How to Fix Location Services That Aren’t Working in Windows 11

Check Windows 11’s device, user, and app location permissions, then use a default location or contact an administrator when appropriate.

To fix Location services in Windows 11, first check the device-wide setting, then the signed-in user’s access, and finally the affected app’s permission. Open Settings > Privacy & security > Location. If Windows says “Location services is off,” the device-level setting must be enabled by an administrator before the user-level switch can work. [Microsoft]

Check which location permission is blocking access

Windows has separate controls for the device, the signed-in user, and apps that appear in the privacy list. A problem affecting several apps may point to a broader setting; a problem affecting only one app is more likely to involve that app’s permission. Start with the shared controls before changing anything else.

Several Windows features or apps cannot use location Device-level Location services User access cannot be enabled while device location is off. [Microsoft]
One listed app cannot use location User access, then that app’s switch App access can be separate from the broader controls. [Microsoft]
A desktop program is missing from the list The program’s own settings and privacy policy Desktop apps may not appear in Windows’ per-app list or be controlled by its privacy settings. [Microsoft] [Microsoft]
Location is enabled but unavailable or approximate Default location and available device signals Windows can use a configured default when it cannot determine a more exact location. [Microsoft]
Settings are unavailable on a work device Your organization’s administrator Workplace policy may control the setting. [Microsoft]

Turn on device and user location access

  1. Open Settings > Privacy & security > Location.
  2. Check Location services. If it is off, an administrator must enable it. A non-administrator may not see this device-level control. [Microsoft]
  3. Turn on Let apps access your location for the signed-in user. This switch depends on device-level Location services being enabled. [Microsoft]

Allow location for the affected app

On the same Location settings page, find the affected app in the list and enable its access if the option is available. The listed app’s permission is distinct from the user-wide switch, so check both when one app is the only one failing. [Microsoft]

If it is a desktop app

A desktop program may not appear in Windows’ app list, and Windows’ per-app privacy controls may not govern it. Check the program’s own location or privacy settings and its privacy policy; do not assume a missing Windows toggle means the program has no access. [Microsoft] [Microsoft]

Set a default location when Windows cannot determine one

If a PC has no reliable location signal or reports an unavailable or imprecise location, configure a fallback: under Default location, select Set default, choose a point on the map or enter an address, then save it. Microsoft recommends this especially for desktop computers and devices without Wi-Fi when Windows cannot determine a more exact location. A default is a fallback, not a guarantee of live or precise positioning. [Microsoft]

Windows may estimate location using GPS, nearby Wi-Fi access points and routers, cell towers, an IP address, or a configured default location. Which signals are available—and the resulting precision—depends on the device and its environment; not every Windows 11 PC has GPS hardware. [Microsoft]

Check remote desktop and organization-managed settings

Cloud PC or virtual desktop

For location override in a Cloud PC or virtual desktop, Location services must be enabled on both the local and remote devices, and the remote-connection app must have location access. Check all three rather than changing only the local PC’s setting. [Microsoft]

Work or school device

If Windows says settings are managed by your organization or the controls are unavailable, contact the device administrator. The applicable policy depends on how that organization manages the device, so there is no single user-side setting to override it. [Microsoft]

What turning off Location services does—and does not do

Disabling Windows Location services prevents Windows and apps from using location through that service. It does not guarantee that every third-party app cannot estimate location by other means: Microsoft notes that apps may use technologies such as Bluetooth, Wi-Fi, cellular connectivity, or IP address. Desktop apps also have different controls from Store apps, so review an app’s own settings and privacy policy when limiting access. [Microsoft] [Microsoft]
