Error 0x80200010 usually means that Background Intelligent Transfer Service (BITS) believes the network is disconnected or unusable. It does not necessarily mean the computer has no internet access, and it does not automatically mean that the BITS service is broken. VPN routing, Windows network-state detection, proxy settings, DNS, a missing gateway, or an unreachable Configuration Manager management point (MP) or distribution point (DP) can all produce the same result.
Start by finding the exact URL and component involved in the download. Then test that endpoint from the affected computer, check Windows network state, and only repair or restart BITS when the evidence points to BITS itself.

What the complete message means
The message commonly appears in ccmsetup.log during Configuration Manager client installation or upgrade:
PENDING - Failed to download client files by BITS. Error 0x80200010
- PENDING: The operation is waiting or retrying; it has not necessarily failed permanently.
- Failed to download client files by BITS: Configuration Manager delegated the transfer to Background Intelligent Transfer Service.
- 0x80200010: Microsoft maps this HRESULT to
BG_E_NETWORK_DISCONNECTED, or “Network is disconnected.” See Microsoft’s BITS error reference. - Description Unknown: Configuration Manager log output may not decode the hexadecimal value. The HRESULT must be interpreted separately.
BITS can be running normally while Windows reports that no usable network connection exists. “Usable” may depend on NCSI detection, the active adapter, VPN routes, proxy behavior, DNS, and the particular ConfigMgr server being contacted.

Find out what is actually downloading
Do not troubleshoot “the ConfigMgr network” as one path. Client bootstrap files, policy, software updates, and application content can use different URLs and logs.
Client installation or upgrade
Start here:
C:WindowsccmsetupLogsccmsetup.log
Review lines immediately before and after the error. Record:
- The complete download URL.
- The management point or distribution point name.
- Whether the job is retrying.
- BITS job identifiers, if shown.
- Later errors such as HTTP status codes, timeouts, certificate failures, or
0x800706ba.
Policy, updates, and applications
Use the log that matches the operation:
C:WindowsCCMLogsDataTransferService.log
C:WindowsCCMLogsContentTransferManager.log
C:WindowsCCMLogsLocationServices.log
C:WindowsCCMLogsPolicyAgent.log
C:WindowsCCMLogsCAS.log
For application content, the usual chain is:
ContentTransferManager.logidentifies the content-transfer job.DataTransferService.logshows the BITS transfer and its result.CAS.logconfirms content verification after the download.
For software-update content, Microsoft specifically recommends reviewing CAS.log, ContentTransferManager.log, and DataTransferService.log in its software-update troubleshooting guidance.
Step 1: Check Windows network state
Run PowerShell as Administrator:
Get-NetConnectionProfile
Get-NetAdapter | Sort-Object Status, Name
ipconfig /all
route print
Pay particular attention to IPv4Connectivity and IPv6Connectivity. Values such as Internet indicate that Windows considers the interface connected. NoTraffic, LocalNetwork, or Disconnected support a network-state problem, although NCSI is not a perfect test of reachability.
Look for:
- A disabled or disconnected Ethernet or Wi-Fi adapter.
- A VPN adapter that is connected but not routing ConfigMgr traffic.
- A missing or incorrect default gateway.
- DNS servers that cannot resolve internal ConfigMgr names.
- Multiple adapters with an unexpected route preference.
- A virtual-machine adapter connected to an isolated or host-only network.
An enabled adapter is not enough. An isolated lab network or missing default gateway can leave BITS unable to identify an active network.
Step 2: Test NCSI without disabling it
Windows uses Network Connectivity Status Indicator (NCSI) DNS and HTTP probes to evaluate connectivity. On Windows 10 version 1607 and later, the normal HTTP probe is:

-UseBasicParsing `
-Uri "http://www.msftconnecttest.com/connecttest.txt"
Invoke-WebRequest `
-UseBasicParsing `
-Uri "http://ipv6.msftconnecttest.com/connecttest.txt"
The IPv6 test is useful when IPv6 is enabled but misrouted. Older Windows releases used different NCSI probe details, so do not apply the Windows 10-and-later endpoint assumptions to every operating system.
For NCSI events, open:
Event Viewer
→ Applications and Services Logs
→ Microsoft
→ Windows
→ NCSI
→ Operational
According to Microsoft’s NCSI troubleshooting guidance, a failed probe does not always mean that the computer cannot access the internet. Investigate instead:
- Proxy or PAC-file behavior.
- VPN software and split tunneling.
- Captive portals.
- DNS filtering or secure web gateways.
- Firewalls returning HTTP 403.
- HTTP inspection or response rewriting.
- Group Policy or registry settings that alter active probing.
Do not disable NCSI as a routine fix. That hides a useful diagnostic signal rather than restoring the network path.
Step 3: Test the exact management-point or distribution-point URL
General internet access is not enough. ConfigMgr may need an internal MP or DP that is available only through a corporate network or VPN.
Use the hostname and URL found in the log. Examples include:

