First identify what is taking the screenshot. Puppeteer’s page.screenshot() captures a browser page; Apple’s ScreenCaptureKit permission applies to native capture of Mac screen content. Don’t grant broad Screen Recording access or reset privacy permissions until you know which API and process produced the error.
Check whether this is a page screenshot or a Mac screen capture
A typical Puppeteer screenshot saves the rendered page, not a picture of the Mac desktop or another app’s window. Puppeteer documents Page.screenshot() for this purpose; its guide shows saving the result with a path option (Puppeteer screenshots guide; Page.screenshot() API).

const puppeteer = require('puppeteer');
(async () => {
const browser = await puppeteer.launch();
try {
const page = await browser.newPage();
await page.goto('https://example.com');
await page.screenshot({ path: 'screenshot.png' });
} finally {
await browser.close();
}
})();
If this minimal example fails, note the exact failing line and error text. If a prompt names Terminal, Chrome, Node, or a different app, that identity alone does not establish the cause: inspect wrappers, plugins, extensions, test harnesses, and custom code to see whether they invoke a native screen-capture API.

Clues that point to native capture
- The code captures the desktop, a display, or another application’s window rather than a browser page.
- The stack trace or error identifies ScreenCaptureKit or another native capture component.
- The permission prompt or error names an app that actually performs native screen-content capture.
Third-party wrappers can change the path, so verify the implementation rather than assuming every Puppeteer-based tool uses only the page screenshot API.

Does Puppeteer need Screen Recording permission on Mac?
For the documented Page.screenshot() page-rendering path, the cited Puppeteer references do not establish a requirement for macOS Screen Recording permission. Apple’s permission guidance is for apps using ScreenCaptureKit to capture screen content. Apple says to request permission before capture and include NSScreenCaptureUsageDescription to explain why the native app needs access (Apple ScreenCaptureKit documentation).
That distinction matters: do not treat a generic Puppeteer screenshot failure as proof that Terminal, Chrome, or Node needs Screen Recording access. First confirm that the failing code actually uses native capture.

Record the launch mode and browser that fail
Puppeteer launches headless by default. Setting headless: false opens a visible browser; headless: 'shell' selects the separate old headless shell mode (Puppeteer headless modes). These are useful facts for reproducing a failure, not universal permission fixes.
const browser = await puppeteer.launch({ headless: false });
For a useful reproduction, record:
- Puppeteer package version and the macOS version.
- The browser executable or channel in use, and whether it is Puppeteer’s bundled browser or a separately configured executable.
- Whether the failure occurs in default headless mode, headful mode, or
headless: 'shell'. - The exact error text, stack trace, and the API call that fails.
Change one variable at a time. A difference between headed and headless runs narrows the investigation, but it does not by itself show that a privacy permission is missing.

If the failing code uses ScreenCaptureKit
- Identify the native capturing app. Confirm which app or packaged process calls ScreenCaptureKit; do not select a permission target merely because it launched Puppeteer.
- Request Screen Recording permission for that app. Apple’s guidance applies to native screen-content capture and calls for an explanatory
NSScreenCaptureUsageDescriptionin the app. - Review macOS Privacy & Security settings. Check the Screen Recording permission for the actual capturing application. macOS labels and presentation can vary by version.
- Restart the app after granting access. Apple’s screen-capture sample for macOS 15 and Xcode 16 says, “After you grant permission, you need to restart the app to enable capture” (Apple sample: Capturing screen content in macOS).
Do not apply these steps to a plain Page.screenshot() failure unless the implementation’s native capture path has been established.
Interpret the error by the API that emitted it
Apple defines SCStreamErrorUserDeclined as an error indicating that the user did not grant Screen Recording permission to the app (Apple SCStreamErrorUserDeclined documentation). That identifies a ScreenCaptureKit permission issue. The cited Puppeteer screenshot references do not document it as an error returned by Page.screenshot().

When you see this error, trace the stack and identify the process or library that emitted it. If the failure instead comes from a Puppeteer page screenshot, investigate the browser launch, test-runner context, page navigation, and file output at the failing call rather than treating Screen Recording permission as the confirmed cause.
Troubleshoot a page screenshot that still fails
- Failure at
page.screenshot()with no native capture in the stack: reduce the script to a page navigation and screenshot, then check the exact Puppeteer/Chrome error and launch configuration. - Failure only in a test runner or wrapper: run the minimal script outside that context. Inspect wrapper code, plugins, and extensions for a desktop-capture API or altered browser executable.
- The image is not written: verify that the destination path is writable and that the process reports success before you inspect the file. A file output problem is not evidence of a macOS capture permission denial.
- A prompt names an unexpected app: determine which component requested native capture before changing permissions.
- The error is
SCStreamErrorUserDeclined: follow the ScreenCaptureKit branch above for the app that uses that API.
Avoid using tccutil reset as a first-line fix. It changes macOS privacy authorization state, and the cited documentation does not establish it as a remedy for Puppeteer page screenshots. Prefer identifying the API and permission owner before changing privacy settings.
