroom. A speed-test result taken once cannot establish that the connection will remain stable throughout a continuous broadcast. Observe the stream health while buffering is occurring and contact your ISP if tests identify a connection problem.
If you use OBS, check its dropped-frame and disconnect indicators. OBS says dropped frames or intermittent disconnections point to an unstable connection to the remote ingest server or a connection that cannot keep up with the configured bitrate. Lowering the bitrate can help, but choose a value that fits YouTube’s recommendations for your output and the stable upload you have measured. OBS also identifies VPNs, security software and network-prioritization utilities as possible sources of interference. Consult OBS’s dropped-frames guide and OBS’s stream-connection troubleshooting guide.

OBS dropped frames concern the connection from the encoder to ingest; viewers may buffer even when OBS is not reporting dropped frames. If OBS is not your encoder, use that software’s own connection and output diagnostics rather than applying OBS-specific steps.

Work through common buffering patterns
| What you observe | Where to investigate first | Next check |
|---|---|---|
| Only one viewer buffers | That viewer’s device, app or connection | Compare another device or network; try manual playback quality. |
| Several viewers on one network buffer | Shared network capacity or health | Check competing streams and whether the network can serve all simultaneous viewers. |
| Viewers on unrelated networks buffer | YouTube health messages and broadcaster path | Inspect keyframes and other encoder settings, encoder output, CPU load and outbound stability. |
| OBS reports dropped frames or disconnects | OBS-to-ingest connection or bitrate exceeding stable upload | Check upload stability and interference; lower bitrate only to a YouTube-appropriate, sustainable level. |
| Encoder preview or local archive is defective | Encoder, source or local processing | Resolve the output problem before treating it as a viewer-only playback issue. |

Frequently Asked Questions
Is there a special encoder profile for 24/7 ambient YouTube streams?
The cited YouTube guidance does not specify a separate profile for ambient or 24/7 broadcasts; use the general Live recommendations and diagnose from stream health and viewer reports.
Does a green local preview rule out a network problem?
No. A healthy-looking encoder output is a reason to test outbound upload and the ingest connection next.
