The reliable fix is to inspect the effective configuration instead of guessing. Run fail2ban-client -t, dump the merged settings with fail2ban-client -d (or --dump-pretty where available), verify the jail and its log input, test the exact filter with fail2ban-regex, then reload the daemon and check its counters.

Why Fail2Ban appears to ignore a custom file
Fail2Ban combines several configuration files. It does not simply read whichever file you edited most recently. For jail settings, the documented parse order is:
jail.confjail.d/*.conf, in alphabetical orderjail.localjail.d/*.local, in alphabetical order
When the same setting is defined more than once, the value parsed later wins. A valid edit can therefore appear to do nothing when it is in the wrong directory, has an unrecognised suffix, is attached to a differently named section, or is replaced by a later file. A file in jail.d/99-site.local, for example, can override a value in jail.local because the jail.d local files are parsed afterward.

The project recommends leaving packaged .conf files unchanged so upgrades remain safe. Put administrator changes in jail.local or a file under jail.d ending in .local. Filter changes belong in a matching file under filter.d, using a local override when you are extending or correcting a packaged filter. The exact base directory can differ between distributions, so confirm the path used by your installed package and verify the result in the client’s configuration dump.
Use an upgrade-safe file layout
Put jail changes in a local file
A small global override can live in /etc/fail2ban/jail.local:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
[sshd]
enabled = true
For a service-specific jail, a separate file makes ownership and precedence easier to see:
[my-service]
enabled = true
filter = my-service
logpath = /var/log/my-service.log
maxretry = 5
The filename is significant when several files define the same jail. Use a distinct numeric prefix, such as 90-custom.local, so the intended winner is obvious and alphabetic ordering is deliberate:
/etc/fail2ban/jail.d/90-custom.local
Put filter definitions where the jail can find them
The jail’s filter = my-service setting selects the corresponding filter definition under filter.d. A local definition or override has the following shape:
[Definition]
failregex = ^... <HOST> ...$
Use the exact filename that your package and dump show as loaded. If you edit a file with a different name from the selected filter, the daemon can continue using the old definition without an obvious error.

Do not edit vendor files
Packaged files such as jail.conf and vendor filter files are replaced or changed during upgrades. Keeping them intact avoids losing customizations and makes it clear that your policy lives in local files. If a package update changes a stock filter, compare the effective configuration after the update and adjust your local override rather than modifying the vendor copy.
The Fail2Ban project manual states: “It is recommended that *.conf files should remain unchanged to ease upgrades.” Treat that as an operational rule, not merely a style preference.

Follow this diagnosis sequence
Run the checks in order. Each step answers a different failure mode; skipping ahead often leads to testing a file or jail that the daemon never loaded.
1. Test the configuration parser
sudo fail2ban-client -t
The -t (or --test) option performs a configuration test. Resolve every parse error before looking at match counts. A misspelled option, malformed interpolation, invalid section, or syntax error can prevent a jail from loading or cause Fail2Ban to retain an older running configuration. Save the command output while troubleshooting so you can distinguish a parser failure from a later runtime problem.
Recommended Free Tools
2. Dump the configuration Fail2Ban will use
sudo fail2ban-client -d
# On versions that support it:
sudo fail2ban-client --dump-pretty
Search the output for the jail section and inspect the final values, not just the file you intended to change. Confirm all of the following:
- the jail name is spelled exactly as the section name;
enabledhas the intended value;- the selected
filteris the one you edited; - the final
logpathor journal settings point to the real source; - the final
failregexcontains your expression; actionis present and is the action you expect;- retry and ban-related settings, including
maxretry, are not being replaced unexpectedly; - an alphabetically later local file has not replaced your setting.
This dump is the fastest way to detect an override in another file, a typo in a section name, or a filter path that is not the one under test. It also gives you the exact merged state to compare before and after an edit.
3. Check whether the jail exists and is running
sudo fail2ban-client status
sudo fail2ban-client status my-service
The first command lists active jails. The second reports the selected jail’s state and counters. If your jail is absent, investigate the configuration before investigating the regular expression:
- make sure the section name in the local file is the name you use in the status command;
- set
enabled = truein the effective configuration; - fix all errors reported by
fail2ban-client -t; - confirm that the service was reloaded after the edit.
An absent jail cannot ban anything, regardless of whether its filter matches when tested separately. If the jail is listed, note its currently failed, banned, and total counters before generating a controlled test event. Those counters provide a direct indication that the running process is seeing and classifying new lines.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems4. Verify the log source
For a file-backed jail, check that the configured path exists, is readable by the Fail2Ban process, and is receiving new events. A path that once existed can move after a service or distribution change. File globs must resolve to an actual file; the jail can be skipped when no log file matches. Confirm the exact path shown in the dump rather than assuming it is the path used by the service today.
For a systemd service, configure the journal backend and matching settings appropriate to that service instead of assuming a traditional log file. Confirm the final backend and journal criteria in the configuration dump. The important question is whether the backend is reading the same events you are looking at manually. If you inspect a journal entry but the jail is configured for a file, a successful visual match tells you nothing about the active jail.

