First identify whether you’re using new Outlook, classic Outlook, or Outlook on the web: attachment menus and fixes differ between them. Then separate the problem into one of four stages: previewing or opening an attachment, downloading or saving it, an Outlook security block, or a Windows warning after download. If the item is a SharePoint or OneDrive document link rather than a file attachment, use the cloud-link steps below.
Identify your Outlook version and the failure
Microsoft’s instructions distinguish new Outlook, classic Outlook, and Outlook on the web. In Outlook for Windows, if a step for new Outlook does not match your screen, you may be using classic Outlook; switch to the instructions for that client rather than guessing at a menu.

| What you see | Likely issue | Where to start |
|---|---|---|
| The attachment is listed, but Preview or opening fails | Previewer, file support, or opening issue | Preview and opening steps |
| Download or save does not work | Download, save location, or client-menu issue | Download and save steps |
| Outlook explicitly says the file type is blocked or unsafe | Outlook security restriction | Blocked-file guidance |
| The file reached your device, but Windows warns or prevents opening | Windows Attachment Manager | Windows safety checks |
| A SharePoint or OneDrive Office link opens blank or reports an error | Cloud document link, not a conventional attachment | Cloud-link workarounds |
When an attachment will not open or preview
New Outlook or Outlook on the web
Select or double-click the attachment. If it does not open, use its dropdown or More actions menu and choose Preview or the option for that file type. Depending on the account and format, Outlook may show a preview or open the file in an associated application such as Word, Excel, or PowerPoint.
Outlook cannot preview or edit every file format in a browser. If the format is unsupported, download it and open it with an application that supports it.

Classic Outlook
Double-click an attachment to open it. To preview, right-click it and select Preview. If opening works but preview does not, check whether previewing has been disabled: classic Outlook’s Trust Center can turn previewers off globally or for a particular previewer. A preview-only failure points to that setting or previewer, not necessarily to a broken attachment.
When an attachment will not download or save
Choose the instructions for the client you are actually using. Menu labels can differ, and the new Outlook steps may not apply to classic Outlook.

New Outlook
- Open the message and select the attachment’s dropdown.
- Choose Download and select a destination folder, or choose Save to OneDrive to save it there.
- To retrieve every attachment on one message, use Download all. You can also drag an attachment from the message to the desktop.
Classic Outlook
- Open the message and select the dropdown beside the attachment.
- Choose Save As for one attachment or Save All Attachments for all attachments in the message.
- Choose a destination. Documents is the default save folder, but you can select another folder.
Outlook on the web or Outlook.com
- Select the message, then open the attachment’s More actions menu.
- Choose Download, Save to OneDrive, or Download all, depending on what you need.
If the action or menu described here is missing, confirm whether you are in new Outlook, classic Outlook, or Outlook on the web before trying another client’s steps.
When Outlook blocks the attachment as unsafe
This is different from a download that fails: Outlook is refusing a file type under its security rules. Microsoft Support explains, “Outlook blocks numerous file types that have the potential to spread computer viruses.” Some blocked types can be unblocked by an Exchange administrator. If you use a work or school account, ask your organization’s administrator whether its policy is responsible.

When Windows blocks a file after it downloads
If the file has already been saved to your device, Outlook’s download has succeeded. Windows Attachment Manager may use information about where a file came from—sometimes called Mark of the Web—to warn you or prevent it from opening automatically. Treat this as a Windows security check, not an Outlook attachment-menu problem.

An email may contain a link to an Office document in SharePoint or OneDrive rather than a file attached to the message. Microsoft’s classic Outlook known-issue page, last updated May 1, 2026, described shared Office document links that might open blank or show a corrupted-file error. It listed a service-side fix scheduled for May 4, 2026, and noted that rollout could take time and a client restart. That is a historical incident report, not confirmation that an outage is still happening.

- Try Outlook on the web instead of classic Outlook.
A narrow exception: the historical Protected View issue
Microsoft also documented a separate Outlook for Microsoft 365 problem in which Office links and attachments appeared to open in Protected View but did not. The issue page was last updated November 29, 2023, and marks the issue fixed; Microsoft attributed it to outdated Intel graphics drivers. Its guidance for that specific issue was Intel graphics driver version 31.0.101.4887 or newer, or a rollback to a version older than 31.0.101.4824. These driver versions are not general Outlook attachment fixes; consider them only when the symptoms match that historical issue.
