When an Apache .htaccess rewrite appears to do nothing, the cause is usually outside the regular expression. Apache may be ignoring the file, the rule may be written for server context instead of per-directory context, a required security option may be disabled, a condition or earlier rule may prevent execution, or your browser may be reusing a cached redirect. Work through the checks below in order: first prove Apache reads the file, then verify mod_rewrite, correct the pattern, check directory options and substitution paths, and finally use trace logging and a temporary redirect to observe what Apache is doing.

1. Confirm Apache is allowed to read .htaccess
The most important check is the matching <Directory> configuration for the directory containing the file. Apache HTTP Server 2.4 defaults to AllowOverride None. With that setting, Apache does not process the directory’s .htaccess file, so every rewrite directive in it is ignored.

For rewrite directives, the directory must permit at least the FileInfo override class, or all override classes:
<Directory "/var/www/html">
AllowOverride FileInfo
</Directory>AllowOverride All also permits the directives, but it grants broader control than a rewrite-only configuration. On hosts that use directive-level controls, an appropriate AllowOverrideList must permit the rewrite directives instead. The exact block must cover the real document-root or application directory; changing an unrelated directory block has no effect.

Checks to make
- The file is named exactly
.htaccess, including the leading dot and lower-case spelling. - It is located beneath the active
DocumentRootor another directory where overrides are enabled. - The virtual host you are testing uses the directory block you edited.
- You can reload Apache after changing server configuration and have access to its error log.
If you cannot edit the <Directory> configuration, ask the administrator whether customer overrides and mod_rewrite are enabled. A hosting plan can provide an .htaccess file while still disallowing the directives through server policy.
2. Verify mod_rewrite and the rewrite engine
Apache must have mod_rewrite loaded, and each file that contains rules must enable the engine:

RewriteEngine OnAn “unknown directive” error, or an error saying that RewriteEngine is not recognized, indicates a server/module problem rather than a bad pattern. On a server you administer, inspect the loaded modules (for example, with your distribution’s Apache module listing) and enable mod_rewrite before testing the rules again. Then reload or restart Apache according to your operating system’s service procedure.
Do not diagnose a regular expression until a deliberately simple rule can be parsed. A syntax error normally produces an HTTP 500 response and an error-log entry; a completely silent no-op more often indicates that the file is not being read or that the rule does not match.
3. Remove the leading slash from RewriteRule patterns
This is the most common difference between a rule copied from server configuration and one used in .htaccess. In per-directory context, Apache removes the directory prefix before matching the RewriteRule pattern. For a file in the document root, a request for /old-path is matched as old-path, not /old-path.

RewriteEngine On
RewriteRule ^old-path/?$ new.html [L]Do not use ^/old-path in the .htaccess rule. The leading slash causes the pattern to fail, so Apache simply continues to the next rule or serves the original request.

In /var/www/html/.htaccess, a request for /about is matched against about. In /var/www/html/blog/.htaccess, a request for /blog/archive is matched against archive, because Apache has already removed the /blog/ directory prefix. This behavior applies to the pattern; it does not mean that the public URL loses its directory.
Keep optional trailing slashes explicit when both forms should work. The /?$ ending in the example accepts either /old-path or /old-path/. Anchor a rule with ^ and $ when you intend to match the complete remaining path rather than a prefix.
4. Check the directory options required for per-directory rewriting
Per-directory rewriting requires one of these options in the permitted directory context:

Options SymLinksIfOwnerMatchIf neither is enabled, Apache can reject per-directory rewrite processing and record error AH00670. Whether you may set the option in .htaccess depends on the directory’s override policy. If an Options directive itself causes a 500 response, the host has not permitted that override; the administrator must set the option in the server or virtual-host configuration.

Do not enable an option blindly on a shared system. FollowSymLinks has security implications when users can create links, while SymLinksIfOwnerMatch applies an ownership check. Use the option your server policy supports and follow the administrator’s guidance.
5. Decide whether RewriteBase is actually needed
RewriteBase supplies the URL base used for relative substitutions when the URL path and filesystem path do not line up. This matters in an Alias, an application installed below a subdirectory, and some other per-directory deployments. For example:
RewriteEngine On
RewriteBase /myapp/
RewriteRule ^old$ new.html [L]Here, a relative substitution such as new.html is resolved beneath /myapp/. Without the correct base, Apache may construct an unexpected URL or look in the wrong location.
You do not need RewriteBase merely because a rule exists in .htaccess. It does not change how the pattern is matched, and it has no effect on an absolute substitution such as:
RewriteRule ^old$ /new.html [L]or:
RewriteRule ^old$ https://example.org/new.html [R=302,L]Use a base only when the relative target needs one. Adding it to every file can hide the real problem and make a deployment harder to move.