5. Test the exact filter with real log lines
sudo fail2ban-regex /var/log/my-service.log /etc/fail2ban/filter.d/my-service.conf
Use representative lines emitted by the service, including their real timestamp, prefix, escaping, and field order. The address that should be banned must be represented by <HOST> in the failregex. A hand-written sample can match while production lines fail because one token, delimiter, hostname, or timestamp differs.
If the jail uses a local filter file, test that actual file or otherwise verify from the dump which filter definition is effective. A successful fail2ban-regex run proves only that the expression can match the supplied input; it does not prove that the daemon is reading that input through the selected backend. Test more than one real line when the service emits multiple formats, such as authentication failures with different usernames or protocol fields.

One free scan finds every outdated or missing driver and matches the right update for your exact hardware.Free scan · exact hardware match6. Inspect replacement and ignore behavior
A local assignment to failregex can replace the stock value rather than append to it. If you intended to extend an existing list, use the documented known-value interpolation forms, such as %(known/parameter)s or <known/parameter>, where supported by the setting and your installed version. Otherwise, preserve every pattern you still need in the replacement value. Always verify the resulting list in the effective dump instead of assuming the original entries remain.
Also inspect ignoreregex. It excludes a line even when that line matches a failregex. A broad ignore expression can therefore make a correct filter report no effective failures. Test with an unambiguous offending line and compare both the fail and ignore expressions. During diagnosis, look for an ignore pattern that matches a broad prefix, address range, username, or message fragment covering the event you are trying to count.
7. Reload and verify again
Configuration files do not change a daemon’s in-memory state by themselves. After correcting the files, use the service manager appropriate to your distribution to reload or restart Fail2Ban. Then repeat the parser test, dump the effective configuration again, check the jail status, and watch the counters as new events arrive.
If the dump reflects your edit but status and counters do not change, verify that the daemon you queried is the instance using those files and that the selected backend is receiving new events. A stale process that was never reloaded continues using its previous configuration. A reboot may make the change appear to work, but explicitly reloading after each edit exposes failures immediately and avoids depending on a restart to hide them.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →How to tell whether the backend is wrong
Choosing between a file backend and the systemd journal backend is not a matter of preference alone. The backend must expose the events your filter expects.
| Check | File-backed jail | Systemd journal-backed jail |
|---|---|---|
| Log source fidelity | The configured logpath or file glob must exist, be readable, and receive the service’s new lines. |
The journal must contain the service events, and the selected journal matching must identify them. |
| Filtering controls | Use the actual file path and the appropriate date handling for those lines. | Use the journal backend and matching settings rather than assuming a traditional path. |
| Operational visibility | Confirm the jail sees new file events and that status counters increase after matching failures. | Confirm the daemon is attached to the intended journal entries and observe the same counters. |
| Portability | Check how the target distribution lays out logs and package configuration. | Check that the target distribution uses systemd and that its service manager and journal settings are available. |
A filter that matches a copied line from a file will not help if the active jail is reading the journal, and a journal match will not help if the service writes only to a file that the jail never opens. The dump and the per-jail status output should agree with the source you are testing.

