Fix Windows 11 development problems by identifying which layer is failing before changing settings: Windows Update or system files, the host network, WSL, project storage, or the IDE. Start with Windows’ built-in troubleshooter and basic checks; use system repair, WSL diagnostics, Visual Studio repair, or Windows recovery only when the symptoms point to that part of the machine.
Start by finding the failing layer
Note what changed just before the problem began: a Windows or driver update, an IDE update, a VPN or firewall change, or moving a project between Windows and WSL storage. Record the exact error message or code, and check whether the issue affects one program, WSL, or unrelated applications too. An error code can suggest a cause, but it does not prove one; follow the steps for that code and confirm the underlying condition.
For a Windows-level problem, open Settings > System > Troubleshoot > Other troubleshooters and run the relevant troubleshooter, or use the corresponding flow in the Get Help app. Microsoft’s WSL troubleshooting guidance frames diagnosis as identifying where an issue originates; that distinction matters because a Linux program failure, a WSL failure, and a host Windows problem call for different fixes.
- Only one Linux command or application fails: begin with that tool and its distribution.
- WSL commands hang or the distribution will not start: investigate WSL itself, its virtual disk, or the host.
- Windows and multiple unrelated apps have trouble: check Windows servicing, system files, network, or storage.
- Only Visual Studio installation or updating fails: check its installer and installation state rather than repairing Windows pre-emptively.
Before repair, check that the PC is plugged in, internet access is stable where needed, you have administrator access for elevated steps, storage is available, and unnecessary external devices are disconnected. For network trouble, establish whether Windows itself can connect or whether only WSL or one application is affected.

Fix a Windows 11 update that is stuck or failing
Run the Windows Update troubleshooter from Settings > System > Troubleshoot > Other troubleshooters. Restart the PC afterward, then check for updates again. Keep the machine powered and connected while it checks or installs updates.
If Windows reports that there is not enough disk space, free space on the system drive before trying again. Microsoft lists low free space as one possible reason an update can fail and mentions a USB drive as an option when a device has a small internal drive. The space figures on Microsoft’s upgrade guidance are specific to the upgrade context and 32-bit or 64-bit systems; they should not be treated as a universal free-space requirement for every Windows 11 update.
Use an error code as a clue, not as a diagnosis. Microsoft associates, for example, 0x8007000d with update files or cache, 0xC1900101 with a possible incompatible driver, and 0x800f0922 with possible storage or component issues. Check the condition indicated by the code and follow its specific guidance instead of applying unrelated fixes.

Use SFC and DISM for suspected Windows file damage
System File Checker (SFC) and Deployment Image Servicing and Management (DISM) are appropriate when Windows features fail, system errors occur, or Windows becomes unresponsive or freezes and damaged Windows components are plausible. They are not general fixes for a broken project dependency, a blocked corporate network, or a single damaged application.
- Open Terminal (Admin) or Command Prompt (Admin). Approve the User Account Control prompt if it appears.
- Run
DISM /Online /Cleanup-Image /RestoreHealthand wait for it to finish. - Run
SFC /SCANNOWand let the scan complete. - Restart if Windows reports repairs or if the original symptom requires a restart, then check whether the same Windows-level problem remains.
Microsoft Support explains that missing or corrupted critical Windows system files can cause the operating system to malfunction. If these commands do not resolve the issue, do not assume that repeating them will fix a failure in another layer.
Troubleshoot WSL hangs, startup failures, and network problems
WSL has several distinct layers: a Linux program and its userspace, the distribution, the WSL stack, and the Windows host or physical hardware. Narrow down which layer is failing before changing Linux or Windows settings.

If WSL hangs or will not start
First determine whether the problem is limited to one program or affects the distribution or WSL commands generally. If WSL startup, installation, or storage is implicated, check the installed WSL version and update it with wsl --update. To restart WSL, run wsl --shutdown in a Windows terminal, then start the distribution again.
WSL 2 distributions are stored in virtual hard disks, so a full or unmountable VHD is a different issue from a Windows Update cache problem. If the error points to distribution storage, follow Microsoft’s WSL disk-space and virtual-disk guidance rather than deleting distribution files or treating the problem as ordinary Windows free-space cleanup.

If WSL has no network connection
Test Windows networking separately from WSL. Microsoft identifies enterprise firewall policies, IPv6 configuration, DNS tunneling, and VPN behavior as possible WSL networking factors. If Windows has connectivity but WSL does not, investigate those host-to-WSL interactions rather than running Windows system-file repair as a network fix.
DNS tunneling can improve compatibility with some VPN and firewall configurations, and Microsoft recommends it for WSL use with a VPN. On a managed work device, an administrator may need to adjust firewall rules. WSL network settings can be version-sensitive, so check the guidance for the installed WSL release before changing .wslconfig.
Put project files on the filesystem used by the tools
For Linux command-line tools running in WSL, Microsoft recommends keeping project files in the WSL Linux filesystem. For Windows tools, use the Windows filesystem. Cross-filesystem access is supported, but it can be significantly slower than keeping files with the tools that use them.

Dev Drive may suit Windows-side Visual Studio code, package caches, or some build tasks. It is not a universal build-speed fix: Microsoft says not to expect Dev Drive’s performance gains when Linux in WSL accesses project files on the Windows filesystem. If Linux permissions need to be preserved, Microsoft advises storing those files on NTFS or inside the WSL virtual disk.

Use repair when the evidence points to Visual Studio’s installation payload, client download, or update—not just because a project has a build error. Check network or proxy access and Windows Installer issues first, since they can also interfere with repair.
- Open Visual Studio Installer.
- Find the affected Visual Studio installation and choose More > Repair.
- Before proceeding, review or back up settings and other local customizations that matter to you.
Repair resets the environment and can remove local customizations, per-user extensions, settings, and profiles. If the installation repair does not solve a product issue, Microsoft directs users to submit feedback or a Visual Studio issue. Microsoft’s performance tips address rare low-memory cases, not a general reason to disable extensions; use such advice only when a memory problem has actually been identified.
Escalate to Windows recovery only when simpler fixes fail
Windows recovery options include built-in troubleshooters, uninstalling a recent update, and System Restore. If a problem began after an update, removing that update may help; if it began after a feature-version upgrade, Microsoft’s recovery guidance describes a 10-day rollback window. Check the current Windows recovery instructions for the installed version before taking either step.