http://<management-point>/CCM_Client/ccmsetup.cab
http://<distribution-point>/SMS_DP_SMSPKG$/<package-path>
The exact endpoint depends on the operation and site configuration. Test name resolution and ports:
Resolve-DnsName <management-point>
Resolve-DnsName <distribution-point>
Test-NetConnection <management-point> -Port 80
Test-NetConnection <management-point> -Port 443
Test-NetConnection <distribution-point> -Port 80
Test-NetConnection <distribution-point> -Port 443
When possible, test the precise URL:
Invoke-WebRequest `
-UseBasicParsing `
-Uri "https://<server>/<path>"
| Result | Likely direction |
|---|---|
| DNS failure | Internal DNS, VPN DNS, suffixes, or stale records |
| TCP connection failure | Routing, firewall, VPN, server availability, or port configuration |
| HTTP 401 or 403 | Connectivity exists; investigate authentication, IIS, permissions, certificates, or proxy behavior |
| HTTP 404 | The server is reachable, but the path, content, or location may be wrong |
| Browser succeeds but BITS fails | Test under Local System; the user may have different proxy, credentials, or certificate access |
Microsoft recommends manually accessing the URL recorded in DataTransferService.log when a client has a content location but cannot download it. If the client never receives a content location, investigate policy, location services, boundary groups, or site infrastructure before focusing on BITS.
Step 4: Check the BITS service and queue
Check whether BITS is installed and running:
sc query bits
The expected running state is:
STATE : 4 RUNNING
PowerShell provides additional detail:
Get-Service -Name BITS
Get-BitsTransfer -AllUsers
Before restarting anything, preserve the relevant logs and confirm that the queue does not contain important unrelated transfers. If the service state itself is the problem, restart it:
Recommended Free Tools
Restart-Service -Name BITS
Or from Command Prompt:
sc stop bits
sc start bits
Microsoft documents these checks and restart steps in its BITS and update-agent troubleshooting guidance.
If the service account is unexpectedly misconfigured, inspect it:
sc qc bits
Where the standard configuration is required, Microsoft documents:
Rank #4

- Supported features include Wake-on-LAN function, Green Ethernet & IEEE 802.3az-2010 (Energy Efficient Ethernet)
- Supports IPv4/IPv6 pack Checksum Offload Engine (COE) to reduce Cental Processing Unit (CPU) loading

sc config bits obj= LocalSystem
The space after obj= is required. Stop and start BITS afterward. Do not assume this change is appropriate for every customized environment.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Avoid deleting every BITS job as a first-line repair. That can discard unrelated transfers and destroy evidence. Consider stale-job cleanup only after logs show a stuck or corrupt job and after recording its details.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Step 5: Check proxy and VPN behavior
Proxy context
Compare the interactive user’s proxy with the system-level WinHTTP configuration:
netsh winhttp show proxy
Get-ItemProperty `
"HKCU:SoftwareMicrosoftWindowsCurrentVersionInternet Settings" `
-Name ProxyEnable,ProxyServer,AutoConfigURL `
-ErrorAction SilentlyContinue
Potential differences include user-only authentication, PAC rules, separate routes for Local System, or a proxy that blocks HTTP range requests. BITS transfers may require proper range-request handling; an intervening proxy or firewall that does not support it can cause download failures. See Microsoft’s BITS range-request guidance.
Do not blindly run netsh winhttp reset proxy on a managed computer. It may break required enterprise traffic.

- Record the current log lines, URL, and timestamp.
- Connect the VPN completely.
- Confirm that the ConfigMgr hostname resolves using the intended DNS.
- Run
Test-NetConnectionto the logged port. - Run
Get-NetConnectionProfile. - Retry the operation and compare the ConfigMgr and BITS logs.
Check for split tunneling, a VPN that supplies DNS without a route, an adapter that appears before it can carry traffic, and a BITS job created before the VPN connected. Internet access through the VPN does not prove that the internal MP or DP is reachable.
Step 6: Check boundaries, distribution points, and client settings
A client can reach its MP yet receive a DP that is unavailable from its current network. Verify:
- The device’s current IP subnet and VPN address.
- ConfigMgr boundary membership.
- Boundary-group relationships and fallback settings.
- DP availability and content status.
- Whether the selected DP is reachable over the active route.
- Whether the content exists at the selected location.
If all clients in one boundary fail, suspect the DP, MP, boundary group, firewall, or site configuration. If only one device fails, prioritize its adapter, proxy, VPN, BITS queue, cache, and client state.

BITS throttling
Configuration Manager client settings can enable BITS throttling, specify maximum bandwidth, define a throttling window, and control whether downloads are allowed outside that window. Check the effective settings received by the affected client, including custom client-setting deployments that may override the default.
Throttling normally makes a transfer slow or delayed. It does not by itself explain 0x80200010, which specifically indicates that BITS considers the network disconnected. Treat throttling as relevant when the logs show a configured transfer window or recent policy change.
Use the evidence to choose the repair
- Identify the operation and exact URL. Determine whether this is client bootstrap, policy, update, or application content.
- Confirm the local network. Check adapters, gateway, DNS, routes, VPN state, and NCSI.
- Test the MP or DP directly. Separate DNS, TCP, HTTP, certificate, and authentication failures.
- Check BITS. Review the service, queue, and job behavior.
- Check ConfigMgr location and policy. Verify boundaries, DP content, fallback, and effective throttling.
- Restart only the implicated service. Restart BITS after capturing evidence when service or queue state supports it.
- Repair or reinstall the client last. Do this only after the transfer path is healthy but the client still fails.
Useful service context can be collected with:
Get-Service BITS, CcmExec, Winmgmt, NlaSvc, netprofm
Network-state components differ between Windows releases. Current Microsoft guidance notes that Windows 11 uses Network List Service for the relevant processing, while earlier systems use NLA-related components.
When to escalate instead of reinstalling
Escalate with evidence when:
- The MP or DP URL returns an HTTP error.
- All clients in the same boundary fail.
- The client never receives a content location.
- The URL is reachable under the user account but not under Local System.
- Certificates, IIS bindings, proxy inspection, or HTTP range support are involved.
- BITS is running, the endpoint is reachable, and the queue remains stuck.
Include the device name, ConfigMgr current-branch version, Windows build, local and UTC timestamps, exact URL, MP/DP name, DNS and TCP results, HTTP status, VPN/proxy state, and relevant excerpts from ccmsetup.log, DataTransferService.log, ContentTransferManager.log, LocationServices.log, and CAS.log as applicable.