Build and verify a custom jail without guessing
Use a small, isolated example while troubleshooting. The following files define a jail named my-service and point it at a service log:
- Create
/etc/fail2ban/filter.d/my-service.localwith a[Definition]section and a failregex that places<HOST>where the offending address appears. - Create
/etc/fail2ban/jail.d/90-custom.localwith the jail section:
[my-service]
enabled = true
filter = my-service
logpath = /var/log/my-service.log
maxretry = 5
- Run
sudo fail2ban-client -tand correct errors. - Run
sudo fail2ban-client -dor--dump-pretty. Confirm thatmy-service, its filter, log path, action, and final regex appear exactly as intended. - Run
fail2ban-regexagainst representative lines and the filter file. Check that the address is captured as a host and that no broadignoreregexremoves the same lines. - Reload or restart Fail2Ban through the host’s service manager.
- Run
sudo fail2ban-client status, thensudo fail2ban-client status my-service. Confirm the jail is listed and observe its counters while new failures are generated.
This sequence separates syntax, loading, input, matching, and runtime state. If a step fails, fix that layer before moving on. Do not tune the regular expression while the jail is disabled, and do not diagnose the backend from a test file that the active jail never reads.
Common symptoms and the precise fix
“My local file is present, but the old value wins”
Inspect the dump for another definition of the same jail or option. Check both jail.local and every file under jail.d, paying attention to alphabetical order. Rename your file with a deliberate numeric prefix or remove the conflicting local definition. Do not edit the packaged file merely to force precedence.
“The jail does not appear in status”
Check the exact section name, enabled, parser output, and whether the daemon was reloaded. A typo such as defining [my-service ] with an extra character creates a different section from the name queried. The effective dump will show whether the intended section exists.
“The regex matches in a test, but no ban occurs”
First confirm that the running jail uses the same filter and reads the same source. Then compare the test input with new production lines. Verify date and prefix text, field order, escaping, and the location of <HOST>. Finally check ignoreregex, the jail’s retry threshold, the configured action, and whether the counters change after reload. A test against a saved file cannot prove that the active backend is receiving current events.
“I added one pattern and lost the packaged patterns”
Your local failregex assignment likely replaced the stock value. Restore the patterns you need or use the documented known-value interpolation to extend the existing parameter. Re-run fail2ban-regex with lines covered by both the original and custom cases.
“The jail is skipped because the log file is missing”
Check the configured logpath, including globs, permissions, and log rotation behavior. If the service uses systemd, switch to the journal backend and matching settings instead of pointing the jail at a file that is not produced. Confirm the selected source in the effective dump.
“The edit works only after a full reboot”
A reboot hides the underlying issue: the Fail2Ban process was not reloaded. Use the distribution’s service manager after every configuration change, then run the parser test and dump again. If a reload fails, the parser output identifies the configuration error without requiring a reboot.
Best Value
“The jail sees failures but never bans”
Once the failed counter rises, matching is occurring. Compare the effective maxretry and related jail settings with the number of failures you generated, and inspect the selected action. A correct filter alone does not establish that the jail will reach its threshold or execute the intended response. The dump and per-jail status output show whether the problem is policy or input.
Make custom rules survive upgrades
- Leave all packaged
.conffiles unchanged. - Keep jail overrides in
jail.localorjail.d/*.local. - Keep filter overrides in
filter.d/*.localwhen overriding an existing definition. - Use descriptive, numerically prefixed filenames when ordering matters.
- Record the service’s real log source and the backend that reads it.
- After package upgrades, run
fail2ban-client -tand inspect the dump for changed defaults or filter names. - Retest representative log lines with
fail2ban-regexbefore relying on the jail.
The goal is not merely to make a rule match once. It is to make the loaded configuration, input source, filter, and running daemon agree after edits and upgrades.
Frequently Asked Questions
Why does Fail2Ban ignore my jail.local file?
Check the file location and suffix, then inspect the documented parse order. A setting in a later jail.d/*.local file can override the same setting in jail.local. Use fail2ban-client -d to see the winning value.
Why is my jail missing from fail2ban-client status?
The section may be disabled, misspelled, rejected by a parser error, or not loaded because the daemon was never reloaded. Run fail2ban-client -t, inspect the dump, and confirm enabled = true.
Why does fail2ban-regex match while the daemon does not ban?
The test may use a different filter or input source. Confirm the active jail’s filter, backend, log path or journal match, ignoreregex, retry threshold, and reload state. Then test lines copied from the real service output.
Where should custom Fail2Ban filters be stored?
Keep administrator filter definitions or overrides under filter.d in a local file, and leave packaged filter files unchanged. Verify the jail’s filter name points to the file you edited.
Can a custom failregex remove the stock patterns?
Yes. A local failregex assignment can replace the packaged value. Preserve the patterns you still need or use the documented known-value interpolation to extend the existing parameter.
What does a broad ignoreregex do?
It excludes matching lines even when those lines also match a failregex. Inspect it whenever the regex test appears correct but the jail records no effective failures.
Should I use a file backend or the systemd journal backend?
Use the backend that reads the service’s actual events. Compare source fidelity, matching controls, status visibility, and portability. A filter tested against a file cannot help a jail that is reading journal entries instead.
Do I need to reboot after changing Fail2Ban configuration?
No. Reload or restart Fail2Ban through the host’s service manager, then rerun the parser test, dump, and status commands. A reboot can hide a stale daemon but is not a substitute for verifying a reload.

The Bottom Line
When Fail2Ban appears to ignore a custom rule, prove each layer in order: parse the files, inspect the merged configuration, confirm the enabled jail and its action, verify the real file or journal source, test the selected filter with real lines, check ignoreregex and replacement behavior, then reload and watch the counters. Keep changes in .local files with deliberate names so the result remains visible and upgrade-safe.