6. Inspect rule order, conditions, and terminating flags
Apache evaluates rules sequentially. A rule runs only when its pattern matches and every preceding RewriteCond attached to that rule succeeds. An earlier broad match can rewrite the request before the rule you are investigating is reached. Conversely, a missing condition match can make a rule look ignored even though Apache evaluated it correctly.
Review each condition
- Confirm the variable contains what you expect, such as the requested path, host, query string, or HTTPS state.
- Check whether the condition pattern is case-sensitive and whether its anchors are too restrictive.
- Remember that conditions belong to the next
RewriteRule; they do not globally affect later rules. - Temporarily remove nonessential conditions to determine whether the rule itself matches.
Review stopping and looping behavior
The [L] flag stops the current round of per-directory processing after a rule runs. The [END] flag stops further per-directory rewrite processing for the request and is useful when an internal rewrite would otherwise be processed again. If neither is present, later rules can change the result or create an internal rewrite loop.
Place specific rules before general catch-all rules. A front-controller rule such as a rewrite of every non-file request to index.php should normally come after exceptions for real files, directories, assets, health checks, and explicitly redirected legacy paths. A loop often appears as repeated internal rewrites in the error log or an eventual “too many redirects”/500 response.
7. Use a minimal test rule to isolate the fault
Once the prerequisites are in place, reduce the file to a controlled test. Save the existing rules, then try:
RewriteEngine On
RewriteRule ^rewrite-test$ test.html [L]Create or confirm a reachable test.html in the same directory and request /rewrite-test. If this does not work, the problem is still a prerequisite, directory location, or pattern-context issue. If it works, restore your production rules in small groups until the failing condition or ordering interaction is identified.
For a redirect test, use a temporary response:
RewriteEngine On
RewriteRule ^old-path/?$ /new-path [R=302,L]A 302 is preferable while debugging because it is temporary and less likely to be stored as a permanent browser decision. Test in a private window or with a client that shows response headers. Once the destination is correct and stable, change the status to 301 only when the move is genuinely permanent.
8. Turn on rewrite trace logging briefly
When the visible response does not reveal the cause, increase rewrite logging temporarily in the server or virtual-host configuration:

Trace output can show the path Apache tested, the result of each condition, the selected substitution, and whether another processing round occurred. This distinguishes “pattern did not match” from “condition failed,” “rule was never reached,” and “rewrite succeeded but the target failed.”
Trace logging can be verbose and may expose request details. Enable it only for the short investigation, reproduce a small number of requests, and return the log level to its normal setting immediately afterward. If you do not have error-log access, ask the administrator to perform this step with one timestamped test request.
9. Match the symptom to the likely cause

10. A complete troubleshooting sequence
- Prove the file is active. Confirm its exact name and location, identify the active
DocumentRootor alias, and inspect the matching<Directory>block. ReplaceAllowOverride NonewithAllowOverride FileInfoor an equivalent permitted directive list. - Prove the engine is available. Ensure
mod_rewriteis loaded and addRewriteEngine On. - Correct the pattern context. Remove the leading slash from every
RewriteRulepattern in.htaccess; account for the directory prefix already removed by Apache. - Check security options. Permit
FollowSymLinksorSymLinksIfOwnerMatchwhere required, subject to the server’s override policy. - Check the target path. If the substitution is relative and the deployment uses an alias or subdirectory, set the correct
RewriteBase. Do not use it to fix an absolute target. - Evaluate execution flow. Test conditions, move specific rules above catch-alls, and add
[L]or[END]to prevent unintended subsequent processing. - Observe one request. Temporarily set
LogLevel alert rewrite:trace3, reproduce the request, and read the error log. - Eliminate caching. Debug redirects with 302 in a private session. Convert to 301 only after the destination and conditions are confirmed.
Configuration control determines the available fix
The right remedy depends on five practical facts: whether you control server configuration, whether the file is in the document root or a subdirectory/alias, whether the substitution is relative or absolute, which symptom you see, and whether you can read the error log. A document-root no-op with no log access calls for an administrator to verify overrides; an alias deployment with a wrong relative target calls for URL-base analysis; a stale redirect calls for cache-safe 302 testing rather than another regex change.
Apache 2.4 documentation and provider policies can differ. Confirm the active Apache version and the host’s permitted directives before applying a server-level change, especially on managed or shared hosting.
